Duties and responsibilities:
HR Policy, Procedures & Compliance
-
Ensure that HR policies are updated and followed by all staff; conduct refresher meetings on HR policies as needed.

Ensure compliance with Concern Sudan handbooks and guidelines and local labor laws in all procedures and processes.

Advise department managers of HR policies regarding equal employment opportunities, compensation, and employment benefits.

Coordinate training and advise staff at all levels as necessary in all HR policies and procedures including contracts, benefits, interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment

Respond to inquiries regarding policies, procedures, as they come from Staff and for further clarification refer them to the line Manager.

Ensure staff Human Resource handbook is registered in the Labor office and translated into Arabic.

Ensure that all documents related to HR (i.e. Penalty Codes) are renewed on time.
-
Ensure Concern’s full compliance with regards to local tax, social insurance, and other statutory deductions.
-
Keep updated on the current/changes of Sudan labor laws and attend regular HR meetings with other international NGOs
Staff Benefits & Payroll
-
Prepare monthly Payroll ensuring staff changes (new hires, terminations etc.) are accurately reflected on HR Monthly Reports and documentation is complete and filed in the personnel file.

Prepare and review the monthly payroll as requested.

Prepare and review final pay statements for staff that are terminating.

Understand the payroll system and the implementation and proper use of Concern grading systems. Advise Managers appropriately on decision of staff salary during recruitment.

Ensure participation on regular salary surveys taking place conducted by NGOs/INGOs in Sudan.

Support finance team in ensuring that all staff timesheets are submitted on time and correctly completed.

Lead insurance renewals Process.
Performance and Learning
-
Ensure Performance Management Review PDR is in place and implemented properly. Ensure that goal settings and performance appraisals are done on time with quality results.

Monitor and track PDR’s that drives high performance and is tied to any changes in employment.

Build up a database on training providers and provide information to the field and arrange staff attendance on trainings/courses.
-
Coordinate confirmations of staff on probation to ensure they are evaluated and confirmed the periods stipulated in the offer letters and if not successful report to the line Manager for further handling.

Prepare employee termination notices and related documentation and conducts exit interviews to determine reasons behind terminations.
-
Coordinate exit management procedure to ensure a seamless and positive transition for departing employees.

Under the guidance of Head of HR & Administration, conduct assessment on staff benefits and recommend for improvement.

Help expat who are selected to work in Sudan to do the medical vaccination as prescribed by HQ where applicable.

Make recommendations for new company insurance policies, ensure that insurance certificates are in full compliance and keep track of important policy details

Set up effective and efficient systems to organize and administrate all staff insurance claims
-
Liaise with medical insurance provider to register new staff, leavers, claims and cancellation of policies
-
Maintain employee records and paperwork, including up to date records of all medical insurance claims
-
Organize the medical insurance folder effectively enabling documents to be easily found
-
Process and send on claims to the Medical Insurance Company and follow up on claims which are not processed within agreed timelines
-
Process all Insurance company payments as required
-
Arrange regular medical insurance workshops for staff at points throughout the year
-
Maintain quality customer services by responding to staff medical insurance inquiries efficiently, sensitively and politely
-
Be the focal point for Concern when dealing with Medical Insurance service provider.
-
Contribute to ongoing security management and planning as necessary.
-
Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).

Undertake other related duties as may reasonably be assigned by the Systems Director.

HR Administration:
· To manage absence levels of national staff in Khartoum office In liaison with Head of departments.
· Management of Leave Planning for all departments in Khartoum office.
· Monitor absence as a result of illness and inform managers of trends/frequency.
Management Functions
· Develop and take lead in human resource planning in line with the organizational strategy
· Work with HR & Admin Manager and Senior Management to develop, refine, monitor and implement human resources policies in line with Sudan’s labour laws
· Ensure all staff understand applicable HR policies and procedures, and be proactive in providing refresher information and / or in educating staff on the policies.
· Take lead in learning and development through identification of training needs to ensure staff advance their skills and knowledge relevant to their professions.
· Provide organizational oversight of staff medical, occupational health safety and security protocols / policies
Confidentiality
Ensuring the non-disclosure of any information whatsoever relating to the practices and business of Concern Worldwide, acquired in the course of

duty, to any other person or organisation without authority, except in the normal execution of duty

Ensuring confidentiality of personnel files with access only by CD,ACD and HR
-
Assist in the standardization of policies and procedures and manage the implementation of them
-
Providing HR administrative support to field based staff with HR responsibilities (HR Officers/Assistants)
-
Assisting in the organisation of HR/ Labour workshops and meetings
-
Assisting with Grading and Salary Structure reviews
-
Day to day management of the HR department
-
Any other reasonable duties that may from time to time be requested by the HR and Admin Manager.

Minimum Qualification, Skills and Experience Required:
Essential
-
Bachelor’s degree in Business Administration or related discipline.
-
At least 5 years' experience in human resources function with at least 3 years’ experience in an international NGO in a similar role.

Good working knowledge of Microsoft office package (Ms Word, Excel, Power point, email) and proficient user of office equipment (photocopier, scanner etc.)

Must be able to work with limited supervision and exercise independent judgment in problem-solving.
