 Background:

Catholic Relief Services (CRS), an International relief and development agency, committed to the alleviation of human suffering, the development of people and the fostering of charity and justice in the world irrespective of race, creed, or nationality, is seeking qualified Sudanese candidates to fill the following post primarily functioning in West Darfur.

 

Primary Functions:

 

Under the overall guidance and direct supervision of the SPO, the Food Project Officer assumes responsibility for all GFA aspects related to the mobilization, verification, implementation, monitoring and supervision of the General Food Assistant (GFA) activates at the camps/villages level. The PO and will work closely with other project officers, Senior Project Officer, Program Manager, WFP and with the local partner to ensuring quality of work provided by beneficiaries and ensure high quality implementation of activities and overall coordination of project implementation.  


 



 
 Duties and responsibilities:

  • Assist the Senior Project Officer in overall management of daily activities, project resources and staff supervision.
  • Supervise the In-kind and CBT distribution in Mornie area.
  • Oversee the management of the warehouse in CRS Operational Areas.
  • Participate in the preparation of the monthly food distribution and M&E reports.
  • Prepare the weekly distribution report and participate in the weekly food coordination meetings.
  • Prepare the monthly field trips plan for project staff according to specific assignments given each month.
  • Supervise Food Monitors and oversee the receipt and distribution of commodities.
  • Oversee all food related activities with local community leaders, Food Relief Committees (FRC), government officials, etc
  • Train Food staff on the agreed distribution methodology and reporting
  • Prepare monthly food distribution report and claim.
  • Prepare the commodity statues reports.
  • Follow up with partners and ensure all their liquidations are submitted on time, and the activity implemented as per the agreement.

 

SPECIFIC DUTIES AND RESPONSIBILITIES:

  1. Assign staff to distribution food in CRS operational areas to targeted beneficiaries under GFA,.
  2. Follow up and update beneficiaries’ master list in CRS operational areas.
  3. Verify waybills received from WFP drivers; confirm receipt of commodities, sign and stamp waybills for all locations.
  4. Check that all waybills are signed and filled in properly.
  5. Responsible for the CBT process of distribution, monitoring and reporting.
  6. Coordinate with team leaders to ensure proper storage of food at the local level.
  7. Compile the distribution plans from each Team Leader and submit to the PM by the 13th of each month.
  8. Update the Team Leaders with the final distribution dates to pass to community leaders at each distribution site.
  9. Coordinate with warehouse managers or storekeepers in CRS operational areas.
  10. Ensure that reports are submitted correctly and in a timely manner from all CRS warehouse managers or storekeepers.
  11. Support Team Leaders with problem solving during food distributions and update the PM immediately with urgent needs.
  12. Manage a central filing system in Mornie in collaboration with CRS food team.
  13. Ensure that reports and clams are submitted to WFP on time.
  14. In coordination with Team Leaders, ensure that food balances are stored properly and accounted for after distribution.
  15. Any other duties as assigned by the Senior Project Officer.
  16. Ensure that all COVID 19 measurement and guidelines of WHO, WFP and CRS are applied while doing the meetings, distribution, mobilizations and other related activities.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in Agriculture, Rural Development or another related field. 
  • At least five years of relevant experience in Food Security and livelihood programming with three years working in an international NGO
  • Experience with CBT methodology and e-Vouchers.
  • Experience with GFA and beneficiary’s management.   
  • Ability to travel outside duty station up to 50%.
  • Previous experience in project design, implementation, monitoring and evaluation, partner relations, and donor relations food security and livelihoods preferred.
  • Extensive experience working with beneficiary communities, especially in working with community committees.
  • Strong communication skills required
  • Ability to work without close supervision as well as part of the team in fast-paced environment according to CRS Standard Operating Procedures.
  • Effective team leader/member with strong organizational, supervisory and management skills.
  • Proficiency in Microsoft Word, Excel, and Outlook email strongly preferred.
  • Fluency in written and spoken English and Arabic. Local Language skills are an advantage.

 

 

Supervisory Responsibilities:

  • Food and vouchers distributors, Food monitors and Field Officers

 

Key Working Relationships:

  • Internal: Head of Office El Genana, Area Manager Mornie, Program Manager for Food, Senior Project Officer, Team Leaders, Distribution Monitors and Data Entry Staff, all program and administrative support staff.
  • External: WFP, FRCs, GOS officials, UN agencies and NGOs.

 

Working Conditions:

The employee may be required to perform assignments after regular working hours and on holidays including but not limited to field trips to project sites.
