 Background:

To provide HR support for the IR Sudan programme covering the life cycle of employment.  Manage the administration and support team. 



 
 Duties and responsibilities:

KEY WORKING RELATIONSHIPS

  • Has regular contact with the Finance team, the Programme and Logistics teams.  Works closely with the Country Management team and Field Coordinators.

SCOPE AND AUTHORITY

Scope of the Role:

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The  role promotes the HR policies and the IR values in support of the organization projects.

Responsibility for Resources:

 

 Responsible for HR and Administration support. On occasions guides managers in the management of their staffing budgets.

 

KEY ACCOUNTABILITIES

 

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.

 

Key Accountability 1: Support the recruitment process

 

  • Coordinate and schedule recruitment processes for new national staff, in liaison with Programme Manage.
  • Represent IR at the state level HR NGO Forum meetings, sharing learning with the HR team, Country Management tea and other staff as appropriate
  • Coordinate with HAC and ensure follow all legal processes for recruitment
  • Provide administrative support to advertise jobs, receive applications, invitations for interviews, and meet candidates at interviews.
  • Notify candidates of the outcome of the interview process.

Key Accountability 2:  Communications and Maintaining Policies and Records

  • Prepare letters, contracts and communication for staff.
  • Ensure all contracts are either extended or terminated in line with law.
  • Provide basic advice and support to staff and managers on HR policies, referring to staff handbooks and senior HR staff as necessary.
  • Ensure HR records are up to date including current contracts, contact details for all staff including emergency contacts.
  • Organise induction of new staff members and ensure induction materials are kept up-to-date.
  • Update systems, ensuring timely reporting and files and monitoring contract end dates.
  • Create and generate ad hoc weekly and monthly reports.
  • Make sure that all staff dues are calculated properly and share it with the Head of Department.

Key Accountability 3: Support Absence Management and Performance Reviews

  • Maintain records of leave taken by staff.
  • Advise managers and staff on leave entitlements and procedures to record leave.
  • Monitor sickness absence and annual leave taken, providing regular reports to Country Management team, highlighting any areas of concern.
  • Monitor performance reviews completed, alert managers when performance reviews are due and provide guidance on the process and requirements in line with the staff handbook. 

Key Accountability 4: Supervision

  • Management of support staff to ensure that they are effectively fulfilling their roles.

Key Accountability 4: Logistics Support

  • Provide logistics support to the field office.
  • Monitor warehouse.
  • Support procurement process in line with IR policy.
  • Support delivery of procured materials to field locations.
  • Monitor any assets and stock in line with policies. 

 
 Minimum Qualification, Skills and Experience Required:

 

ESSENTIAL

  • Bachelor Degree in Human Resources or a related business field
  • 3 years’ experience in a similar role
  • Proficient IT skills; able to use online HR systems and verify data with a high degree of accuracy
  • Knowledge of the labour law
  • Attention to detail
  • Good analytical skills
  • Able to maintain confidentiality
  • Willing and able to travel to field locations for up to 30% of role
  • Advanced written and spoken English
  • Sensitivity to cultural differences
  • Sympathy with the aims of IR

 

DESIRABLE

  • Human Resources professional qualification
  • Experience working in an NGO in a similar role
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid 
Code, IRW International procedures
