 Background:

Do you have a vision for a better humanitarian response in Sudan?

NRC returned to Sudan in 2020, primarily to help over three million people affected by armed conflict and displacement in the country.  We are currently establishing three area-based operations outside of Khartoum, including for South Sudanese refugees in White Nile state, conflict-affected communities in South Kordofan, and people in protracted states of internal displacement in the greater Darfur region.  Moreover, we have a broad programme ambition to scale up an innovative approach to durable solutions and protection, operate in hard-to-reach areas of the country, and also offer a rapid response capacity.

We seek a Sudanese colleague to become our Head of Programme, essentially a Deputy Country Director.
We need someone who can see beyond the status quo, to collaborate across and integrate the work of multiple teams, to help make sure that NRC offers a positive and transformative impact on the lives of millions of vulnerable and displaced people in Sudan. 

Apart from having a visionary capacity, the professional needs to be able to work with vibrant multi-cultural teams, coordinate our project cycle management processes for the complete grants portfolio (including monitoring and evaluation), and absorb and apply new approaches to programming, such as through cash and markets-based initiatives or leverage technology and digital capacities.

Most importantly, we need someone who offers empathetic and strategic insights in equal measure, and brings a competitive drive motivated only by the need to do more and better for people given the urgency and complexity of the humanitarian situation in Sudan.



 
 Duties and responsibilities:

  • Line management of the Country Programme Unit.
  • Technical supervision of Core Competency Programme Development Managers
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide programme input to Country Strategy and Plan of Action
  • Development of Core Competency strategies that are aligned to regional and global priorities and strategies.
  • Development of integrated and needs-based programmes, including cash-based interventions and market-based programmes
  • Identify funding opportunities, develop funding strategies and forecasts
  • Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  • Quality control, M&E and organizational learning
  • Capacity building of all technical staff
  • In-country representation at relevant fora and relationship management, as delegated by the Country Director
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Facilitate initiatives for integrated programme analysis and response analysis
  • Oversee Project Cycle Management (PCM), including through field support missions
  • Manage all relationships and cooperative agreements with government ministries relevant to programme design and implementation, and outreach and strategic impact partnerships with Sudanese organisations
  • Closely collaborate with the Advocacy Manager to share information and develop advocacy and communications positions and products
  • Manage centralised programme operations, including the Digital Community Hub (AAP) operation and the emergency response team.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications
  • Minimum four years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Sudan 
  • Knowledge of Arabic, or another local language/dialect  
  • Aptitude and interest to undertake cash and market-based programming and tech-enabled/digital programming (desirable)
  • Knowledge of community engagement practices and protection of civilians (desirable)
  • Experience of data analysis/science and/or qualitative research
  • Organisational, communication, and interpersonal skills
