 Duties and responsibilities:

ROLE PURPOSE:

The Health Information System and reporting Assistant will be responsible to set up health data base ensuring accurate collection, collation, compilation, analysis, maintaining and dissemination of Health service delivery data.
S/he will assist MEAL team in establishing and strengthening a comprehensive Monitoring and Evaluation system to measure programme progress and impact and establish effective lesson learning and beneficiary accountability mechanisms in the project area.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

  • Acts as the primary contact for programme dataset.
  • Manage data throughout project lifecycle from start to end as directed by the health manager and MEAL coordinator.
  • Ensure collection and entry of relevant data related to health projects in a timely manner, and feedback given to the source of the data collected via mobile clinics and support health facilities
  • Analyse data, make necessary visual presentation and give feedback to each service delivery point.
  • Ensure the database in MEAL department is functional and in use
  • Support and supervise supported clinic staff in collecting, collating and disseminating primary and reproductive health, nutrition, Wash and other relevant data on time.
  • Assist conduction of survey, evaluation, documenting case studies and participate in research activities.
  • Ensure data collection tools (registers, forms etc) are correctly utilised, kept and updated within project areas including health facilities and communities.
  • Assist the MEAL coordinator and health manager and other programme staff with the preparation and presentation of data for internal and donor reports in a timely manner.
  • Ensure availability of relevant data collection tools within the supported health facilities.
  • Ensure data is segregated by gender and flag any gender disparities so as to enhance gender sensitive programming.
  • Ensure procedures in place are followed and documenting where not, to implement policies on, data quality assurance, procedures, data collection and storage.
  • Document and maintain metadata (data about data) records.
  • Identify training needs on data management for facility staff and design, deliver trainings accordingly
  • Manipulates and queries data content to support operational information needs and provide Management reports.

·         Assists and trains users in subject matter-specific applications, including maintaining training manuals and another user documentation.

·         Establish contacts with other agencies and Information Officers within government departments and external agencies.

·         Collaborate with ICT software partners in the design of data collection instruments.

·         Participate in data management enhancement activities for staff.

Perform any other duty assigned by the line manager or technical manager


 
 Minimum Qualification, Skills and Experience Required:

QUALIFICATIONS 

  • Training in data management and with previous experience with data entry, Analysis and interpretation   at higher level

EXPERIENCE AND SKILLS

 

Essential

·         Degree in Health Records and Information, Health Information Systems, Health Statistics, Information Management or equivalent

·         At least 1-year experience in managing health information systems support in an MOH or NGO

·         Knowledge of database design and use

·         Knowledge of data processing and analysis

·         Knowledge of monitoring and evaluation methodologies.

·         Ability to organize and plan information systems

·         Knowledge of MS Excel/ Access, EPI info, SPSS or similar data analysis programs

·         Knowledge of conducting surveys, assessments and data quality audits

·         Ability to work in a team

·         Willingness to live and work in hardship areas

·         Commitment to abide by the Save the Children Child Safeguarding Policy

Desirable

·         Working experience with INGOs

·         English language skills

Good knowledge of quality standards and quality controls related to medical practic
