 Background:

The WASH Program Manager will serve as the lead for the project, "Surprise Soap Innovation." The Program Manager will oversee the implementation of all project activities and budget management, ensuring that project components are implemented thoughtfully, carefully, and with a close follow up to meet the project objectives. The project will be implemented in Naivasha, targeting the South Sudanese refugees. The Program Manager will have demonstrated experience managing or leading a research project or conducting researches. S/he will also support the implementation of ongoing WASH activities in Khartoum (Naivasha and Bentiu), supervise one WASH Officer and multiple enumerators, and represent CARE in the WASH cluster coordination meeting.

Surprise Soaps are novel transparent soaps with different toys embedded inside them and are designed to motivate children's handwashing through play and curiosity. The soaps are delivered to children in short and fun sessions within the household and, unlike traditional handwashing interventions, do not rely on health-based messaging. The simple hypothesis is that children are motivated to wash their hands more often to reach the toy inside.

 



 
 Duties and responsibilities:

Þ Implementing and manage WASH Projects (35%)

Þ Financial Management (15%)

Þ  Coordination (10%):Attend WASH cluster meetings and represent CARE in forums as needed

Þ Supervision (10%): Supervise the WASH Officer and the enumerators

Þ Training/Capacity building (5%)

Þ M&E and reporting (20%)

Þ Contribute to the Success of CIS Partnership Approach (5%)

 

 


 
 Minimum Qualification, Skills and Experience Required:

Þ Bachelor's degree or equivalent in Environmental / Public health/ Civil or Water Engineering or equivalent

Þ Minimum of three years' experience with NGO in planning and implementing project supervision health and WASH program/s in emergency and/or development contexts

Þ Experience in leading/conducting research projects

Þ Ability to effectively plan, organize and manage project implementation

Þ Problem-solving and decision making skills

Þ Good knowledge in monitoring and able to compile, analyze data and prepare a report

Þ Demonstrated analytic and conceptual skills in relevant field

Þ Good team player with flexibility: Has demonstrated proactive roles in teamwork. Able to work in a team context

Þ Good interpersonal and facilitation skills: Ability to conduct and facilitate training

Þ Knowledge and skills in networking: can effectively deal with GO/NGO and other counterparts/partners

Þ Excellent communication skills (verbal and written) in both Arabic and English; Ability to write reports in both English and Arabic

Þ Has demonstrated leadership roles and ability to organize people to involve in program activities. Knowledge and skills in resource management

Þ Willing to work with the disadvantaged/vulnerable people under stress and in a difficult situation
