The Liaison Officer is responsible for liaising on Medical Teams behalf with various governmental authorities, including but not limited to all ministries, social security, tax and customs authorities at central and governorate levels where required to facilitate smooth implementation of Medical Teams programming, including timely approvals of Principle Agreements, sub-Agreements and Memorandum of Understanding and other permissions.


 Duties and responsibilities:


  • Build and maintain relationships with key technical managers and decision-makers in the government, different ministries and among local authorities. Act as a key focal point.
  • Promote Medical Teams work and raise Medical Teams image externally at all levels.
  • Proactively coordinate and advocate on Medical Teams behalf with local, regional and national officials to ensure that the desired outcomes for Medical Teams activities in Sudan are achieved.
  • Accompany the Country Director and other senior staff to meetings with government officials and facilitate conversations for smooth representation of Medical Teams in those meetings.
  • Participate in any relevant meetings and conferences organized by authorities as applicable.
  • Support the medical team in managing governmental level relationships and addressing any issues at that level.
  • Support on development and submission of progress reports and applications to relevant ministries, including Principal Agreement, Sub-Agreements, MOUs, and other periodic reports.
  • Ensure timely signature of Medical Teams Principal Agreement, Sub-Agreements, MOUs and any other relevant agreements between Medical Teams and the government.
  • Ensure active follow-up on outstanding applications filed with various ministries, responding to queries from authorities in a timely manner.
  • Work with authorities to secure all required authorizations and permissions to facilitate smooth implementation of Medical Teams programming.
  • Develop methodologies to improve the liaison process including best practices and new developments affecting Medical Teams humanitarian actor.
  • Familiarize and keep up with all government requirements applicable to Medical Teams’ work in Sudan to support programs, field management and grants team to ensure compliance. Develop guidelines including all requirements, procedures and processes.
  • In close cooperation with legal counsel, identify and share new policies and procedures to create awareness of requirements among senior staff and support compliance.
  • Ensure senior Medical Teams staff are aware of and understand any concerns of government officials regarding Medical Teams operations, and that such concerns are factored into Medical Teams communication strategy and programming.
  • Ensure all correspondence with the government is in line with Medical Teams policies, procedures and records are maintained in organized manner.
  • Carry out similar tasks assigned by the Supervisor and/or other senior staff.
  • Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies;
  • Ensures Medical Teams maintains a constructive, transparent, and independent relationship with host-government;
  • Obtains as needed access letters to facilitate TGH staff and vehicles movements in Sudan in TGH area of operation and for new locations
  • Maintains current access permissions for the operational areas, and able to ease the process of access new locations, for staff and vehicles
  • Obtain all official permits, authorizations and other related documents needed at Khartoum level for TGH operations in Sudan; (Registration ,Technical agreements, reports,...etc)
  • Obtain visas, exit authorizations, temporary residence, work permits, travel notifications etc.;
  • Support the supervisor to establish contact with local authorities, including HAC at national level
  • Support logistics team as needed to ensure proper processes are followed with relevant authorities including customs.
  • Reports to the supervisor regularly.



  • Additional duties as assigned by the supervisor.

 Minimum Qualification, Skills and Experience Required:


  • BA degree in public administration, humanities, social sciences or social works or any other fields.
  • Valid Passport or National Identification Number.



  • At least 8 years of experience in liaising non-profit organizations with government offices.
  • Experience of working with the government at a senior level will be considered an advantage.
  • Experience of working with foreign organizations as liaison officer is required
  • Experience of negotiating with authorities regarding permit, agreement and approvals, as applicable.
  • Experience of working for health-related humanitarian agency is advantageous.



  • Extensive knowledge of the Sudan system of government and administration;

  • Working knowledge of health-sector issues in developing countries;

  • Excellent written and spoken English and Arabic including translating skills.
  • Ability to work collaboratively with others;
  • Computer skills (Word, Excel ,Outlook, Internet);
  • Problem-solving and negotiation skills;
  • Ability to work in respectful manner in all communities
