The Position:

Provision of GBV programming and coordination support to Blue Nile Office.  The field GBV Analyst will be part of UNFPA Sudan Field Operations unit and will report to the Blue Nile Office Team Leader Team Leader and the Sub-National GBV Coordinator.

Job Purpose:

The field GBV Analyst facilitates and coordinates rapid implementation of GBV in Emergencies programming in accordance with the IASC GBV Guidelines and the Handbook for Coordination of GBV Interventions in Emergencies. The Field GBV Analyst will provide support to priority areas without GBV Analysts, fill gaps in the GBV sub-national leadership and conduct specific tasks especially in Darfur. GBV programming in humanitarian emergencies is multi-sectoral, involving multiple organizations and actors serving the displaced and host communities, NGO and government partners, UN agencies, and other national and international organizations to engage in comprehensive prevention and response initiatives.

 

The Field GBV Analyst duties include: establishing/reinforcing effective mechanisms for inter-agency and cross-sectoral coordination and operationalization of GBV-related interventions, in line with the IASC GBV Guidelines and related tools and guidance; providing technical leadership and ensuring awareness and usage of relevant global, regional and national tools for effective GBV programming including strengthening the capacity of GBV service providers; supporting inter-agency needs assessments; and monitoring the implementation and quality of GBV service provision, and, promoting effective data and information collection, sharing and analysis.



 
 Duties and responsibilities:

 

You would be responsible for:

The Analyst will support the UNFPA Blue Nile Office as follows:

  • Coordinates comprehensive GBV related prevention and response activities among different actors through chairing the state level GBV sub-working group to ensure comprehensive sharing of information, identification of response gaps, and follow up through relevant protection stakeholders.
  • Represents UNFPA in the coordination forums focusing on protection (for both refugees and non-refugees’ settings) including but not limited to the Protection Working Group, Child Protection Working Group, the Refugees Working Group and the Health Sector and attends meetings organized by the Office of Coordination of Humanitarian Affairs (OCHA) and provides information to the CO, when needed.
  • Supports the establishment and operationalization of the GBV Standard Operating Procedures (SOPs) at state level, the establishment of locality-level GGB referral pathways for treatment of GBV survivors through various service provision levels including clinical management of rape (CMR), psychosocial support and counselling, and formation of community protection networks which can support civil society initiatives to address prevention and response.
  • Supports capacity building and ongoing support of partners at various levels including GBV SWG partners and supports institutional capacity building of state level government and other partners to provide for prevention and response to GBV.
  • Works to mainstream GBV prevention, risk mitigation and response in other sectors and working groups including WASH, CCCM, Health, FSL .. etc)
  • Establishes and maintains network of government, UN agencies, NGOs and CSOs information contacts and provides assistance in organizing and conducting public information events.
  • Contributes to the identification and formulation of work plans by compiling and analyzing information in the subject areas of UNFPA’s support in Blue Nile State.
  • Supervises the implementation of Implementing Partners’ (IPs) annual work plans on GBV in line with government priorities and in accordance with

UNFPA program policies and procedures of Annual Work Plans (AWPs). And ensures adequate audit preparations and records are in place.

  • Provides technical support to the State Combatting Violence Against Women and Children (CVAW) Unit within the State Ministry of Social Affairs (SMoSA) and assist in the development and monitoring of the annual Action Plans on GBV Prevention and Response.
  • Monitors GBV project and program activities through establishing and implementing mechanisms to systematically assess the achievement of results and analyzing factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
  • Participates in field visits, joint assessment missions, and monitoring missions and prepares regular progress reports.
  • Oversees the distribution plans for GBV supplies and reports on the proper and effective usage of supplies received through UNFPA.
  • Contributes to the provision of inputs for situation analysis, 4Ws, flash reports, contingency/emergency plans, project proposals, development of work plans, and other required documentation.
  • Works closely with Communications team to convey advocacy messages, audio-visual materials, human-interest stories and key messages to feed into reports in the situation of women, girls and youth in Blue Nile State.

Undertake other relevant tasks as requested by the sub-national GBV coordinator.

 


 
 Minimum Qualification, Skills and Experience Required:

 

Education: 

Advanced University Degree(Master) in social development, gender and/or other related social science field is required. A Bachelor degree in combination with qualifying experience maybe accepted in lieu of the advanced degree.

Knowledge and Experience:

  • Experience in the field of gender activities or other relevant areas with experience in humanitarian and development program/project management, two years of experience with bachelor degree
  • Ability to mainstream gender in programs and projects.
  • Excellent facilitation and training skills.
  • Strong analytical and problem solving skills.
  • Familiarity with the UN coordination system and/or Government Ministries is an asset.
  • Ability to work under stressful conditions and away from home for long periods of time.

 

Languages:

Fluency in Arabic and strong communication skills (both writing and oral) in English
