 Background:

The Systems Department is committed to implementing and maintaining the highest standards of efficiency and integrity in service delivery to both internal and external stakeholders. The Systems Department facilitates and manages organizations Human Resources, Administration, Logistics and IT functions in line with formulated internal frameworks and being compliant with set donor regulations and guidelines.

 

The Senior Human Resources Officer will be responsible for effective delivery of effective human resources Management practices, providing support to managers in accordance with Concern Worldwide policies in Sudan.

The Senior Human Resources Officer will support the HR & Administration Manager and Area Coordinators, Area Managers and HR teams in fields offices in all  issues related to recruitment .



 
 Duties and responsibilities:

Recruitment

  • Responsible for the implementation of Concern’s recruitment policies and procedures; including the training of hiring managers
  • Work closely with Recruiting Managers and HR Team in State Offices to ensure that the HR recruitment process is done on a timely manner, with high quality and compliant with Concern policies and procedures and in line with Sudan Labour Law.
  • Advise Line Managers on employment procedures, processes and Sudan labour legislation.
  • Ensure that all recruitments for new posts are budgeted and in line with organizatinal plans.
  • Ensure that the legal requirements are followed for any recruitments taken place in Concern Sudan.
  • Develop candidate rosters, employ sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
  • Ensure all Recruiting managers understand the process and complete requirements prior to recruiting staff.
  • Receive Position Request Forms from the Departments, ensure there is a job description for each request as per approved title scheme
  • Develop job advertisements in alignment with Concern’ job grade structure, policies and procedures, and post jobs electronically; considerind HAC directives.
  • Manage Concern Sudan’s recruitment accounts.
  • Participate in shortlists with the help of the Shortlisting Managers of the various Positions (HAC authorities included where external candidates are concerned), assist with coordinating interview teams, developing tests.
  • Review recruitment documents as they are received and alert the Systems Director to any omissions, errors and / or possible challenges.
  • Ensure documentation for the recruitment file
  • Manage  the process of medical check  for the new joiners with the contracted medical doctor.
  • Oversee all background screenings.
  • Draft offer letters and employment contracts.
  • Assist with the new hire orientation process; preparing the new hire schedule and coordinating with relevant staff.
  • Ensure new hires are trained on all Concern’s policies.
  • Prepare and conduct new employee orientation to foster positive attitude toward Concern standards and objectives
  • Arrange and lead induction and training session related to HR including Code of Conduct, And its associated policies (programme
  • Facilitate the registration of new staff members in Khartoum, and Kordofan offices with the National social insurance and pensions fund as soon as they join Concern.
  • Manage the production of Concern ID Cards for New staff .
  • Participants protection safeguarding, anti-trafficking in person.

 

 

 

Management of Data

  • Manage the production of Concern ID Cards for Sudan staff.
  • Responsibility for the updating of HR forms/ templates according to the needs of the organisation
  • Translation of HR/ Labour related material (correspondence, meetings, workshops, etc.) and support to meetings
  • Communicating any changes in legislation (Labour or HR related) to the senior management team

 

 

 

 

Management Functions

  • Develop and take lead in human resource planning in line with the organizational strategy
  • Work with HR & Admin Manager and Senior Management to develop, refine, monitor and implement human resources policies in line with Sudan’s labour laws
  • Ensure all staff understand applicable HR policies and procedures, and be proactive in providing refresher information and / or in educating staff on the policies.

 

 

 

Confidentiality

  • Ensuring the non-disclosure of any information whatsoever relating to the practices and business of Concern Worldwide, acquired in the course of duty, to any other person or organisation without authority, except in the normal execution of duty
  • Ensuring confidentiality of personnel files with access only by CD,ACD and HR

 

Other:

  • Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives. 
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organization.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and its associated policies, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the Systems Director.

 


 
 Minimum Qualification, Skills and Experience Required:

Essential

·        Bachelor’s degree in Business Administration or related discipline.

·        At least 5 years' experience in human resources function with at least 3 years’ experience in an international NGO in a similar role.

·        Good working knowledge of Microsoft office package (Ms Word, Excel, Power point, email) and proficient user of office equipment (photocopier, scanner etc.)

·        Must be able to work with limited supervision and exercise independent judgment in problem-solving.

Desirable

·        Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders

·        Excellent interpersonal and communication skills, facilitation skills and writing skills.
