Background:
The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide. Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open elections, promoting democratic governance and advancing the rule of law.
IRI is seeking Field-based Data Collection Specialists to assist IRI in conducting a gender assessment for its CEPPS Elections and Political Transition Program in Sudan. The Field-based Data Collection Specialist may be based in Khartoum, Sudan and is responsible for conducting in-depth data collection in Sudan as it relates to women’s participation in electoral and political processes in Sudan, with an emphasis on civil society and political parties. The Specialist will establish contacts relevant stakeholders, including gender-based organizations, academics, members of political parties and civil society to inform programmatic interventions, as well as facilitate interviews and group discussions with the above stakeholders. Additionally, the Specialist will maintain detailed data records and report regularly to the Gender Specialist.

Duties and responsibilities:

-Identify and cultivate relationships with relevant stakeholders, including gender-based organizations, academics, members of political parties and civil society, etc.
-
-Identify and recruit participants for in-depth interviews in both group and one-on-one settings based on IRI-provided selection criteria and targets (note some interviews may be phone interviews and some may be in-person)
-
-Attend a session to discuss IRI-drafted interview protocols and interviewing processes
-
-Pilot interview protocols with a select, targeted group of interviewees as determined in consultation with IRI
-
-Coordinate and conduct one-on-one and group interviews for approved participants based on guidance from IRI
-
-Travel in-country as necessary
-
-Adhere to IRI-provided interview protocols and maintain and submit all raw data – including recordings where consent was given, as well as comprehensive notes in a transferrable, electric copy format
-
-Provide regular, detailed reports on fieldwork process and progress, including how, where and when participants were recruited to participate in the assessment.

-Regularly communicate with relevant counterparts on progress regarding data collection, identifying barriers and solutions to challenges
-
-Provide updates to the IRI Sudan program team and relevant counterparts on any political or security developments as they pertain to conducting the assessment
-
-Help facilitate and attend validation session(s) to discuss the clarity, veracity and relevance of identified findings
-
-Attend a session to discuss overall takeaways from data collection, including feedback on the process, challenges and preliminary trends shown in the data
-
-Assist in developing a detailed technical report regarding findings of the assessment and recommendations to programmatic approaches

Minimum Qualification, Skills and Experience Required:

-Bachelor’s degree preferably in international relations, political science, gender studies or related subject; special consideration given to undergraduate or graduate work in gender studies
-
-A minimum of three (3) years of relevant professional work experience in international development or research organization with a strong understanding of monitoring, evaluation and learning best practices
-
-Experience conducting social science research methods including interviews, focus group discussions, polling, etc.

-Special consideration given to experience in gender-based social science research

-Demonstrated ability to work under pressure in a sensitive political environment
-
-Demonstrated ability to work as a member of an internationally and culturally diverse team, while maintaining impartiality and objectivity
-
-Excellent verbal and written communications skills to effectively present information in a clear and persuasive manner
-
-Detail-oriented with an ability to organize and maintain large sets of data
