 Background:

Context:

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is assisting around 5 million people in 20 countries – in Africa, Asia, Middle East, Eastern Europe and France.

 

PUI’s strategy/position in the country

Première Urgence Internationale was born in 2011 by the merging of Aide Médicale Internationale (AMI) and Première Urgence (PU). AMI was founded in 1979 to respond to humanitarian needs in Afghanistan, conducting health activates and supporting people affected by conflict and displacement. In Sudan, AMI had been active in Darfur from 2004 to 2009 conducting primary health activities in health facilities and through mobile health clinics. Since then, PUI has intervened in the region in Chad, the Central African Republic, Libya and South Sudan (until 2019). PUI implements projects through an integrated approach; to identify, understand and attempt to respond to the integrity of people’s needs affected by a crisis. The objective is to target priority actions, stabilize and improve the situation of the most vulnerable groups, in coordination and cooperation with all stakeholders and humanitarian actors. PUI strengthens public health systems, improves access to care for the most vulnerable and hard-to-reach populations, empowering local communities and preserving their dignity.

 

In 2020, PUI established a coordination office in Khartoum and a field office, in partnership with TGH, in Al Abbasiyah, one of the most under-served areas of South Kordofan. In 2021, following the evolution of the crisis in Tigray state in Ethiopia, PUI is planning to start activities in Gedaref state, to support and strengthen existing health facilities, providing quality health and nutrition services to host communities, migrants and refugees alike. Areas of intervention will include Al Mafaza, Bazonda and Al Fashaga Localities, along the border with Ethiopia.

 

Overall objective:

The deputy project manager under the supervision of project manager is responsible for the effective, qualitative and efficient implementation of all project activities in Gedaref State, providing technical support, liaising with the Ministry of Health and all other stakeholders, to guarantee coordination, and maximising efforts.  He/she will be involved in management of staff, ensuring timely data collection, reports, and delivery of health and nutrition services to the community.



 
 Duties and responsibilities:

1. Program implementation and follow up

  • Ensures the proper implementation and monitoring of the program(s) in compliance with the PUI health policy.
  • Ensure logistical and financial follow-up of the program activities.
  • Participates in the designing, planning and implementation of new and ongoing projects and monitoring tools.
  • Participates in the recruitment of teams (health and community mobilization) at the base (PUI employees and eventual day labourers) under the supervision and validation of the PM.
  • Ensures that beneficiaries and local populations (men and women) understand the objectives and modalities of the project(s) and participate actively in the implementation. Ensures that accessible and inclusive accountability mechanisms are in place and monitored for local populations.
  • Plans medical activities and ensures that the schedule of activities is respected. A work schedule will be drawn up according to the periodicity established for the implementation of the project, which will also define the logistical and financial needs. In case of significant delay in the implementation of the project, he/she will immediately inform his/her, line manager and propose solutions to remedy the situation.
  • Carry out the assessment of program needs in terms of medical equipment, drugs, medical consumables and nutritional inputs.
  • Ensures the good acceptance of PUI in the intervention zones and reports and inquiries about the information acquired in the communities or with the authorities to the Field Coordinator in order to ensure and watch over the safety of the project team(s) in the field.
  • Ensure quality data collection and analysis from the health facilities and community for proper monitoring of the project
  • Follow the project indicators in terms of quantitative and qualitative point of view according to standards. identify evolutionary shortcomings and investigate the causes and identify solutions in collaboration with his/her line manager and health autorities
  • Ensure the monitoring and analysis of epidemiological data in collaboration with the medical department and the health authorities ( Weekly epidemiological data etc....) and send weekly reports to this/her line manager
  • Produce project report regularly and with proper quality
  • Ensure the the capitalization of all documents, tools and training products under the project and ensure that audit sources mentioned in the proposal are available. A capitalization report should elaborate at end of each project
  • Ensure proper linkage of the health facilities with the community through C4D network   
  • Elaborate the schedule of activities to be submitted to the zone coordinator for validation;
  • Ensure the follow-up of the activity schedule in collaboration with his line supervisor;
  • Participate in weekly meetings and adapt the activity schedule to possible changes in context;
  • Participate in the development and implementation of any medical activity that is part of the PUI program or in response to an unforeseen situation;
  •  He/she trains and supervises the teams under the supervision of the PM. 
  • Contributes to and participates in the continuous analysis of the security context, the implementation and respect of security rules in the field and at the base and transmits any security information as soon as possible to his/her line manager.
  • Contributes to the development of new interventions based on identified needs and possible humanitarian needs assessments in the PUI intervention zone.

 

3. Represent the organization to partners

  • -Represents the association with the partners, authorities and local medical actors involved in the implementation of the programs.
  • To present the project and ensure the link with the various local partners;
  • Ensure a good relationship between the team and the target population;
  • Collaborate with other actors working in the different CSPSs under supervision.
  • Elaborate the reports necessary for the project: supervision report, monthly reports etc....

 

4. Other tasks

  • Participate in PUI project team meetings and strategic thinking.
  • Participate in meetings organized by PUI.
  • Contribute to the safety monitoring of the zone by reporting to his/her line supervisor any safety related constraints
