 Background:

BACKGROUND:

International Rescue Committee (IRC) is one of the world's leading organizations in the field of humanitarian aid and development. For 80 years, IRC has been at the forefront of every major humanitarian initiative to assist people uprooted by war, persecution, or civil strife. IRC provides rescue assistance to help people survive and remake their lives, moving them from a life detrimental to a life of peace at home.

 

In November 2019, the IRC deployed an emergency response team to respond to immediate needs within the context of dire economic conditions, fragile political environment, and growing needs for social services post transition, focusing on urban health and WASH programming for mixed groups of refugees, IDPs and vulnerable migrants in informal settlements that were largely inaccessible before the political transition. The IRC has since expanded its emergency response to support COVID-19 pandemic preparedness and response efforts, and most recently to respond to mass displacement of Ethiopians in Eastern Sudan. Planned programs include Health, Environmental Health, and Economic Wellbeing and Protection.

 

SCOPE OF WORK

Under the supervision of Deputy Director of Operations, the Field Coordinator will provide leadership and support to the Gedaref operations and Program team to ensure rapid implementation of project deliverables due to influx of refugees, temporarily in the different camps in Gedaref state. The Field Coordinator will be based in Gadaref with regular travel to field sites.



 
 Duties and responsibilities:

Field Operational Management

  • Coordinate all operational functions to ensure overall management of Gedaref operational support teams (Supply Chain, Admin, and IT)
  • Ensure operational support for program teams and coordinate with sector coordinators and managers for effective implementation of all program activities.
  • Coordinate with Humanitarian Access and Security Manager on Gedaref security plans and protocols on a regular basis and ensure they are up to always date.
  • Ensure health (including COVID 19), safety and security protocols are always followed, and take corrective, timely actions as required and in consultation with Deputy Director of Operations
  • Support budget holders in review of budget vs. actual reports with operations staff and ensure appropriate action is taken in a timely fashion.
  • Supervise the Supply Chain Manager/Supply Chain Officer - Gedaref to ensure all aspects of supply chain support, including procurement, stock management, asset management, vehicle and equipment renewal, maintenance, and repair (including communications and computer equipment).
  • Ensure compliance with IRC and donor finance and logistics policies, including all aspects of procurement and asset management.
  • Guarantee adequate communication and coordination between technical coordination staff and country office programs as well as program and operational issues.
  • Support emergency needs assessments and emergency program implementation in response to the developing humanitarian situation.
  • Together with program and grant staff, develop programs and proposals for rapid and timely support of populations affected by conflict.

 

Strategic Planning

  • Participate in the review of operations plan to support the program activities and the scale-up programming according to the approved Response strategy.
  • Actively participates in the adaptation of national policies, practices and guidelines and introducing measures to maintain compliant procurement and recruitment activities within field office thresholds.

 

HR and Staff Development

  • Ensure the ongoing capacity building of operations team (SC, Admin, and IT) through support to direct and technical supervisors in ensuring staff performance evaluations and individual development plans
  • Support field staff in the implementation of personnel policies including coaching, performance evaluation, staff development, and disciplinary measures.

 

Coordination and Representation

  • Actively develop and maintain effective working relationships with key stakeholders at the provincial level including donors, government actors, local traditional leadership, beneficiary populations and their representatives, etc.
  • Establish and maintain networks with UN, INGOs, and local partners to promote strategic partnerships.
  • Ensures IRC secures relevant government permission to implement programs in Gadaref, working with the Government Liaisons Officers ensures IRC submits Principle and Sub Agreements as early as possible.
  • Ensures IRC has properly represented at coordination meetings/forums in Gadaref and all field location, and that information from these forums is shared with relevant stakeholders.

Key Working Relationships:

  • Position Reports to: Deputy Director of operations
  • Position directly supervises: Supply Chain Officer and HR/Admin Officer, Finance Officer
  • Other Internal and/or external contacts:
  • Internal: Closely works with Health Coordinator, EH Coordinator, WPE Coordinator, CP Coordinator, Supply Chain Co, HR Coordinator and Finance Controller
  • External: May Serve as IRC representative in outside meetings, other non-governmental organizations, inter-agency groups and foundations.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor degree required (management-related or general operations preferred);
  • Minimum of 3 years’ experience managing operations and/or projects in developing countries, preferably in Africa;
  • Demonstrated ability to manage field staff and remote field offices;
  • Experience in logistics, HR/Admin, and security management
  • Experience having managed operations (including security) in conflict-impacted setting
  • Excellent cross-cultural communication skills
  • Excellent staff capacity building and training skills
  • Strong problem-solving, analytical and decision-making skills;
  • Strong computer skills;
  • Flexibility, ability to work independently and meet deadlines

 

LANGUAGE Skills:

  • Fluency in English and Arabic is required.
  • Demonstrated Skills and Competencies:
  • High degree of flexibility and ability to work under hardship conditions against tight deadlines;
  • Ability to work in multicultural/multi-ethnic environments;
  • Strong computer and communication equipment skills, including Microsoft Office applications;

Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to technical coordinator or other member of IRC team. The reporting of violations is an obligation on the part of all IRC employees, including temporary hires and consultants.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

 

Confidentiality:

  • Ensuring confidentiality in the case of disclosures of abuse or violence, and showing respect and sensitivity to community members at all times.
  • Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
