Monitoring and Evaluation Officer

 Background:

SOS Children's Villages Sudan is an international NGO affiliated with the Federation of SOS Children's Villages International and has been operational in Sudan since 1978. The programs of SOS CV Sudan are focused on addressing the needs of children, with particular emphasis on orphaned and abandoned children. 

The organization is seeking a qualified Monitoring and Evaluation Officer based in Khartoum with regular visits to program locations.



 
 Duties and responsibilities:

Key sectoral areas of work and main responsibilities:

 

1. Play a key role in providing support for Monitoring and Evaluation (M&E) of the ongoing projects, to ensure timely delivery of appropriate inputs towards quality results,

 

2. Responsible for ensuring proper M&E of programs implementation across the different programs,

 

3. Present findings based on realistic data with specific indicators to reflect the actual achievements and performance of the program's implementation,

 

4. Responsible for collecting detailed data to establish operational program database,

 

5. Contribute to the development of concept notes and program proposals for funding agencies.

 

 Coordination and Strategic Orientation:

 

Monitor and analyse the humanitarian, political, cultural, and socio-economic contexts within which the programs are operating to ensure proper and timely delivery of inputs and to isolate any factors that might obstruct smooth implementation of planned activities,

 

Monitor the program's implementation plans closely, and ensure the implementation of related activities versus the stated objectives, timelines, budgets, and quality of deliverables and prevent any deviations,

 

Regularly review and update the program's detailed plans and confirm their validity vis-a-vis the annual plan.

 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor degree in economics, management or any other related social science,

 

  • Four years of practical experience in the field of M&E and program management,

 

  • Relevant previous experience in program management, team management, program planning, budgeting and finance management,

 

  • Ability to think strategically, conceptualize new ideas, digest and analyze complex information, and present coherent work plans for annual planning, planning for project planning, and implementation planning,

 

  • Strong presentation abilities, facilitation skills, ability to work under pressure, tolerance to work in harsh environment, ability to work in teams of different cultures,

 

  • Good personal communication skills,

 

  • Ability to display professional attitude and diligence, and ability to work independently,

 

  • Excellent English and Arabic spoken and written skills,

 

  • Ability to travel to the project sites and abroad when required,

 

  • Competency in Microsoft applications including Word, Excel, PPT and a computer statistical package.

Operational Management:

 

a.Provide technical advice based on realistic data to confirm gearing the program towards the intended objectives,

 

b. Analyse and discuss the findings based on the regular monitoring data,

 

c. Develop and monitor impact indicators of the program achievements and share feedback on any progress made and any delay experience,

 

d. Ensure that implementation of the activities is adhered to, and directly corresponds to the MA and the organization's M&E system,

 

e. Provide inputs, information, and statistical data necessary for developing quarterly, annual, and other progress reports,

 

f. Orient and assist the program staff in using M&E tools to better monitor outcomes and better results; and organize training on monitoring and evaluation skills and development of indicators,

 

g. Undertake regular visits to the program sites to support implementation, monitor progress of implementation, evaluate results, check the quality of data, document best practices and lessons learned, and recommend any review/update of plans where necessary,

 

h. Participate in program review meetings, assessments, surveys, reports, evaluations to documet the overall performance of the MA programs and follow on implemenatation of recommended actions.

 

Program Design and Development

 

i. Contribute to the development of the program and fundraising interventions, including development of concept notes, formulation of project proposals, budgets, attend the cluster meetings,

 

ii. Contribute to the development of donors strategies frameworks, presentations, and other data where necessary/needed,

 

iii. Represent the organization in different national and international donors' forums and meetings,

 

vi. Support development of fundraising strategy for the organization; in consultation and coordination with the International Office of the Region (IOR).
