 Background:

The project structural strengthening of employment promotion and vocational training and apprenticeship aims to strengthen the capacities of the Ministry of Labour (MoLAR) and its subordinate institutions for the coordination of employment promotion and vocational training; especially in the fields of labour market monitoring, social dialogue, as well as the participative vocational training in line with the needs of the private sector. It further aims to support selected business membership organisations as well as youth and women associations to improve their service provision due to improved expertise and methodological competency. The representatives of those institutions would be empowered to voice the needs of their constituencies regarding vocational training provision and employment promotion thus enabling the MoLAR and the Supreme Council for Vocational Training and Apprenticeship (SCVTA) to gear their policies accordingly. The enhanced cooperation will be utilised in creation of new occupational standards used in training and in recognition of prior learning. Lastly, the project put its focus on the improvement of “entrepreneurial ecosystem” by establishing a start-up centre with attached workshops serving young women and men with vocational training background. Concepts for new incubation programmes for a production-oriented business, for women-led businesses, and for companies in the green and social sector shall be implemented on a pilot basis.



 
 Duties and responsibilities:

  1. Responsibilities

Together with the international advisor for the field of action 2, the national advisor is responsible for enabling selected business as well as women and youth representations to serve as platforms for technical and methodological expertise in the area of vocational training focused on the youth and women in order for MoLAR and the SCVTA to be better informed of their needs.

 

  1. Tasks

The national advisor performs the following tasks:

  • Participates in formulating the field of action plan and activities;
  • Provides input to technical assessments, stakeholder analysis and the development of policy recommendations;
  • Helps define and implement advisory services in the field of action 2, including procurement and coordination of external short-term experts;
  • Liaises with the private sector, women and youth organisations in the vocational training sector as well as with international development organisations and other relevant stakeholders;
  • Plans and coordinates (human) capacity development measures and stakeholder engagement activities, in close collaboration with the international advisor;
  • Provides technical assistance to local and international experts;
  • Conducting linguistic and cultural translation (oral and written Arabic and English)
  • Performs other duties and tasks at the request of management.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • University degree in Education, Economics, Business, public policy or other relevant fields

 

Professional experience

  • At least five years of work experience in the field of vocational training and apprenticeship; work experience with international development organisations is an advantage;
  • Proven knowledge of national and international approaches, concepts and trends regarding vocational training and apprenticeship;
  • Proven knowledge of promoting women and youth empowerment in the field of vocational training and apprenticeship;
  • Work experience with an industry association is an asset;
  • Work experience in organisational development, process improvement, networking and managing multi-stakeholder partnerships.

 

Other knowledge, additional competences

  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, etc);
  • Strong analytical and coordination competences, broad intercultural competence, excellent communication- and networking skills
  • Capacity for teamwork, adaptability, resilience as well as performance and goal orientation;
  • Able to work in a multi-cultural environment;
  • Fluent in Arabic and English.
