 Background:

The project structural strengthening of employment promotion and vocational training and apprenticeship aims to strengthen the capacities of the Ministry of Labour (MoLAR) and its subordinate institutions for the coordination of employment promotion and vocational training; especially in the fields of labour market monitoring, social dialogue, as well as the participative vocational training in line with the needs of the private sector. It further aims to support selected business membership organisations as well as youth and women associations to improve their service provision due to improved expertise and methodological competency. The representatives of those institutions would be empowered to voice the needs of their constituencies regarding vocational training provision and employment promotion thus enabling the MoLAR and the Supreme Council for Vocational Training and Apprenticeship (SCVTA) to gear their policies accordingly. The enhanced cooperation will be utilised in creation of new occupational standards used in training and in recognition of prior learning. Lastly, the project put its focus on the improvement of “entrepreneurial ecosystem” by establishing a start-up centre with attached workshops serving young women and men with vocational training background. Concepts for new incubation programmes for a production-oriented business, for women-led businesses, and for companies in the green and social sector shall be implemented on a pilot basis.

 



 
 Duties and responsibilities:

  1. Responsibilities

The position holder acts as principal support to the TVET advisor (Field of action 1) in planning and implementing project activities based on technical and political expertise in TVET to the end of improving the existing vocational training system and acts as liaison between the project “Structural strengthening of employment promotion and vocational training and apprenticeship” and the governmental partners, especially MOLAR and SCVTA.

 

  1. Tasks

Key Responsibilities

  • Participates in formulating the planning and implementation of the project activities as part of a multicultural team
  • Support the field of action 1 advisor to liaise with governmental partners (especially MOLAR, SCVTA and its secretariat) and the private sector
  • Building up the capacities of SCVTA that and support them in the reform of TVET system based on technical expertise in the field of TVET

 

Planning and implementation of project activities

  • Supporting project planning and conceptual development including preparation, organisation and facilitation of planning exercises and their implementation, management, monitoring, evaluation, communication and documentation;
  • Identify, research, analyze, prepare and/or organize briefing in order to facilitate decision-making, at both strategic and operational levels, and support the planning, implementation and review phase of the operations;
  • Developing ready-to-use strategies, innovative initiatives and technical concept notes, including guidelines, manuals and Terms of Reference;

 

Liaising between the project and the governmental partners

  • Maintain and develop day-to-day contacts with key government authorities and ensure the prompt sharing of information, conclusions or messages with the Project Director, the field of action 1 advisor or GIZ project staff, as appropriate;
  • Act as a point of referral and advice for communications between the GIZ and the local authorities;
  • Assist the field of action 1 advisor in coordinating the sharing of relevant information within the project and with relevant partners;
  • Conducting linguistic and cultural translation (oral and written Arabic and English)
  • Performs other duties and tasks at the request of management.

 

Capacity building/ Technical advise

  • Provide technical and political advise to the end of improving the existing TVET system and its related bodies;
  • Prepare and organize conferences, trainings, and workshops with relevant partners;
  • Participate in meetings related to strategic discussions with or on behalf of the field of action 1 advisor;
  • Drafting reports, terms of reference, articles and other written documents in English and Arabic;


 


 
 Minimum Qualification, Skills and Experience Required:

University degree in social sciences, education, vocational education, international relations, development cooperation, conflict resolution, peace and development studies, or a related field. Master’s degree preferred, equivalent work experience will be considered

  • Extensive knowledge of the vocational training system and institutes in Sudan;
  • A minimum of five years of experience in planning, coordinating and implementing activities, including experience in conceptual development of activities;
  • Profound experience in cooperating with TVET regulatory bodies and connected ministries, as well as collaboration with the private sector;
  • Experience with international organizations in the field of TVET is an asset;
  • Experience in working within international teams;
  • Very good working knowledge of ITC technologies and computer applications (i.e. MS Office);
  • Excellent English and Arabic communication skills, both verbal and in writing
  • Good knowledge of Results Based Management principles and approaches including M&E
