 Background:

Under the overall guidance and direct supervision of the Finance Manager in Khartoum , the Finance officer  assumes oversight for finance department is responsible for all financial functions in Damzeen filed office, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance

The Finance officer  is responsible for all financial functions in Damazeen and filed office, including accounting, payments and banking, payroll, budgeting, financial reporting, and grants financial management and compliance. The Finance Department ensures compliance with donor regulations as well as  internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Director Of SHPDO and the Program team to ensure that financial resources are used efficiently and effectively



 
 Duties and responsibilities:

  1. Oversee and manage daily country-wide accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
  2. Plan and implement systems for financial operations in both the main office in Dmazeen  and in field offices in accordance with the  Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
  3.  Sport  the Finance Manager  to Hire, train and supervise … finance staff in country.
  4. Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of  programs.
  5. Provide monthly management reports to the SHPDO Director and Finance  Managers, including expenditures by cost center/project, subgrantee reporting and other financial information, in a timely and accurate manner.
  6. Develop annual fiscal year budgets with the SHPDO  Director and develop and implement grant budgeting and forecasting systems with Program Managers.
  7. Perform internal audits and reviews as required to ensure compliance with  and donor requirements.
  8. Effectively stay abreast of donor policies, procedures, rules and regulations; compile and update applicable local policies; and train  program and partner staff in these policies.
  9. Review and monitor donors financial reporting and compliance. Provide itional technical assistance to partners as necessary to maintain high standards of compliance.
  10. Ensure compliance with ’ procurement policies and procedures for all goods and services.
  11. Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters.
  12.  Assist in analyzing compensation packages, taxation requirements and human resource policies for local staff to ensure that ’ has adequately accounted for the financial impact of local staff compensation and benefits.
  13. Maintain appropriate local insurance coverage to protect .
  14. Conduct himself/herself both professionally and personally in such a manner as to bring credit to  and to not jeopardize its humanitarian mission.
  15. Other duties as assigned by his Direct supervisor

 
 Minimum Qualification, Skills and Experience Required:

  1. Plan and implement systems for financial operations in both the main office in Khartoum  and in field offices in Dmazeen accordance with the  Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
  2.  Hire, train and supervise … finance staff in locality .

Four or more years of progressive financial management experience is required.

  1. A BA/S or equivalent in accounting or finance is required.  An advanced degree is preferred.
  2. Four years experience in grants management as well as an understanding of donor regulations is required.
  3. Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports. 
  4. Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  5. Advanced computer skills in MS Office programs, particularly Excel
  6. Prior management experience and strong organizational skills
  7. Excellent oral and written Arabic and English skills
