Background: The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person for the following position in Khartoum: Communication Officer 2.
Purpose: The Communications Officer is the focal point for selected operational communication and prevention activities and programmes in Khartoum, and in support to Communication officers in the field. S/he helps position the delegation by strengthening its external networking and contributes to setting and implementing priorities, objectives and strategies. S/he supports the orientation, planning, monitoring and evaluation of the delegation’s operational communications and, where applicable, prevention activities and where needed provides technical support to other team members in KHA and the sub-delegations.

Duties and responsibilities:
Contributes to operational communication and prevention objectives in line with the priorities of the field sub-structure(s) and/or the delegation’s communication and prevention strategy. This is done under the supervision of the Communication/Prevention Manager and/or in cooperation and coordination with the Head(s) of Sub-Structure and field communication officers, in line with other program objectives (protection, assistance, health, cooperation). · · Carries out and evaluates relevant activities and adapts supporting tools with respect to operational communication, community engagement, the promotion, integration and implementation of international humanitarian law (IHL), building National Red Cross/Red Crescent Society operational communications capacity, ICRC campaigns and information analysis/environment scanning. · Focal person within the Communications team for Health Care in Danger (HCiD) in support to Protection, Health, and Cooperation · Supports the Communication/Prevention Manager and/or the Head(s) of Sub-Structure in networking with relevant leaders and organizations in Khartoum and the field. · Works to enhance ICRC acceptance and promote IHL and other legal norms by representing the ICRC to relevant audiences, e.g. national/local authorities, political parties, village elders, beneficiaries, representatives of displaced communities, religious leaders, armed and security forces, other armed groups, NGOs, advocacy groups and civil society at large · Contributes to the delegation's communications and prevention-related policies, guidance and programs. · Support other communication initiatives when needed, including for public and digital communication. · Follows political, security, military and humanitarian developments, as well as other issues related to the ICRC's reputation/perception and capacity to operate in the geographic area covered and contributes to their analysis · Supports the delegation and the LND unit on internal communication needs.

Minimum Qualification, Skills and Experience Required: · University degree in communication, journalism or law; post graduate would be an asset. · 5-7 years work experience in a similar field, preferably with an international organization; · Very strong field experience in communities affected by violence; · Ability to work in a multi-cultural environment and commitment to the humanitarian agenda; · Fluent in written and spoken English and Arabic. · Advanced knowledge of Word, Excel, Power Point, email, social platforms and email. Knowhow of modern graphic and publication skills, photography and AV production would be a clear advantage. · Strong ability to communicate to different audiences, analyze needs of affected populations and implement operational communication activities in their favor; · Good knowledge of ICRC mandate and activities is an advantage. · Very good knowledge of IHL and IHRL, as well as the International Movement of the Red Cross and Red Crescent societies is an advantage. · Very good knowledge of the socio-political and humanitarian environment in the Sudan. · Very good knowledge of and interest in African and international affairs in general; · Well organized and capable of working independently, while seeking advice and sharing information when needed; · Confirmed capacity to analyze a humanitarian environment and implement operational communication activities accordingly. · Ability and readiness to work for extended periods in the ICRC’s areas of intervention in Sudan, in Khartoum and in the field. · Capable of keeping full ideological, political and religious neutrality, professionally and during any activity that can affect the work performance and institutional perception. · Driving License;
