 Background:


The Norwegian Refugee Council has an interesting and rewarding opportunity to be part of our newest country of operation - Sudan.
The NRC has recently re-registered to operate in Sudan, and is currently in country start-up phase, conducting assessments and designing the first steps of the programme. Focus will be given to people displaced by conflict, refugees, and vulnerable migrants, and potential geographical areas of work will be Khartoum state, South Kordofan and Blue Nile on a first phase, with the idea to expand to other States. 
As a priority, NRC is therefore hiring an Emergency Response Coordinator to be part of establishing NRC's programme in Sudan.

 



 
 Duties and responsibilities:

Generic responsibilities 
  
Developing robust emergency response design is based on appropriate needs and context analysis with an integrated program approach. 
Ensure high level of technical quality and synergies in project implementation of the emergency response  
Ensure that key learning is extracted from the emergency response implementation, and incorporate them in emergency response and staff development processes 
Deliver systematic training and build capacity of emergency and programme staff 
Responsible for development of emergency preparedness plans within the country operation 
Compliance and adherence to NRC policies, guidance and procedures 
Advocate for the rights of refugees and internally displaced people, in line with NRC policy and strategy 
  
Specific responsibilities 
  
Coordinates, quality manages, and reports on activities under NRC’s ECHO-funded Rapid Response Mechanism in Sudan, as per NRC’s operational guidance and processes – including: 
context analyses 
beneficiary and stakeholder consultations 
needs assessments 
market assessments 
response analyses and planning 
beneficiary (and vendor) registration and sensitisation 
distribution coordination 
post-distribution monitoring. 
Periodically (annually) update the existing Emergency Response operational guidance (including SOPs and tools) to ensure they remain relevant and sufficient for appropriate emergency responses, incorporating learning and advancements 
Develops and coordinates efforts on NRC Sudan’s Minimum (Emergency) Preparedness Actions, and when instructed by the Country Management Group develops and coordinates efforts to implement Advanced Preparedness Actions
Maintains internal and external (Sudanese) surge rosters for larger emergency responses, including support in selection and delivery of relevant training 


 
 Minimum Qualification, Skills and Experience Required:

Graduate with minimum three years of relevant humanitarian experience 
Experience from working in complex and volatile contexts 
Team leadership, inter-personal, and inter-cultural skills 
Documented results related to the position’s responsibilities 
Fluency in English and Arabic, both written and verbal  Knowledge of the operating context in Sudan 
Experience with cash-based interventions (desirable)
Experience with emergency response cycles and systems, including emergency preparedness
Experience in basic data analysis and report drafting (desirable)
Experience in delivering training and testing staff/team performance (desirable)
