At WFP, we are looking for an experienced Finance Associate (Cash-Based Transfers) to support our Finance Units in Nyala, Sudan, to be hired on a Fixed Term Appointment at the G6 level.



 
 Duties and responsibilities:

JOB PURPOSE:

To coordinate and provide finance, budget and administration support services involving the recording and interpretation of financial and budgetary information to ensure the efficient functioning of the support services and inform decision-making.

KEY ACCOUNTABILITIES:

  • Provide the procedural and technical support to staff within the areas of finance, to ensure compliance with WFP financial policies, rules and regulations.
  • Support the development and implementation of financial policies and procedures, and assist in setup and implementation of proper accounting procedures, systems and internal controls.
  • Co-ordinate with other teams in order to ensure that all financial services are being performed efficiently and in line with the needs of the wider team.
  • Monitor account balances and process financial transactions in an accurate and timely manner, to avoid the occurrence of an overdraft.
  • Monitor and analyze general ledger accounts in order to initiate and achieve corrective actions.

ADDITIONAL KEY ACCOUNTABILITIES

A the finance focal point for Cash Based Transfers (CBT) activities the incumbent will be responsible for the following:

 

  • Liaise with CBT implementation field office focal points and ensure timely replenishment of CBT bank accounts in line with operational requirements.
  • Familiarize with corporate and country specific guidelines and procedures related to CBT activity management and provide necessary support as needed.
  • Verify incoming invoices in compliance to contracts/agreements and ensure that services have been rendered and properly authorized prior to payments processing.
  • Carry out invoice verification process against proper documentation to ensure purchases/services are properly authorized and goods have been received or services rendered;
  • Undertake relevant functions and roles within beneficiary database system (SCOPE) and corporate enterprise system in relation to cash-based operations and review actions taken.
  • Monitor CBT reconciliation process for both cash and voucher interventions done in the country office and ensure records are kept that relate to paper voucher management.
  • Follow up on the paper voucher destruction process for unused/undistributed where implemented to ensure full compliance.
  • Perform CBT bank account reconciliation and ensure open items are timely identified and cleared by respective area offices.
  • Maintain and organize electronic and hard files related to the reconciliation reports, bank communications, monitoring sheets for both cash and voucher interventions.
  • Act as an alternate for the payroll related tasks in the absence of the designated focal point.
  • Perform any other duty as required.

 


 
 Minimum Qualification, Skills and Experience Required:

STANDARD MINIMUM QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in finance, business adminstration, accounting and mangerial studies is mandatory.

 

Experience: At least Five years of experience in the field of finance. 


Language: Able to speak both English and Arabic.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has experience assessing financial health and stability of C&V projects and other programming initiatives to verify compliance with in-country local laws.
• Has experience working with auditors and other third party vendors.
