 Background:

Project Name: 3FM Pneumonia project – Kassala Sudan

Evaluation Dates: 01/12/2020 to 20/12/2020– (20 Days).

Context and history:

The 3FM Pneumonia project in Sudan is funded by the Netherlands 3FM Serious Request 2016 campaign and is being implemented by SRCS from January 2017 to December 2020. The project aims to contribute to the reduction of morbidity and related mortality due to Acute Respiratory Infections (ARI) among children under 5 years of age. The direct beneficiary targets are 95,000 men, women and children, in(15,323 households), in four localities of Hamoshkorieb, North Delta, Rural Aroma and Telkook within Kassala state. Indirectly the project will reach 25,000 men, women and children.

 

Purpose

This evaluation seeks to provide evidence of change through comparison between the baseline and end of project evaluation data. The evaluation will also reflect on the project implementation process, achievement of various milestones and also share on the lessons learned/ best practices for future projects/programs.



 
 Duties and responsibilities:

  • To commit to undertake the tasks directly without any further sub-contracting thereby being available for the entire period.
  • Lead the evaluation process; preparation phase, data collection phase and report writing/ debriefing and dissemination. 
  • Facilitate evaluation workshop to share, seek clarification and build consensus on the findings and recommendations for the evaluation.
  • Work closely with SRCS and NLRC project teams to ensure success of the evaluation exercise
  • During the assignment s/he will give regular briefings or as needed on progress of work to the SRCS/ NLRC.

 

Deliverables

  • Inception report for the evaluation process
  • List of survey variables and final set of pilot tested questionnaires for quantitative study and guide questions for qualitative study
  • Evaluation report outline shall consist of 1) Executive summary, 2) Methodology, 3) Findings (per topic), 4), Analysis (per criteria), 5) Lessons learned, 6) Recommendations and 7) Annex data collection tools.

 
 Minimum Qualification, Skills and Experience Required:

0.1 Education

  1. Master degree - in Social Sciences, Public Health, Statistics or related field
  2. However degree holders with extensive expertise in the field of research and evaluations may be considered.
  1. Experience
  1. Extensive knowledge or expertise in the research, public health evaluations for at least 7 years.
  2. Degree holders to have at least 10 years to be considered.
  3. Documented evidence of conducting end line evaluations, baseline evaluation for public health projects especially in Eastern Sudan (to provide sample copies of these reports of previous evaluations).
  4. Knowledge or expertise in statistical data analysis software – Stata, SPSS (or relevant software)
  5.  Experience working for RCRC and or NGOs and INGO will be an added asset
  6. Experience with participatory assessment
  7. Experience with qualitative and quantitative methods
  1. Skills
  1. Fluency in English language
  2. Ability to write concise, yet comprehensive reports
  3. Excellent interpersonal skill
  4. Ability to meet deadlines
  5. Self-supporting in working with assessments using mobile phone (if applicable)

0.4 Knowledge

  1. Technical knowledge in public health and Behaviour Change and Communication
  2. Knowledge of the Eastern Sudan and particularly Kassala state
