Finance Officer – Compliance

Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Background:

COUNTRY PROGRAM MISSION

ALIGHT (previously known as the American Refugee Committee -ARC) Sudan Program started in 2004 in response to the emergency needs of some 600,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, ARC expanded services into underserved villages in the East Darfur, and more recently in Kassala state, East of Sudan.  The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization. 

With oversight and direction from the Head Office in Khartoum, the field offices in Nyala, South Darfur Ed Daein, &Adilla East Darfur and our recent program in Kassala State, we support the delivery of primary health care services at 30 rehabilitated community clinics, one reproductive health unit and one BEmOC facility.  Water and sanitation services, including the construction/rehabilitation of boreholes, water yards, household and institutional latrines and hygiene promotion messages, are also delivered in over 70 conflict-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food.  

In 2020, in partnership with UNHCR, we are providing health and WASH services to 100,000 mainly Eritrean refugees who reside in the camps of Shagarab I, II, III, K26 and Girba Refugee Camps in Kassala state. We are currently operating 5 health facilities in the camps and WASH interventions related to hygiene promotion and sanitation. This is our first year of operations with UNHCR and we hope to scale up our program in 2021. 

With support from IOM’s Rapid Response Fund (RRF) we are delivering a COVID-19 preparedness and response intervention in Kassala state. We are focusing our response on KhashmaGirba locality and specifically helping the isolation center located in the main hospital. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization. 

ALIGHT programs enable resiliency in rural communities in both regions in the face of recurring conflicts and natural disasters such as drought, flooding and environmental degradation. The goal is to aid transition to early recovery in Darfur, in an equitable and environmentally sustainable manner. 

With an annual budget of between $20-25m, the Sudan Program has 8 expatriates and over 700 national staff some of who are seconded from the line Ministries of the Sudan government, which covers Health, WASH and protection activities.

 

PRIMARY PURPOSE OF THE POSITION


The finance officer is responsible and accountable for the day to day operations and financial transactions in Khartoum Office.  S/he will be responsible for ensuring and facilitating ALIGHT/ARC’s compliance with ARC policies and procedures, donor regulations and local laws. The FO-Compliance will also assess and strengthen ALIGHT/ARC adherence to donors’ rules and regulations



 
 Duties and responsibilities:

Donor Reporting, Audit and Budget

  • Assist Project Managers and Coordinators in preparing project budgets and proposals,
  • Provide program team with advice on donor regulations and proper donor budget format.
  • Provide coaching and training on donor grant requirements to Managers/Coordinators.
  • Prepare monthly budget variance report in donor format and currency and discus the same with budget holders to take correction action.
  • Support program team with their financial program report, review the reports submitted by the team.
  • Prepare donor financial report for review by management and submission to donors.
  • Ensures all financial reports are submitted accurate, complete and on time.
  • Work with the grants team on financial reporting, etc. 
  • Check the procedures and supporting documents from requesters to ensure compliance with rules and regulations.
  • Develop financial procedures and control mechanism for Country Office as per ALIGHT’s financial systems, procedures and regulations.
  • Provide financial reports to the Finance Controller and Finance Manager
  • Prepare project budget monitoring and submit to Finance Manager
  • Prepare donor reports and submit to Finance Manager for review
  • Responsible for timely disbursement of grants payment (if any).
  • Assist Finance Manager and Finance Controller in preparing the country budget.
  • Conduct audits of partner projects and assist external projects auditing Any other responsibility or task that may be assigned by your line manager.
  • Prepare financial expenditures for field operations.
  • Ensure all backup documentation is properly organized and filed for transparency and audit purpose.
  • Coordinate and maintain cash forecasting system to ensure that funds are available to meet monthly working requirements.
  • Facilitate all audit process with ALIGHT in Sudan. This include coordinating documents collection during audit process in ALIGHT Sudan.
  • Ensure auditors get all the financial documents requested for the audit purpose. 
  • Provide capacity building to the finance team in the field. Conduct visits to the field as requested by the Finance Controller and Finance Manager.
  • Perform other duties as requested by Line Manager and Finance Controller.

 

PAYROLL

  • Assist with monthly local staff payroll reports review and confirm submission of time sheets before payment is made.
  • Ensure salaries approved to be paid through bank wires are processed in a timely manner.
  • Review after staff service benefits and issue finance clearance before payment is made to the staff

 
 Minimum Qualification, Skills and Experience Required:

  • Minimum Bachelor’s degree in human resource management or relevant fields.
  • Experience as Finance Officer in NGO for at least 5 years
  • Experience in doing payroll for national staff.
  • Ability to multi-task, prioritize and meet tight deadlines.
  • Experience working closely with government agencies preferred
  • Ability to work productively and impartially in a multi-cultural environment
  • Fluency in Arabic and English. 
  • Willingness and ability to work in insecure environment and adhere to ALIGHT security policies
  • Ability to work independently as well as working in a team.
