 Duties and responsibilities:

SCOPE OF ROLE:

Manage the project team to execute SFSP effectively and efficiently. Define scope, budget and schedule for the implementation of the intended activities. Ensure project execution within defined budget and timelines, and providing leadership for project staff,  implementation and monitoring project activities in liaison with the SMF, consortium and local partners and project beneficiaries relevant government bodies in the Red Sea.

Role Dimensions: Save the Children International in Sudan is working across Sudan e.g. Khartoum, South, West and North Kordofan, North, West & Central Darfur States, Blue Nile, and the Red Sea State in Sudan. Our thematic coverage includes child rights governance, child protection, education, health, nutrition, WASH, livelihoods, and humanitarian emergencies. We maintain diversified sources of funding including SIDA, OFDA, ECHO , GSK, WFP , UNICEF , UNHCR , etc.

 

This is a challenging role in a complex environment. It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programs and our ambitions.

 

KEY AREAS OF ACCOUNTABILITY:

To carry out the responsibilities of the role in a way that reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy.

 

Project Management;

  • Conduct sensitization and awareness are essential to ensure communities understand the program's objectives and are motivated to register.
  • Under-take campaign to disseminate information or consult communities about: a) the SFSP program, HH entitlements,  modalities, and planned capacity building sessions.
  • Encourage uptake and highlight concerns or barriers raised by communities to access essential basic services e.g. education and health etc.
  • Conduct mass media campaigns comprising of radio shows, posters displayed in prominent places within target communities, and market day campaigns using megaphones and drama groups where possible for mobilizing the community and raise project awareness.
  • Reach out to vulnerable members of the community for home visits to inform them of the SFSP and registration options, and pass on details of these HHs to Consortia focal points.
  • Gathering community questions or feedback both in the initial stage but also throughout program implementation to share with Consortia focal points.
  • Support the Consortia mobilization team to assemble groups for information sessions and to inform community members of registration points and options.
  • Set a timetable outlining which HHs will be visited, including the time to be registered and location.
  • Monitor and overall database management for the registered HHs information on tablets or other data recording devices capable of working offline and reconcile it with the central data system.
  • Closely coordinate with consortia focal points, community leaders, and consortia staff to ensure that the registration process is well managed, HHs are socially distanced in line with WHO COVID protocols and any questions raised by HHS can be quickly answered.
  • Ensure the consortia member staff undertake house-to-house HH registration for identified vulnerable HHs along with a member of the community engagement focal point group.
  • Ensure a comprehensive registration database be created housing all details of intended recipients of the SFSP.
  • Share relevant data with Blue Nile Mashreq Bank, or other cash providers to create beneficiary cards that will be issued and utilized for the subsequent cash distribution.
  • Ensure the distributed cards to HHs on a day and time agreed by the community (including the views of men and women), which will be organized through the community engagement focal group.
  • Follow with Blue Nile Mashreq bank to ensure the upload of the appropriate payment for the first month (5 USD per HH member) onto the HH bank card on a monthly basis.
  • Monitoring of the distribution process by conducting a standardized Post Distribution Monitoring (PDM) as per SCI checklist and Quality Benchmarks (QBs) to assess the distribution's quality.
  • Conduct a Kick-off session: to introduce the parenting program and enhance knowledge on the Sudan Family Support Programme and its purpose.
  • Conduct sessions parenting to enhancing positive qualities in children; empathizing with your child; showing love and following the initiative of the child; close communication and praise; meaningful and enriching ways of talking with your child; and setting limits to the child's behavior positively + offer step by step support to accomplish a task.
  • Conduct sessions on Family budgeting, family and child nutrition and the importance of breastfeeding; complementary feeding and essential hygiene; diet diversity, budgeting for children's nutritional needs, growth monitoring etc.
  • Concluding session to celebrate and determine the way forward of the parenting groups– sustainability.
  • Line management for cash voucher officers and assistance and work closely with thematics and technical FSL and cash specialists. Conduct mid-term and annual performance reviews ensure clear objectives are set and conduct regular feedback sessions.
  • Responsible for Programme Cycle Management, including Grants start-up, review and Closure meetings.
  • Ensure that FSL and cash + met the humanitarian international standards and approaches are adhered to (such as, but not limited to, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE, Accountability Framework) and Save the Children’s Child Rights Programming tools and approaches.
  • Lead and oversee the effective implementation of the program objectives, ensuring high quality and timely deliverables to fulfill our obligations to stakeholders at all levels;
  • Manage the programme, draw project implementation plans, assess the progress of activities implementation against plans on monthly basis, and document the progress and action corrective measures as and when required.
  • Coordinate and work in harmony with other departments to ensure that partners are oriented and provided adequate support to deliver on all programme objectives in a timely and efficient manner.
  • To conduct monitoring and supervision visits to the project sites in accordance with plan developed, to ensure programme quality and compliance with set standards.
  • Responsible for preparation and timely delivery of detailed projects implementation, procurement and budget spending plans whilst ensuring that off-targets are timely identified and mitigated.
  • Responsible for staff guidance and technical capacity support on implementation modalities, plans and strategies. This includes the development of tools and templates to support the management and implementation of operational aspects of cash transfer and FSL activities in line with donor contractual requirements and SCI Quality Framework.
  • Manage effective planning, coordination and communication with service provider, transporter, logistics and field team to ensure cohesive implementation of the cash transfer activities.
  • Identify learning and training opportunities for staff and partners and work as a mentor and role model for less experienced staff.
  • Provide necessary technical training and develop appropriate technical guidelines and materials to SC’s and partner’s staff.
  • Conduct frequent field visits to project areas to ensure quality implementation, provide technical and managerial guidance.

 

Team/Partners’s  Management:

  • Support implementing partners and consortium to the development plan of implementation structure in the field, based on programmatic, administrative and financial requirements of the project and in close coordination with SMF. 
  • Work closely with the  technical specialist at the Country level management team to closely coordinate the cash + other components  ensure capacity building plan for partners is in place and regularly monitor to ensure high-quality program delivery
  • Ensure team structure and clear roles and responsibilities, as well as information management system in place to ensure smooth implementation
  • Organize different forums and meetings to keep abreast of progress/plan at the field level. In addition, organize regular general staff meetings (monthly).

Coordination

  • Collaborate actively with the FSL, country-level Program Quality (PDQ) and TAs, including Monitoring, Evaluation, Accountability and Learning (MEAL) teams; solicit advice and feedback and work with the teams during Programme implementation, advocacy message development, lessons learned documentation and MEAL planning.
  • Maintain close communication and coordination with the designated Technical Advisors for the project at the CO level as well as at the field level.
  • Develop and foster relationships with FMF donors, partners, government authorities, private sector and other actors to ensure continued support for SCI programmes and enlist their support and assistance in working towards achieving sustainable and replicable programme models.

 

Financial and Administration:

  • Assume budget holding responsibilities, prepare and regularly update the budget for the entire grant period; and oversee all expenditures;
  • Develop activity expenditure plan and communicate the same to finance director and HPI.
  • Ensuring members of the programme team are conversant with all policy requirements and that they are complying with the same.
  • Managing the performance of the local partners and closely monitoring budget spending in accordance with donor and SCI regulations.
  • Ensuring the reputation of SCI is protected and promoted by all programme staff members.

 

Reporting:

  • Ensure accurate monitoring & evaluation and indicator tracking plans for the different programme components, developing additional monitoring & evaluation tools as necessary to monitor project progress, with support of the Monitoring, Evaluation, Accountability and Learning (MEAL) team. 
  • Ensure development of timely and quality technical and financial reports as per the project donor’s requirements against the agreed indicators.
  • Compile concise quantitative and qualitative reports on a monthly, and quarterly basis.
  • Ensure that ongoing programme monitoring/learning feeds into alterations into program design.
  • Work closely with the MEAL team to collect information on programme monitoring, progress and quality to support ongoing reporting, proposals and other operational management tools, while ensuring appropriate accountability and feedback mechanisms are established within the project.
  • Responsible for quality and timely preparations of donor reports, project progress reports and any other SC internal reports as required.

 Minimum Qualification, Skills and Experience Required:

Essential

  • Masters degree/University degree in Social Sciences, Development studies, Agricuture and livelihood,  Rural Development, Economics and/or related discipline.
  • Minimum 8 years of experience from working as a Project Manager in a humanitarian setting managing,  food security and Livelihoods, and cash + programming
  • Management experience of operational aspects of Cash Transfer and FSL Programming.
  • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN
  • Strong ability to work with diverse groups/individuals – ranging from local partners, local authorities, the humanitarian community and the private sector and muti cultural.
  • Demonstrable understanding of M&E and beneficiary accountability
  • Strong experience in program implementation.
  • Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • A high level of written and spoken English;
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
  • Good attention to detail;
  • Experience or knowledge of working and living in relevant regions/contexts;
  • Experience in livelihood assessments, both field data collection and analysis.
