The IRC has re-registered in Sudan after leaving in 2009. The program is in start-up phase, in time for a global call for agencies to rapidly scale up in Sudan against a deteriorating humanitarian and economic situation; there are 9.3m people in need. Beginning on the 3rd of November, an influx of refugees was recorded at the border entry points in Eastern Sudan after military confrontations in the Tigray region in Northern Ethiopia. Since then, there have been over 49,370 registered refugees that have crossed into Sudan. The situation at the border has created urgent needs for additional resources and facilities to accommodate the new arrivals. Based on critical needs that have been established through the coordination clusters the IRC is planning an integrated protection, health, and EH response.


Women’s Protection and Empowerment (WPE) will establish a safe space for refugee women and girls living in Um Rakuba camp in Gedaref state. Within the safe space, the WPE Program aims at increasing access of women and girls to psychosocial and Gender based violence (GBV) case management services and enable communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect. In response to the recent explosion in Beirut, as part of the IRC Emergency Response, WPE will be providing direct response to women and girls through the deployment of Rapid Response Teams.


Scope of work

In the context of the IRC emergency response, the WPE Manager will be supervising and coordinating core emergency WPE programming activities for the East Sudan emergency response. S/he will lead program implementation, build national staff capacity to provide direct support to women and girl survivors of gender-based violence, mentor, supervise and monitor team activities, and ensure financial and logistical controls are implemented according to IRC protocols.

 Duties and responsibilities:

Technical Quality

  • Provide technical and management leadership to the WPE program in accordance with best practice and IRC policy.
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate VAWG analysis, planning, evaluation, and advocacy.
  • Ensure regular communication with the ERT WPE Program Coordinator and/or WPE Technical Unit to integrate appropriate technical unit priorities in program design.


Program Management

  • Responsible for the overall achievement of emergency response grants.
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.


Team Support and Supervision

  • Hold regular planning and debriefing sessions on a daily and weekly basis with the Emergency WPE team. 
  • Hold bi-weekly individual sessions with the WPE Response Officer and WPE M&E Officer to review tasks and responsibilities, supervise job performance, and provide support as required.
  • Ensure accurate documentation for the WPE team members (90-day action plan, onboarding plan, sick leaves, annual leaves etc.)
  • In collaboration with the ERT WPE Coordinator, facilitate or coordinate trainings that support technical skills of staff, e.g. how to run effective focus groups, conduct safety assessments, introducing WPE services, how to talk about GBV, how to conduct referrals, and other identified needs.
  • Be responsible for and supervise the capacity building and the development plans for team members.
  • Shadow all WPE activities (Non-focused, GBV risk assessments and response tools, Focused PSS curriculums and ensure quality delivery of services to the affected population.
  • Provide inputs to WPE management on how to develop WPE Emergency Response Programming and follow up on ongoing operations.
  • Coordinate and follow up with other IRC departments responding to the emergency ensuring a coverage for the identified needs. 


Reporting and Monitoring

  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure regular field monitoring of activities.
  • Supervise and consolidate information collected from weekly and staff activity reports, case management supervision records and skill assessment tools, and GBVIMS monthly reports.
  • Assure quality collection of data towards donor and internal indicators
  • Contribute towards donor reporting
  • Quality case management data collection and storage

Coordination & Representation

  • Actively develop and maintain effective working relationships with key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Regularly attend the field level Protection working group meetings to feed in IRC priorities from the field.



  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and collaborating closely with other external parties as required to maintain/enhance the security environment.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.


Professional Standards

  • All IRC staff are required to enforce to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

 Minimum Qualification, Skills and Experience Required:

  • Degree/diploma in Women’s Studies, Social Work, or a related field
  • Proven experience in implementing gender-based violence programming, including experience supervising GBV case management teams
  • Demonstrated understanding of gender-based violence response protocols and service provision
  • Previous experience supervising and leading a multi-disciplinary team in a cross-cultural setting
  • Previous experience in emergency preparedness and response
  • Demonstrated experience in capacity building and mentoring of national and international staff
  • Demonstrated experience in grant management and proposal writing
  • Good digital literacy in programs such as: MS Word, Excel, Powerpoint
  • Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and leadership skills to others
  • Proficiency in Arabic and English is preferable. 
  • Positive and professional demeanor, able to coordinate, maintain composure and stress management, work overtime when vital and be able to coordinate multiple tasks and maintain attention to detail.

Working Environment:

Travel and other requirements: Staff will be based in Gedaref, with extensive field visits.

Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to technical coordinator or other member of IRC team. The reporting of violations is an obligation on the part of all IRC employees, including temporary hires and consultants.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.



  • Ensuring confidentiality in the case of disclosures of abuse or violence, and showing respect and sensitivity to community members at all times.
  • Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.
