 Background:

The Logistics and Administration Officer position is based within the framework of the project “Increasing the Dignity and Protection of Refugees and Migrants in Eastern Sudan” implemented by the SRCS and supported by the Danish Red Cross and the British Red Cross.

The job purpose is to provide an overall responsibility for the effective, accountable and transparent provision of daily administrative services to the project activities related to logistics, operations and project office administration.

He/she works under a direct supervision of Project Coordinator and in close collaboration with SRCS Branch Director, Branch Logistics Officer and DRC Programme Delegate.

He/she works in line with the Fundamental principles, values and policies of the Red Cross and Red Crescent Movement and SRCS. He/she works in line with SRCS Logistics and Administration processes and procedures and donor requirements and regulations.

 



 
 Duties and responsibilities:

Key responsibilities

Main tasks

  • Supervise logistics management of the project, its material resources and control that provisioning is carried out according to the set planning, SRCS procedures and donor requirements
  • Work in close coordination with Safe House Manager to ensure its smooth and uninterrupted functionality. Ensure that the daily needs of the facility and the residents are addressed on a regular basis.
  • Responsible for the competitive procurement procedure while following financial and procurement policies and procedures
  • Supervise the maintenance and management of a suitable stock of stationery/supplies of the project office and all the project locations
  • Ensure the logistics and administrative management of the project visitors
  • Organize logistics for trainings/ workshops/ events
  • Assist in the preparation and implementation of financial processes (monthly and needs-based forecasts)

Asset Management

  • Ensure proper tracking, maintenance and recording of all the project assets, both at the office and in all the project locations
  • Maintenance of an accurate asset database at all times
  • Ensure that team members are accountable for every asset assigned to them
  • Implement maintenance systems and procedures for assets, including follow up
  • Ensure physical check of assets and recommend disposal of assets as per donor requirements

Transport Management

  • Oversee the management of the project transport
  • Ensure that project vehicles are used efficiently and solely for the project purposes
  • Ensure that vehicle Logbook is kept daily and includes fuel quantity, date or purchase, date of vehicle maintenance

Procurement

  • Ensure that all the procurement processes are carried out according to the SRCS Procurement Guidelines
  • Ensure that payment vouchers indicate correct budget line and clearly specify what is purchased and for which purpose; ensure cheques are in the name of the supplier
  • Ensure that Goods receiving notes are prepared and attached to the expense document
  • Ensure that distribution lists are prepared and signed by the receivers

Project stock management

  • Establish and implement a reliable stock distribution plan to avoid expired items
  • Ensure proper stock-keeping records, storage conditions, and stock security
  • Monitor all project stock movements and remaining balances
  • Maintain records/authorizations for project staff designated to receive and dispatch goods

 


 
 Minimum Qualification, Skills and Experience Required:

Personal Qualifications

Education

University degree in administration, logistics, management, finance or another related field.  

Experience and Knowledge

 

  • Minimum 3 years of experience in logistics and/or administrative procedures, preferably in an NGO
  • Experience in managing diverse procurement and logistics operations
  • Excellent record keeping and documentations skills
  • Ability to work independently and organise, prioritise, and follow through on multiple tasks
  • Strong interpersonal skills, ability to interact effectively with different stakeholders
  • Fully conversant with usual IT tools (Microsoft 365)

Languages

 

  • Fluency in Arabic - spoken and written
  • Fluency in English-spoken and written
