Nutrition surveillance consultant

 Background:

Sudan has one of the highest rates of chronic malnutrition and high rates of micronutrients deficiency among children and women. Sudan continues to have high prevalence of global acute malnutrition (GAM). The results of MICS survey conducted in 2014 showed that national prevalence of GAM is 16.3% that is above the emergency threshold for intervention according to the WHO standards. In Sudan, one-third (33%) of under five children are underweighted, while two out five (38.2%) children under five are stunted. The prevalence of the low birth weight is 32.3% in the country.
Information must be linked to data on demographics, personal and environmental health determinants, and factors affecting access to safe, affordable nutritious foods. All of this information must be available for the overall population of all ages and for vulnerable sub-populations.


Accurate and relevant information generated from the periodic (routine) and systematic measurement of some of these factors ”in combination with measures of population nutrition and health status provides a good foundation for understanding trends in health and nutrition and taking appropriate action to promote the well-being of populations.
Information on the nature, extent, magnitude and severity of different types of nutritional problems, as well as their causes, resources and how they are changing over time, is essential for the development, implementation, monitoring and evaluation of effective policies and programmes to improve nutrition.


Information is also needed to provide early warning of expected nutritional emergencies and for on-going programme management. The basic aim should be to provide relevant and accurate information that can be utilized efficiently. Therefore, information must be timely, relevant to the decision-makers and communicated effectively at the appropriate levels.



 
 Duties and responsibilities:

Objective1: Identify Nutrition surveillance indicators, enhance the existing data collection systems and reinforce data collection processes.
Deliverables: 1. Review the current nutrition information system and identify the regular indicators to be collected and monitored for the surveillance system. 2. Revise the current data collection system to reinforce data collection process through adjustment and editing of data collection tools and formats to improve data quality and easy the data collection process. 3. Helping the Hiring manager to set up a guideline for data collection tools that provide a clear explanation of the collected indicators and the perfect way to fill the data collection format. 4. Support in building the staff capacity on data collection and reporting through most appropriate means available including on-job training, workshops, … etc.
Objective 2: Support the development of nutrition surveillance system for nutrition program including creating and maintaining a databases and reporting system to inform and guide planning & response processes.
Deliverables:
1. Develop health and nutrition surveillance databases and reporting systems capturing all reporting needs and generating statistical reports, graphs, maps as required. 2. Develop simple, user-friendly data analysis tools includes all interlinked surveillance indicators and generate up to date reports reflecting the nutritional trends and current situation in form of bulletin and reports . 3. Support the establishment of reporting linkages between Nutrition, Health and other related programs that contributes to understanding root causes of malnutrition. 4. Support the selection of suitable nutrition facilities for the pilot testing of the surveillance system, provide guidance during testing and adapt the system towards a final product.
Objective 3: Support the rollout of the surveillance system and design capacity building modules and plans to build staff capacity in the implementation and the use of the system.
Deliverables: 1. Design rollout plan including training materials and guidelines with well identified timeframes and measurable training outcomes. 2. Support in building staff capacity on data quality and data management to ensure high quality and accuracy level of data. 3. Support in building locality level capacity to use the nutrition surveillance system for program performance, analysis and improving the quality of services. Objective 4: Advocate country top management of different related stakeholders on the use of the surveillance system for decision making in issues related to health and nutrition.
Deliverables:
1. Organize inauguration workshop to introduce the system to government and different stakeholders.
2. Promote inter-sectoral coordination in all matters related to nutrition to ensure health and nutrition constrains are addressed and appropriately documented and disseminated.
3. Promote regular updates and information sharing on all aspects related to health and nutrition with relevant Government, UN and implementing and operational partners on health and nutritional status and needs.


 
 Minimum Qualification, Skills and Experience Required:

Qualifications required:
Advanced university degree in information technology and computer science or related field.


Experience required:
A minimum of two years of relevant professional experience in nutrition information management (experience in nutrition information system will be an advantage).
- Skills / Technical skills and knowledge:
- Teamwork, strong reporting skills, in addition to communication and negotiation skills.
- Familiar with nutrition information system.
- Language requirements:
Fluency in both Arabic and English languages.
