HR Officer - Khartoum
Alight

Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Background:

COUNTRY PROGRAM MISSION:

ALIGHT (previously called American Refugee Committee/ARC) Sudan Program started in 2004 in response to the emergency needs of some 600,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, ALIGHT expanded services into underserved villages in the East Darfur, and more recently in Kassala state, East of Sudan.  The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization. 

With oversight and direction from the Head Office in Khartoum, the field offices in Nyala, South Darfur Ed Daein, &Adilla East Darfur and our recent program in Kassala State, we support the delivery of primary health care services at 30 rehabilitated community clinics, one reproductive health unit and one BEmOC facility.  Water and sanitation services, including the construction/rehabilitation of boreholes, water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 conflict-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food.  

In 2020, in partnership with UNHCR, we are providing health and WASH services to 100,000 mainly Eritrean refugees who reside in the camps of Shagarab I, II, III, K26 and Girba Refugee Camps in Kassala state. We are currently operating 5 health facilities in the camps and WASH interventions related to hygiene promotion and sanitation. This is our first year of operations with UNHCR and we hope to scale up our program in 2021. 

With support from IOM’s Rapid Response Fund (RRF) we are delivering a COVID-19 preparedness and response intervention in Kassala state. We are focusing our response on KhashmaGirba locality and specifically helping the isolation center located in the main hospital. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization. 

 

ALIGHT programs enable resiliency in rural communities in both regions in the face of recurring conflicts and natural disasters such as drought, flooding and environmental degradation. The goal is to aid transition to early recovery in Darfur, in an equitable and environmentally sustainable manner. 

With an annual budget of between $20-25m, the Sudan Program has 8 expatriates and over 700 national staff some of who are seconded from the line Ministries of the Sudan government, which covers Health, WASH and protection activities.

 

PRIMARY PURPOSE OF THE POSITION:

The purpose of the HR Officer position is to provide support for the implementation of Human Resources activities in the country office.  This includes providing support to the other states offices.

The HR Officer will ensure that the implementation of HR policies, procedures and practice is following staff handbook and in compliant with the national labor laws in Sudan.

 

 



 
 Duties and responsibilities:

Recruitment & Onboarding

  • Ensure that all recruitments follow ALIGHT’sSoP on recruitment.
  • Provide support for recruitment of national staff. This includes posting the advertisement, providing long-listing and short-listing of the applicants, coordinate interviews schedule.
  • Maintain quality of the advertisement and ensure standard job description is used for all advertisements posted for ALIGHT– Sudan.
  • Pre-screen applications for shortlist and support the Recruiting Manager for scheduling written test and interviews.
  • Ensure staff and consultant contracts are in compliance with Government of Sudan and ALIGHT requirements.
  • Manage and update staff on employee benefits, keeping them fully informed of any updates or changes to benefit packages.
  • Assist in developing job descriptions as needed.
  • Draft and prepare employment contracts, consultancies, incentive agreements, short terms, etc.
  • Ensure that all the requirements for recruiting a staff, including satisfactory reference check is met prior to the offer being given to the candidate. 
  • Coordinate with other departments (IT, Logistics) for onboarding process of the selected candidate. 
  • Responsible for arranging induction for new national staff.  Coordinate with Managers on the schedule.
  • Assist in providing HR induction, Code of Conduct and other orientation to newly recruited staff.
  • Update personnel records including contracts, annual leave, sickness and benefits.
  • Ensure employment filing systems are complete and fully compliant to ALIGHT policies.
  • Be cooperative, flexible and ensure full support is provided to all other HR in area offices in terms of recruitment.
  • Update recruitment trackers to SPMs on a weekly basis.
  • Support the employee for exit process.
  • Work with the Recruiting Managers to update the recruitment request on a monthly basis and develop a recruitment plan for Khartoum and other offices. 

 

HR Compliance & Field Support

  • Ensure compliance with ALIGHT Sudan handbooks and guidelines and local labor laws in all procedures and processes.

 

Performance Management & Training

  • Provide guidance to staff on Performance Management.
  • Ensure that all staff/managers complete performance objectives and submit performance evaluation on a timely basis.  The objectives and appraisals document should be filed in individual personnel files.
  • Compile training needs and training records for all staff. 
  • Cover HR support in the field as requested by Line Manager.

 

Others:

  • Ensure high confidentiality is maintained in the work performed. 
  • Conduct other duties as assigned by Line Manager.

 
 Minimum Qualification, Skills and Experience Required:

  • Minimum Bachelor’s degree in human resource management or relevant fields.
  • Experience as HR Officer in NGO minimum 3 years
  • Strong understanding of national labor laws in Sudan.
  • Experience in doing payroll for national staff.
  • Ability to multi-task, prioritize and meet tight deadlines.
  • Experience working closely with government agencies preferred
  • Ability to work productively and impartially in a multi-cultural environment
  • Fluency in Arabic and English. 
  • Willingness and ability to work in insecure environment and adhere to ALIGHT security policies
  • Ability to work independently as well as working in a team.
