Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.

 Background:

The Government of Sudan is seeking qualified consultants and experts to support the development and establishment of a government agency focused on agriculture and food systems transformation. The Program Expert for Agriculture and Food Systems will be a part of the overall design and establishment team overseen by the Government of Sudan, working closely with stakeholders and decisionmakers. He/she will be expected to bring knowledge and expertise of Sudan’s agricultural and food systems sector, be able to produce high quality output, build and maintain relationships with sector stakeholders, and be able to act with professionalism, honesty, and integrity at all times.

 



 
 Duties and responsibilities:

 

  • Independently deliver on specific workstreams and deliverables, which may include but is not limited to:
    • conducting a review of existing studies on the agricultural sector and its sub-sectors;
    • analysing and synthesizing key strategies and plans of the Government of Sudan relating to agriculture and food systems development; and
    • analysing and mapping current and past initiatives in agriculture and food systems.
  • Conduct extensive stakeholder consultations for input, including but not limited to interviews, focus groups, and workshops, and build collaborative and productive relationships with a wide range of sector stakeholders.
  • Identify options and form recommendations based on data, analysis, stakeholder input, feasibility, and other factors, which may involve but is not limited to:
    • devising suitable frameworks to support with analysis and decision making;
    • sourcing and cleaning primary and secondary data when needed and performing quantitative and qualitative analysis to inform recommendations;
    • working collaboratively with other experts and advisors and effectively synthesising key insights into usable outputs; and
    • working with key partners and stakeholders to ensure the acceptance and feasibility of recommendations.
  • Work with and oversee external services providers as needed, and effectively generate the required outputs and outcomes from those engagements.
  • Ensure that findings and outputs are clearly communicated, timely, analytically and operationally sound, and otherwise meet quality and professional expectations.
  • Work collaboratively with other team members and contribute to a positive team environment.
  • Perform and lead on additional activities and workstreams as needed to ensure that the design team’s major deliverables are completed and milestones are achieved.

 
 Minimum Qualification, Skills and Experience Required:

  • Ability to think innovatively and possess a willingness to champion new approaches and ideas.
  • Bachelors’ Degree in agricultural sciences, economics, public administration, business, nutrition or a related field required. Masters’ Degree or PhD preferred.
  • Extensive work experience in the Sudanese agricultural and food systems sector with strong knowledge across different regions and production systems as well as across both public and private sectors.
  • Demonstrated track record in project or program design and delivery, preferably in the agricultural sector.
  • Ability to manage daily activities and achieve expected results with or without direct oversight and effectively function in a complex, challenging environment. 
  • Fluency in both Arabic and English.
  • Excellent communication skills, both verbal and written.
  • Strong analytical and problem-solving skills, with experience in both quantitative and qualitative analysis.
  • Ability to produce high quality reports in both Microsoft Word and PowerPoint.
  • Ability to build credibility and relationships with a wide range of stakeholders at senior levels.
  • A collaborative and supportive team player.
