Emergency WASH/Shelter Coordinator

 Duties and responsibilities:

  • Conduct technical WASH/Shelter Needs Assessments, and participate whenever required in focus group discussions, community meetings, and other community mobilization activities
  • In collaboration withSRCS WASH/Shelter Section, conduct door to door visits to potential beneficiary household sites and correctly fill project related technical forms and questionnaires.
  • Support the SRCS WASH/Shelter Section on the preparation of Bill of Quantities, scope of works and drawings for the construction/rehabilitation activities.
  • Supervise and monitor any WASH/Shelter works, works carried out by Daily by Communities, Volunteers, Technician, Volunteers, New Construction, Repairs including correct usage, specifications of materials and general quality of the works.
  • In collaboration with SRCS WASH/Shelter Section, produce site level Bill of Quantities, and amendments in accordance with SRCS Technical minimum standards.
  • Ensure correct measurements of completion of works according to the plans approved by the Disaster Manager.
  • Respond to any project authorities/beneficiary information requests and complaints in regard to technical aspects of implementation directed by Project Officer and M&E unit.
  • Report on technical aspects daily activities and complete documentation in regard to technical performance.
  • Participate in field level coordination with community stakeholders in areas of project implementation for WASH, and Shelter.
  • Perform any other task relevant to the position as requested by the National WASH/Shelter Coordinator or the Disaster Management Manager.
  • Assist on all construction- and rehabilitation-related measures regarding water supply systems and sanitary facilities, and assist to carry out capacity development activities for improved sanitation and hygiene promotion activities.
  • Assist to plan and implement Water, Sanitation, and Shelter Activities in the field (capacity building) and ensure effective and timely completion of activities.
  • Support WASH/Shelter Section in the preparation of designs, cost estimates, BoQ and tender documents for all WASH/Shelter infrastructure.
  • Assist in monitoring and reporting on project activities using project management and monitoring tools
  • Establish close working relationships with NGOs, INGOs, host government agencies, and U.N. agencies operating in the State.
  • Participate in WASH/Shelter needs assessment and other data collection activities
  • Work with and supervise partners, consultant, suppliers on soft aspects of the WASH/Shelter component
  • Participate in WASH/Shelter Needs Assessments.
  • Follow up installation of water tanks, latrines, centralized water systems and other water & sanitation systems at different sites.
  • Train Community Members and Volunteers in Housing, Land and Property (HLP), and Conduct (HLP) Assessment.
  • Train Community Member and Volunteers on Emergency Shelter Construction, Improved Shelter Construction, and Emergency Latrine Construction.
  • With participation of Technical Labors, Community Members and Volunteers, Construct permanent Durable House Module.
  • Identify Households with damaged houses, distribute shelter materials packages to the most needy and extend the technical support on how to Build Back Safe BBS.
  • Work closely with the local Communities and Volunteers, and provide technical advice and WASH orientation.
  • Monitor water quality and necessary water treatment at different water points (water tanks, wells, household, etc.).
  • Inform and document the anomalies and the repairs carried out in the water systems, and the material necessary for the program’s activities.

 
 Minimum Qualification, Skills and Experience Required:

  • Technical certification in construction, or relevant work experience
  • Experience in working in construction projects including WASH/Shelter with an NGO, UN Agencies, charity or similar organization is an added value.
  • Basic knowledge in developing and following through on technical implementation of construction of WASH/Shelter projects.
  • Knowledge in documenting progress of construction-related construction activities
  • Experience in filing out BoQ and Scope of Work documentation
  • Proven experience in performing assigned tasks in an efficient and effective manor
  • Experience in coordinating the technical aspects of implementation activities carried out daily by Household Members or Volunteers.
  • Local knowledge of areas of implementation and local building practices.
  • Strong communication, interpersonal, analytical and negotiation skills
  • Strong computer skills, especially in Word, Excel and CAD.
  • Ensure understanding of the Emergency Needs of the communities on water and sanitation, Shelter, and coordinate with the local partners on best implementation
