Plan International started working in Sudan in 1977 and has a presence in five states out of 18 states, mainly (Kassala state, White Nile State, North Kordofan State ,North Darfur and Khartoum State) and implemented its programmes via a Child Centered Community Development (CCCD) approach, focusing on girls rights, gender equality and implementing programmes designed to enable communities to improve the lives of the most vulnerable and disadvantaged children, particularly girls and their families.


The incumbent will facilitate and coordinate the advocacy work with the support of the communication and campaigns coordinator and the influencing and change team. The officer will facilitate and support the team in delivering vital advocacy programme and messages that enable excellent profiling and advocacyfor Plan International Sudan country Office. He/shewill be responsible for implementing a comprehensive advocacy strategy and plans in consultation and with the support of the relevant programmes leads and the influencing team as well as, ensuring smooth flow of information, good relations with high profile stakeholders and strategic partners, and high-quality reporting to showcase Plan International Sudan advocacy program, plans and activities and its achievements. Additionally, the Advocacy Officer will work closely with the communication and campaigns coordinator, Influencing team, project coordinators and the monitoring and evaluation specialists and officers.The job holder he/she will liaison with the Regional Office advocacy teams to ensure that external messaging and image are met and up to the expectations.


Dimensions of the Role

The core function for this position is the development, deliveryand outcomes of Plan International Sudan advocacy,strategies, plans and activities. The candidate will be responsible for creating awareness, facilitate and support in the development and dissemination of information and the advocacy messages to the general public, strategic partners using different formal and non-formal media including the social media platforms.

Facilitating and supporting the policy, behavior, attitudes and social norms analysis in relation to Plan International Sudan country strategy gender inequality issues as a foundation for advocacy, influencing and change.


Facilitating and supporting the advocacy work internal and external to perform our gender transformative programming and in particular during major humanitarian emergencies

Providing an all-round advocacy inputs for the relevant staff in the field and country office, strategic partners and influencing unit in close collaboration with the program department to ensure effective internal and external advocacy work, including engaging campaign core and clear messaging.


The post work balance involves a mixture of advocacyand policy analysis workload and it’s envisaged the job will approximately have a fair balance between both advocacy and policy, behavior and social norms analysis, as well as desk and field work. The post holder is expected to spend at least 50% of their time at field and or out of desk work.

The post holder is expected to represent Plan International Sudan and participate in all national and regional advocacy and campaigns related workshops, networks, forums and meetings


The post holder is expected to work closely with stakeholders, work, consult and seek the support of the regional and global offices advocacy focal persons.

 Duties and responsibilities:

Policy, Behaviour and Social Norms Analysis

  • The incumbent will ensure that the policy, behavioural and social norms guidelines and tools of Plan International are uniformly and consistently followed across the Country Office and the program areas.
  • Proactively develop and share a high profile for Plan International Sudan through the production  and dissemination of high quality, well researched and well developed policy, behavioural and  reports social norms analysis as abases for the influencing advocacy programming and messages(in a variety of mediums).



  • Coordinate, develop, implement and track Plan International Sudan advocacy strategies, plans and activities including facilitating the advocacy events, visits in close collaborationand with the support ofthe communication and campaigns coordinator, influencing and programme relevant teams members.
  • Formulate and deliver a clear and effective advocacy programme and activities internally and externally including the development and dissemination of advocacy change stories and messages.
  • Develop, maintain and update the country advocacy strategy and objectives as part of the country strategy review and liaison with the programme and influencing teams to include influencing advocacy key objectives, plans, activities, logistics, equipment and other support as needed.
  • Contributing to the internal and external advocacy work during major humanitarian response within the country
  • Develop and share press releases and organization statementsrelevant advocacy messages to the appropriate press outlets as needed.
  • Assist in analyzing and reporting the changes and impact of the advocacy work and messaging on the girls and women inequality issues and the organizational success.
  • Providing an all-round advocacy and influencing purposes to ensure effective internal and external advocacy work, including engaging and contributing to the campaigns materials and engaging messaging.
  • The incumbent will identify key advocacy opportunities and events for Plan International Sudan to position itself as the leading organization for child rights and girl’s equality programming in Sudan. 
  • Contribute to the influencing and the advocacy programme teams and work closely with the influencing and programme team including the development of a plan for achieving their priority advocacy objectives in both an emergency and development context. This should include guidelines on the meaningful and safe participation of children and girls in the influencing and advocacy work.
  • Be an active member of the Advocacy platforms, relevant and appropriate forums. 
  • Initiating and supporting the development of advocacy materials to achieve the organization common advocacy goals
  • Support the identification and appointment of the national good will ambassadors
  • Coordinate and support the communication and the campaign coordinator to plan and implement field visits for the national good will ambassadors, ensure they are well oriented and inducted before any trip and organise the media events and press conferences.
  • Ensuring that global advocacy campaigns advocacy messages are adapted to the local context and are shared professionally and engagingly, both internally and externally
  • Working collaboratively with all staff in the program area offices and CO to ensure synergy and harmony of the advocacy and influencing messaging at all levels.


Child Protection: Ensure the compliance and coherence of Plan’s Global Safe Guarding Children and Young People  Policy at all times to safeguard and protect children and young people from all forms of abuse and discrimination;


Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.


Key relationships

The incumbent will lead, coordinate and facilitatethe advocacy work of the organisation under the supervision of the communication and campaigns coordinator and the leadership of the strategic Partners and Influencing Director

Working closely with contacts inside and outside the organization;

The post holder will have a modest operational budget of his/her own as part of the strategic partnership and influencing work, but will also have significant responsibility for how resources are deployed by others for advocacy messaging/positioning  relating to advocacy programming that account for much of Plan International Sudan programme and fundraising.


  • Collaborating with other fuctions –within and outside the influencing directorate including and not limited to programmes, sponsorship, fieldoperations to ensure compliance with standards
  • Globally; Relates to regional and global advocacy and influencing team for technical support on related matters


  • The post holder connect with peer organizations for advocacy and influencing programme and messaging benchmarking and mutual learning.
  • Government institutions, media, NNGOs,INGOs, UN agencies, Embassies and donor communities as well as corporate sector and public figures

 Minimum Qualification, Skills and Experience Required:


Relevant knowledge and experience;


  • A professional advocacy person with some experience on advocacy, policy analysis media, gender, and or related field;
  • At least 2-3 years of progressive work experience in  advocacy with clear exposure to Emergency contexts;
  • Demonstrated  relevant progressive experience in similar posts;
  • Deeper understanding of the various  advocacy norms and practices with emphasis on child rights, girls equality and or gender issues;
  • Excellent technical knowledge on policy analysis.
  • Excellent technical ground experience on advocacy



  • Technical Ability in writing with an excellent command of English – both written and spoken
  • Strong advocacy technical skills are essential supported by real experience in advocacy programme development and tracking.
  • Good experience of using social media
  • Good experience in change stories/case studies documentation.
  • Good Experience in developing engaging advocacy messages.
  • Excellent written and spoken English skills
  • Communication – excellent negotiation and influencing skills in multi-cultural contexts
