Peacebuilding and Conflict Mitigation Officer

 Background:

Concern has secured funding from Darfur Community Peace and Stability Fund (DCPSF), managed by UNDP to implement a 24-month project (1 Jan 2021-31 Dec 2022) called “Peace for All”, Peacebuilding and Conflict Resolution Intervention in El Geneina and Sirba Localities, West Darfur State (PFA). The overall objective of this project to build local peace governance by ensuring communities in Geneina and Sirba can have confidence in the local and state level conflict resolution and reconciliation mechanisms. The purpose of this position is to link between the project manager and the field supervisors through the implementation of the project by providing technical support to deliver FSL services meantime build the confidence and peaceful coexistence between targeted communities and community members in Sirba and El Geneina localities. The roll holder will ensure programme quality and effective delivery of planned activities, alone with timely reporting from the field, coordinate and liaise with other sector officers in Health and Nutrition and WASH for programme coherence and synergy.



 
 Duties and responsibilities:

Programme Implementation:

  • Contribute to the implementation design in the FSL sector with a strong linkage with information collection on conflict sources, and its effect on the natural resources in the targeted communities, and providing key technical information as may be needed; 
  • Contribute to the preparation and roll out of the Detailed Implementation Plans (DIP) with a strong focus on the community-based peacebuilding mechanism in place that can help to administrate the equal distribution of FSL resources for all targeted communities, in line with approved project documents including proposal plan and budget;
  • Lead the field-level set up of Community Peacebuilding Committees (CPC), and monitor the performance of these committees, and provide mediation support in case of any disputes.
  • Follow up and track the implementation of DIP in the field by visiting project locations, tracking the progress of the field work, and provide field support to the Field Supervisors and community volunteers.
  • Track and monitor all expenditures for FLS and peacebuilding activities based on DIP Plan and the budget, and according to Concern’s compliance procedures (raising Supply Requests with technical specifications and track the procurement procedure, organize distribution of inputs etc.)
  • Ensure activities are implemented according to Concern’s technical quality standards and the relevant ministries’ technical guidelines.
  • Coordinate, support and work closely with Concern’s implementing partners by visiting project sites and tracking the progress of the partner, flag-off challenges and provide solutions for moving forward to reach the objectives
  • Closely liaise and coordinate with the Technical Ministries (Ministry of Agriculture, Animals Resources) to discuss technical issues, including brings together various departments and flag challenges, successes, new ideas to move the projects forward
  • Take part in data collection using the Digital Data Gathering (DDG) system and other tools as may be requested;
  • Compile monthly and quarterly reports as may be required for internal use by Concern;
  • Establish, train and mentor community groups such as Community Peacebuilding Committees, Voluntary Savings and Loaning (VSL), Income Generating groups and vegetable grower groups and establish strong linkage between these groups to peacefully share resources.
  • Establish and support market value chains for income generation, and link this with the CPCs.
  • Liaise and coordinate with other sectors to ensure that all aspects of FSL activities are coordinated with other sectors such as WASH, Health and Nutrition with crosscutting themes and integration;
  • Collaborate with MEAL team and provide hands on support in data collection, physical check, and project evaluation processes based on the provided MEAL plan;
  • Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into the peacebuilding and conflict mitigation, and FSL activities
  • Cooperate and coordinate with National Partner (SAWA Sudan) to ensure that all activities of the partner are on track according to the plans (DIP) and support the partner in solving problems in the community level, if arises

 

Capacity Building:

  • Provide peacebuilding and conflict mitigation capacity building trainings, for the CPC, follow up workshop and on-job coaching and mentoring throughout the project implementation
  • Provide on job-coaching and mentoring of the National Partner (SAWA Sudan) while implementing day-to-day activities in the targeted communities.
  • Provide technical FSL training/workshops for the beneficiaries as per the DIP (e.g. setting up the VSLA groups, vegetable groups)
  • Provide in-house coaching and mentoring for the field supervisors, SAWA Sudan field team, and volunteers about project objectives, roll out modalities (e.g. peacebuilding concept, successful mediation skills etc.)

Representation:

  • Represent Concern in FSL sector coordination meetings at the State level; and any other peacebuilding and conflict mitigation working groups/events as may arise.
  • Represent Concern in technical missions conducted by stakeholders and UN agencies e.g. joint monitoring mission, evaluation exercise
  • Network, liaise and build constructive relationships with other FSL officers in other agencies in West Darfur

 

Others:

  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  •  Undertake other related duties as may reasonably be assigned by the Area Manager/Area Coordinator. 

Emergency response

 Minimum Qualification, Skills and Experience Required:

Essential

  • At least BSc in Peacebuilding and Conflict Mitigation, Management of Natural Resources, Rural Development, Agricultural Sciences/Animal Sciences or related fields.
  • Minimum of 5 years’ experience in INGO setting in peacebuilding and conflict mitigation project, rural development and/or agriculture and livelihood sector
  • Sound knowledge of technical background/and/or experiences such as peacebuilding and conflict management in Darfur setting, Climate Smart Agriculture (CSA), community market systems, agriculture production in climate changing environment, knowledge of local livelihood management etc.
  • Strong community facilitation skills including mediation skills between disputed groups, communities, and establish connections/dialogues between groups
  • Proven experience in working in fragile communities in Darfur, conflicted context and understanding of the local dynamic of the conflict
  • Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.);
  • Strong organizational and project implementation skills, and ability to deliver within tight deadlines;
  • Excellent knowledge of spoken & written Arabic and English;

 

Desirable

  • Experience in using Digital Data Gathering tools;
  • Familiarity with UNDCPSF donor requirements
  • Knowledge of and experience in working in West Darfur fragile rural communities
