Duties and responsibilities:
ROLE PURPOSE:
The Social Protection project director/consortium lead will ensure the coordination and harmonization of approaches between implementing partners and Ministry of Finance, guide the overall project timely and quality implementation, back-stopping and providing technical support across the project, documentation and sharing of lessons learnt, report writing and making sure the project is implemented as per the design. The project has cash plus componets and parenting skills to make the project bring sustainable change in the livelihoods of the affected people. S/he will work collaboratively to develop relevant high quality project proposals that meet the needs of beneficiaries. The Social Protection project director must be willing to embrace a child rights programming approach and represent Save the Children in national forums, coordination units and technical working groups.
KEY AREAS OF ACCOUNTABILITY:
Programme Quality

Provide overall guidance and technical support on the social protection program across different states of Sudan (that includes different modalities of cash transfers)

High level technical support and coordination with implementing partners and other agencies.

Lead and coordinate an up to date assessments, surveys and evaluations and results to be shared in different forums to benefit other agencies/clusters.

Ensure social protection programmes are child sensitive and contribute to Save the Children global breakthroughs of survive, learn and be protected.

Lead the coordination and efforts to integrate social protection programming in order to maximize impact for children and families.
-
Frequent field visits (80% of time) to the field offices, states to coordinate with field managers and senior field staff with all implementing partners.
Assessment, Monitoring and Evaluation
-
Develop approaches and work closely with Programme Managers and the Monitoring, Evaluation, Accountability Monitoring and Learning (MEAL) team and collaborate on the development of tools for research, assessment, monitoring and evaluation of social protection programmes.

Work on IT team, to digitization of data, data protection, stronger analysis, work with MEAL team to undertake robust research and analysis from long-term cash transfer programmes in order to generate evidence on the advantages of a social safety net in terms of outcome for children Sharing of knowledge and document lessons learnt in the process of social protection programming. Coordinate the collection of documentation across all the programme areas and make sure the partners, MoF and all other interested are learning from our project.

Joint works with external consultants (local or international) are required to technically support or monitor and evaluate programmes, lead the recruitment and subsequent management of contracted consultants as per the recruitment guidelines and Terms of Reference.

Actively engage in reviewing assessment reports and provide feedback on programme implementation to ensure gender equity and adequate child participation, integrated approach and efficiency.

Work closely with FSL technical specialist , MEAL, cash technical staff and operations teams to ensure that all social protection projects have robust monitoring plans, baselines, reviews and evaluations in line with project designs and donor guidelines.
Advocacy and Coordination
-
Work closely with advocacy unit to convince and strengthen efforts of the Sudan government and other stakeholders to treat social protection as a topic of national interest.

Ensure about creating critical linkages of social protection with child protection, nutrition, education, health, and other sectors.

With the Advocacy, Media and Communication team and other country programme staff, contribute to policy briefs and position papers as and when required related to the social protection.

Actively participate and effectively & positively represent Save the Children in Clusters, working groups and technical meetings at the national level, and ensure appropriate and effective representation at state levels
Active dissemination and publication of programme findings and lessons learned through the production of high technical quality lessons learned documents and their effective dissemination to key stakeholders

Represent Save the Children in various social protection forums and technical working groups (TWGs) such as Cash Working Group, Social Protection Working Group, etc.
Capacity Building and Policy Development

Over all technical support to consortium members, Sudan government in order to build their institutional and staffing capacity on social protection. The government will be supported to establish a department or unit responsible for social protection.

Support the social protection department in MoF to develop social protection policy and strategy through stakeholders’ consultative process.
Support government to initiate and roll-out a long-term safety nets with a clearly defined targeting (including geographical targeting) criteria, payment mechanisms, grievance/complaints and feedback mechanism, monitoring and evaluation, all linked through a robust ma

Minimum Qualification, Skills and Experience Required:
QUALIFICATIONS
Essential

Post-graduate degree in social development; economics or a related field with additional training in social protection and project planning and management techniques.

Knowledge of current global and regional debates on social protection and resilience.

Recommended 10 years’ experience in social protection programming.
-
Strong experience in assessment, design and implementation of cash transfer, food aid, and food voucher distribution programmes.

Experience working closely in Socail protection programs and capacity building of government departments.

Ability to extensively travel for project monitoring and provide on-site technical support to field teams
-
Ability to link micro-level impacts on children with macro trends at national and regional level.

Strong analytic and planning skills.

Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels;

Excellent writing/editing, budget development and presentation/communication skills. Ability to present complex information in a succinct and compelling manner.
