 Background:

JOB SUMMARY:

 

The MEAL Officer is responsible for supporting MEAL function, provides technical support and track projects indicators, helps in designing and implementation of basic MEAL tools, regularly and systematically collecting and  analyzing data (Monitoring). Reporting Program performance in timely manner, in collaboration with MEAL Coordinator, the MEAL Officer work as a focal point to verify all projects narrative reports and thus responsible to vet the content against the project actual performance, and collaborate with MEAL Coordinator regarding the execution of surveys, assessments, evaluations, review missions etc commissioned to the project. The job holder is responsible to maintain the project’s documents and avail them to all concerned for use and reference.



 
 Duties and responsibilities:

  • Establish and maintain monitoring and evaluation system/standards and work to achieve High-Quality information collection and analysis across to drive quality implementation.
  • Ensure data is protected and valid with a highest quality by performing routine data quality assessments and data audits.
  • Collaborate with IRW Program Team to strengthen beneficiary feedback mechanisms, informed IRW Sudan’s MEAL best practices, and provides training on MEAL.
  • MEAL Officer will be responsible for sourcing data and information for specific MEAL needs directly from other stakeholders particularly for indicators not requiring a survey and for baseline indicators.
  • Review monitoring and evaluation approach, system and mechanism, process and procedures of MEAL Model Theory of change and Log frame for project activities under its various components and independently  verify the project performance against the implementation schedules;  the planned output.
  • Guided by the Country Office Monitoring and Evaluation system, develop and maintain project level standardized protocols and use for project monitoring, evaluation, accountability checking, and lessons learned and best practice documentation   
  • Produce and share regular project performance monitoring reports
  • Guide/ advice the technical officers  and the Project Management to take corrective actions to keep the project performance aligned with the project design throughout the project period
  • Review project progress reports produced by the technical officers  against the monitoring reports
  • Serve as reporting focal point for the project at the sub-office level  and responsible to compile the sector reports and produce final draft project  progress  reports  
  • Initiate and draft the field office level project performance information required for “Payment by Results” reports to the donor if needed
  • Conduct continuous analysis of the project processes, conduct case studies, document lessons learned and best practices, and provide feedback to the project technical officers and project management
  • Interact independently with the project target communities, the direct and indirect beneficiaries , project partners  and stakeholders  etc  and solicit their view on the project  and provide feedback to the attention of the technical officers and project management
  • Serve as focal point at the sub-office level to facilitate and provide support to  internal and external assessments, surveys, evaluations , reviews , stakeholders visits, etc commissioned to the project
  • Maintain user friendly  records system for the programme side  of the project at the sub-office level
  • Any other functions and responsibilities of appropriate nature to IRW assigned by the supervisor

 
 Minimum Qualification, Skills and Experience Required:

  1. Academic qualifications need of the job
  • University graduate in social science or any relevant field . Experience can substitute for academic qualification, but not vice versa.
  • Academic qualification/ certification in the monitoring and evaluation profession is desirable

  • Proven experience on  participatory assessment  approaches

Skills

  • Good to excellent skills in development  and maintenance of monitoring and evaluation tools and protocols
  • Good to excellent computer  and IT skills 
  • Good to excellent reporting skills
  • Excellent  writing skills in English

 

Strong command  on  Data analysis software  (SPSS, Kobo, Exceletc)
