 Background:

Job Overview:

The Human Resources Officer is responsible for providing support to the various human resource functions in Gedaref. This includes managing recruitment, processing of the payroll and associated benefits and statutory obligations, maintaining HR records, supporting the performance management system and targeted learning and development initiatives as well as other HR projects.



 
 Duties and responsibilities:

  • Work together with the HR Manager in the implementation of IRC’s Global HR Operating Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards and in compliance with all labor laws; carry-out regular field visits for dedicated HR support to field teams if needed.
  • Manage full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
  • Coordinate and monitor contract renewals; all staff related entry and exit documentations upon hire and at exits after end of assignments.
  • Plan,conduct and track new employee orientation to ensure every new hire receives on-boarding/training and foster a positive attitude towards organizational objectives.
  • Act as the focal person for all benefits inquires, submit monthly reports where needed and ensure all staff are enrolled to the schemes upon hire; delegate benefits administration as appropriate.
  • Manage timely and accurate monthly payroll for the country program and train backup staff to manage this when absent.
  • In partnership with HR Manager, ensure strong performance management processes; follow up on all performance management evaluations ensuring that all new employees receive goals within 30 days and that this is done in a timely and professional manner. Correlate salary merit increments for payroll; and process Change of Status forms for all staff.
  • Maintain the HR database (inclusive of the leave database, tracking of staff probationary periods, timesheets etc). Regularly update the personnel records filing system ensuring that information is filed in an orderly and timely manner.
  • Work with HR Manager to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.
  • Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct;

 
 Minimum Qualification, Skills and Experience Required:

  • University studies/ Higher education in Human Resources, Business administration or related field.
  • 3 - 5 years of experience in human resources; Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.
  • Good knowledge of best recruitment practices and Sudan labour law.
  • Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution.
  • Strong coordination, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.
  • Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity.
  • Excellent presentation and training skills
  • Proven track record in developing capacity of staff
  • The ability to work under pressure and with employees from all levels.
  • Very strong proficiency in MS Word, Excel, and PowerPoint is required.
  • Written and Spoken fluency in English and Arabic is required.

 

Working Environment:The Human Resources Officer will be based in Gedaref with frequent traveling to other project site


Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to technical coordinator or other member of IRC team. The reporting of violations is an obligation on the part of all IRC employees, including temporary hires and consultants.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.
