Background:
The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person for the following position: Generalist Field Officer in Damazin-Blue Nile State.
Purpose:
The Generalist Field Officer 2 contributes to developing and implementing the Sub-structure’s objectives of communication, networking; and others depending on the context, in coordination with the structure’s management. S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.

Duties and responsibilities:

Supports the Head of Sub-Structure in networking with relevant leaders and organizations in the area(s) covered.

Works to enhance ICRC acceptance and promote IHL and other legal norms by representing the ICRC to relevant audiences, e.g. national/local authorities, political parties, village elders, representatives of displaced communities, religious leaders, armed and security forces, armed groups, media, NGOs, advocacy groups and academic circles.

Monitors the humanitarian environment and needs.

Analyses the security, socio-economic, cultural and political environment as relevant to the ICRC (regional/national/local level). Shares pertinent information with colleagues and reports any changes in the situation.

Participates in and holds internal and external meetings and develops and maintains contacts with municipal/regional authorities, local/regional Red Cross/Red Crescent Society branches, non-governmental organizations (local and international) and the population.

Defines communication and prevention objectives for the geographic or thematic area covered in line with the priorities of the sub-structure and/or the delegation’s communication and prevention strategy. This is done in co-operation with the Head of Sub-Structure and/or the Communication or Communication/Prevention Manager, and in line with other programme objectives (protection, assistance, cooperation).

Is responsible for implementing and evaluating relevant activities and adapting supporting tools within the geographic or thematic area covered, including operational communication, community engagement, public communication.

Follows political, security, military and humanitarian developments,

Supports the Sub-structure on internal communication issues.

Minimum Qualification, Skills and Experience Required:
-
Bachelor’s degree or equivalent higher education degree in a humanitarian area, socio-economic development, humanitarian law, human rights or equivalent field Postgraduate or master’s degree is an asset.

Very good knowledge of the socio-political environment of the country, especially West Kordofan and South Kordofan

Minimum 2 years of experience in a humanitarian field, socio-economic development, humanitarian law, human rights or similar position

Very good command of English, spoken and written

Expert level in computer skills

Skilled in the following competencies: Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Communication (ability to express views and ideas); Analysis & Synthesis; Security Management

Readiness to spend 50-75% of the time in the field, mainly South Kordofan

Driving license
