Generalist Field Officer

 Background:

The Generalist Field Officer is de facto the advisor to the Head of Sub-Delegation for Eastern Sudan, and as such, is responsible for establishing a network of contacts at local/regional level and facilitates contact with key interlocutors. S/he also contributes to defining, implementing and monitoring several ICRC projects and activities in the assigned Area (Gedaref, Kassala, and Red Sea states).

 



 
 Duties and responsibilities:

Accountabilities & Responsibilities:

 

  • Contributes to monitoring the humanitarian environment and needs and analysing the security, socio-economic, cultural and political environment as relevant to the ICRC.
  • Provides advice on the evolving political and conflict dynamics across eastern Sudan. S/he regularly analyses any changes in the general operating environment, including the security situation, as a support to teams during their field missions.
  • Develop and maintain contacts with local authorities, national society (NS) branches, community leaders, and armed actors across the assigned area under the supervision of the Head of Sub-Delegation in Kassala.
  • Contributes to the development of the structure’s operational communication plan and regularly identify new target audiences
  • When requested, represents and acts on behalf of the Head of Sub-Delegation (HoSD) at a local and regional level, managing the operational communication file where s/he is expected to clearly present and explain the ICRC’s role, mandate, and activities to a wide array of actors.
  • Provides support to HoSD in Kassala in finalizing all administrative and logistical preparations related to field missions
  • Collects, compiles, and translates/interprets information about the projects and contributes to written reporting.

Operational Communication and Networking (30%)

  • Develop and maintain contacts with local authorities, national society (NS) branches, community leaders, and armed actors across the AoR in direct coordination with the HoSD
  • Regularly updates and maintains the interlocutor contact list for the SD
  • Facilitates internal and external meetings, workshops, and public events with key interlocutors at the request of the structure’s management and in support of the SD’s operational communication strategy
  • Organizes dissemination sessions focused on the ICRC’s mandate and activities in the East and to pass key messages on respect for IHL and the ICRC’s role as a neutral and independent humanitarian actor distinct from other organizations in the region
  • Contributes to the development of the structure’s operational communication plan and regularly identifies new target audiences
  • Compiles thorough and detailed written reports on all meetings, workshops, and events to be shared with the structure’s management

 

Security Management (30%)

  • Contributes to security analyses and reports any changes in the situation to the HoSD in writing (or via phone depending on urgency of situation)
  • Supports efforts to network with key security interlocutors in the AoR
  • Conducts security checks and obtains security guarantees for teams carrying out official missions in the field across the AoR
  • Flags and proposes recommendations to improve any passive or active security measures within the sub-delegation or in the various structures where ICRC staff may overnight during field missions

 

 

Context Analysis and Strategy Development (30%)

  • Contributes to media monitoring and environmental analysis (focused on cultural, socioeconomic, humanitarian, and political developments) of the AoR, regularly sharing any relevant information with the HoSD (or Acting in his/her absence) and relevant heads of department
  • Contributes to field trip reports (FTR) during multidisciplinary missions, with a focus on the analysis of the general situation and security situation
  • Provides written insight into the tribal and political dynamics in the east through semi-regular reports shared with the HoSD/heads of department
  • Contributes to development of structure’s operational strategy in direct collaboration with the HoSD to define priority zones and areas where additional ICRC engagement with local communities is required
  • Develops an archiving/information management system to ensure proper institutional memory within the structure.

 

Multidisciplinary Support in the Field (10%)

  • Assist the structure in implementing and following up various field activities, in accordance with objectives
  • Provide support to HoSD and heads of departments in finalizing all administrative and logistical preparations related to field missions
  • Contributes to preliminary identification of assistance needs in the field (primarily EcoSec) and may support visiting teams/SD teams during FTs for further technical assessment
  • Can support in monitoring of activities or coordination with NS volunteers/teams during the implementation of projects in the field as requested by the HoSD
  • Contributes to a creating a positive work environment in the field (multidisciplinary approach, good team dynamics)

 

Additional Tasks

  • Collects, compiles, and translates/interprets information gathered in the field or provided by the community to HoSD/heads of departments 
  • Follow up on official correspondence (including HAC permits for teams in the field) and all professional messages exchanged with key contacts/interlocutors at the request of the HoSD

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree or equivalent higher education degree in a humanitarian area, socio-economic development, humanitarian law, human rights or equivalent field Post Graduate or Master's Degree is an asset.
  • Very good knowledge of the socio-political environment of the country, especially Kassala
  • Minimum 2 years of experience in a humanitarian field, socio-economic development, humanitarian law, human rights or similar position
  • Very good command of English, spoken and written
  • Expert level in computer skills
  • Skilled in the following competencies: Networking & Communication; Adapting & Learning; Responsibility & Autonomy; Communication (ability to express views and ideas); Analysis & Synthesis; Security Management
