Job Purpose:

Safeguarding Officer job purpose is to support and develop an understanding and compliance to Safeguarding and protection policies and procedures across the organization.

The Safeguarding Officer will work as part of the CO MEAL team and will work with MA staff and concerned external bodies to ensure that the MA adheres to polices and measures related to safeguarding of children and Vulnerable Adults.



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY:

 

  • Identify and address training needs of staff and stakeholders in all MA operating areas in relation to keeping children and vulnerable adults at risk safe.
  • To organize and provide Safeguarding training for MA staff, partners staff, Community Volunteers and other stakeholders as required.
  • Provide guidance to MA staff, focal persons and partners in relation to rolling out safeguarding awareness raising, sensitization and communication.
  • To along with the Safeguarding Team, review and enhance training programs and materials and ensure that all training is up to date.
  • Develop and prepare materials for all Safeguarding related trainings and ensure they are up to date.
  • Work with HR in organization and facilitation of safeguarding induction for newly recruited MA staff, Partner staff, volunteers, beneficiaries, and other stakeholders.
  • support the process of improving prevention of SEA through HR policy and practices, including PSEA standards into induction materials and training courses for MA employees and related personnel.
  • Develop safe guarding messages for various groups of stakeholders and facilitate publication.
  • Maintain clear records of number of MA staff, partners, volunteers, contractors, vendors, consultants and other parties trained or oriented in safeguarding.
  • Facilitate translation of safeguarding IEC materials to relevant languages and local dialects as required.
  • Conduct safeguarding risk assessments of all sectors, projects and partners in collaboration with respective leads.
  • To work co-operatively with the MEAL and Project staff to support and improve Protection and Safeguarding practices in the organization.
  • Maintain accurate, confidential and up-to-date documentation on all cases of safeguarding and provide reports where required.
  • Respond in a timely manner to safeguarding concerns to ensure children and vulnerable adults are kept safe from harm in MA operational areas.
  • Support the referral of potential safeguarding cases to outside agencies to receive support and required services.
  • Work directly with children in need and their families in the community in order to promote, strengthen and develop the potential of parents/caregivers to contribute towards creating safer environment for children and adults at risks

 

  • Coordinate with MA Staff in development of strategies, systems and procedures to respond to safeguarding concerns, including integrating and existing complaint mechanisms and identifying additional complaint channels.
  • Conduct supervision and monitoring visits to project and construction sites as required.
  • Reviewing of proposals with a safeguarding view to ensure safe program is implemented.
  • Coordinate with the MEAL (Monitoring, Evaluation, Accountability and Learning) unit to ensure compliance and incorporation of safe programing indicators.

  • Ensure all MEAL activities for each program /project include safety and safeguarding principles and to report concerns and issues arising.
  • Ensure each project has a system, developed in consultation with beneficiaries, to promote, regularly collect and respond to feedback, suggestions, and complaints from children, beneficiaries and community members regarding the safety of the program.
  • Ensure safety and safeguarding of beneficiaries is integrated in the terms of reference of mid-term reviews and evaluations and reports have conclusions and recommendations on how safety and safeguarding is integrated in MA programming
  • Ensure beneficiary (especially children’s) knowledge of the Safeguarding Policy and mechanisms for raising concerns/complaints about staff or Safeguarding risks.
  • Communicate the Safeguarding messages to partner organizations of all kinds including government and line ministries.
