 Background:

Under the direct supervision of the area manager and technical supervision of finance manager, A finance officer is responsible for addressing issues of finance and provide relevant information to meet internal and external demands. These services may include, but are not limited to, processing cash payments, monthly adjustment, maintain sub ledger, financial advice, Monthly bank reconciliation, Monthly cash reconciliation, Filing, and maintaining the Accounting Records

 



 
 Duties and responsibilities:

  • Provide an oversight to the overall financial management functions including recording, reporting, budgeting, and banking and treasury activities.
  • Follow AORD Finance policies and procedures including adequate internal controls to ensure safeguarding of the projects assets and funds.
  • Ensure that the AORD policies are adequately implemented and react to any noncompliance issues identified.
  • Effective management of the local staff Payroll and transfer of tax and social insurance contribution to the state office monthly.
  • Initiate payment requests and other finance and procurement orders using account system. Obtain necessary clearance.
  • Maintain detailed records of all financial accounts and transaction related to the project.
  • Using account system, analyse expenditure and provide the Project Manager with the regular annotated statement of expenditure.

·         Assisting in the preparation of audit requirement and follow up implementation of audit recommendations.

·         Ensuring all relevant project documents are filed correctly and archived.

  • Guide and support the decision-making process with respect to resources allocation.
  • Discuss the budget with the requesting units/departments and assess its reasonableness.
  • Analyze the variances between actual and budgets and report on them.
  • Prepare monthly, quarterly, and annual Cash Flow Forecasts estimating the costs to be incurred in respect of each item set out in the Project Budget.
  • Prepare the reports received from subunits and issue overall financial reports (quarterly and annually) with appropriate presentation and content to support decision-making.
  • Analyze the variances between actual and budgets and report on them.
  • Negotiate with banks the terms and charges for banking services.
  • Monitor the banks cash positions to ensure timely awareness of the bank balances.
  • Ensure sufficient balances are always available to meet short-term cash needs.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor's degree in accounting, business, economics, finance, or a related field;
  •  Experience, At least 3 three years relevant experience.

  • Deadline-orientated and an ability to stick to time constraints
  •  Language Good communication skills in both Arabic and English
