 Background:

For the GIZ Project
“Support to the Stabilization Process in Sudan (SSPS)”
a qualified person to fill the following position:
“Project Communication Officer (PCO)”


Scope of Project
The project "Support to the Stabilization Process in Sudan" is a new project within the framework of the Federal Republic of Germany's commitment. The objective is to support the transitional government in stabilizing Sudan.


A significant challenge of the transitional government is to stabilize the country economically and to provide basic state services to the population reliably. Sudan ranks 170th out of 189 on the United Nations Human Development Index, and the socio-economic fundamentals are accordingly poor. The lack of basic services or the inadequacy of the capacity of the state administration weakens the confidence of the population. The expectation of the population that the conditions of living in the short term will improve appreciably through targeted measures by the transitional government is very high.


There is, therefore, a need for rapid actions to ensure a peaceful transitional process. In this context, three main areas of activity, with the Sudanese partners, were identified together, where there is a high need and where rapid support is explicitly desired are namely: 1. the energy sector, 2. public finances, 3. secure IT infrastructures. A large part of the capacity-building support is intended to benefit the providers of change processes (change agents) in state institutions and other stakeholders in order to support their commitment to the positive change processes. By providing knowledge and capacity the project will contribute to stabilization and peace in Sudan. The interventions will result in enhanced capacity and performance of the transitional government and primary stakeholders in the areas of energy, public finances, and IT infrastructure.



 
 Duties and responsibilities:

Scope of Work

  • Under the direct supervision of the Head of Project, the Project Monitoring and Reporting Officer (PMRO) will be responsible for the as well as drafting the project progress reports of the project components for the GIZ and the commissioning party. Provide monitor action plans, tools and determine ways to find information and data on the different indicators while working with the project staff, consultants, implementing partners, national governments and stakeholders to ensure effective apprehending of the project essence and compelling highlights of project wins.

 

Responsibilities include:

  • Coordinates the Project Monitoring
  • Develops and implements the projects’ systematic and conflict-sensitive impact monitoring system in consultation with the Project Manager
  • Provide a plan on how Implement recommendations of iPCA and Gender analysis and climate and environmental impact analysis
  • Supports and provide guidance to the GIZ Project staff which are contributing to monitoring
  • Supports the implementing partner organizations in establishing a custom-fit monitoring system suitable for the GIZ monitoring system
  • Supports collaboration with implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts
  • Drafts and disseminates formats for the partner monitoring system
  • Collects, processes and drafts analyses of monitoring data including targets of the project.
  • Report on progress on targets as specified in project document
  • Provides feedback on all to the Project Manager on strategies and activities
  • Draft progress report based on activities and indicators.
  • Draft interim reports on progress of the 3 project components

 

Within these responsibilities, tasks include:

  • Develop a monitoring plan based on project activities
  • Monitors and Report on project activities and progress towards achieving the project goals
  • Draws up ToRs for specific studies (baseline surveys, need assessments etc.)
  • Liaises with the respective implementing partners on monitoring system and the mode to be applied
  • Regular visits to the implementing partners to check on progress of data collection and to advice on problem solutions
  • Develops the projects’ framework of monitoring; holds reviews / discussions with the project team to identify the feasibility of the monitoring format and indicators for activity implementation and targets as per project document
  • Draws up reports and presentation documents while ensuring quality
  • Formulates appropriate input for various project reports including interim and annual reports, and contributes to the other reports required by the project manager and GIZ Head Office
  • Collects, compiles and analyses qualitative and quantitative data and reports and prepares consolidated progress reports in accordance with the approved reporting formats.
  • • Provides training to project staff on monitoring.
  • • Performing other duties and tasks at the request of management.

 
 Minimum Qualification, Skills and Experience Required:

Education: MSc in Development Studies, Social Sciences, Development Economics or any related field
Technical specific knowledge: Excellent writing skills and good understanding of monitoring systems,

  • Expertise and experiences in monitoring systems, preferably with an international organization
  • Expertise and experiences in reporting, preferably with an international organization
  • Knowledge in GIZ’s Impact oriented Monitoring System (WoM) is a strong asset
  • Previous experience: At least 5 years of relevant professional experience in comparable positions, preferably in the field.
  • Languages: Native level Arabic, Excellent level of English
  • IT and specific systems: Microsoft office, publishing software, Monitoring software,

  • - Flexibility, high self-initiative and creative thinking
  • - Excellent inter-cultural and inter-personal competencies

  • - Structured written ability and very good communication skills
  • - Ability to work proactively and in a dependable, responsible manner with great attention to detail.
  • - Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • - Fluent written and oral knowledge of Arabic and English.
