 Background:

CRS/Sudan is as dynamic and diverse, adapting with agility to the rapidly changing operational environment. Since 1978, CRS/Sudan has been assisting the people of Sudan across five core sectors across the emergency, recovery, and development spectrum. In recent years, CRS Sudan has been undergoing a transformation as new opportunity for resiliency programming emerges and the environment opens for deeper involvement of humanitarian organizations. CRS/Sudan’s three flagship programs are DFID-funded Taadoud program (2014-2022), WFP funded food security programming and USAID/FFP and OFDA funded RISING (2019-2021). Implemented in five states in Darfur, these integrated livelihoods, nutrition and natural resource management programs are implemented in consortium with INGO, national NGO, university and private sector partners are examples of this shift. BMZ-funded RAID program is another example of CRS/Sudan’s integrated resiliency programming. Sudan remains one of the world’s most protracted humanitarian crisis, in this context CRS continues to provide emergency assistance throughout Sudan with core funding from WFP, USAID/OFDA and UNICEF. Key sectoral areas for CRS/Sudan include food security, livelihoods, nutrition, health, peacebuilding and natural resource management. CRS/Sudan has an expanding portfolio of programs crossing the emergency response and resiliency spectrum. Currently CRS/Sudan oversees programming across five Darfur states and the Red Sea.

 

In 2020, CRS/Sudan is looking to deepen integration within and between core programs and program areas, expand geographic reach into new areas, deepen strategic partnerships with INGOs and the private sector, consolidate the CP’s position as a sector lead in resiliency programming and capitalize on the opportunities presented by the dynamically changing operational context.The 2019 Sudan revolution and COVID-19 brought with it new funding and programming opportunities. CRS/Sudan is well placed to respond due to the scope and scale of existing programming, strong reputation and solid partnerships. However, the CP currently hasinsufficient bandwidth to respond to all the opportunities in the BD pipeline.

 

CRS/Sudan anticipates release of a number of call for proposals from the IHA, Sudan Humanitarian Fund (SHF), UNICEF, Durable Solutions, UNHCR and is meanwhile preparing proposals for WFP as well as reporting for several pre-existing projects. The CP requires Business Development Consultant to support the CP to develop and finalize grant applications and reports in response to the calls of proposals. In addition, there are several reports due as per donor requirements within the coming 3 months and CRS will need support to revise and work with the PMSs/SPOs for finalizing the reports according to donor/CRS rules and regulations

 Duties and responsibilities:

General Responsibilities:

Consultant is requested to work collaboratively with CRS Sudan CP towards the content development and program design of the proposals. The main areas that CRS Sudan would require assistance with are:

  1. In collaboration with Business Development Specialist support to lead and coordinate the development for high quality proposals in response, providing hands on technical assistance and grant writing to CRS staff as per donor standards.
  2. Support the BD specialist while leading and coordinating processes to ensure timely submission of high-quality reports of pre-existing grants.
  3. Support program staff in design of high-quality programs integrating gender and protection as per CRS guidelines in collaboration with the Gender and Protection Specialist in CRS and BD specialist
  4. Serve as lead or support writer, contributor or editor of proposals as required and advised from BD specialist plans
  5. Conduct a desk review and write executive summaries as needed for the proposal writing process
  6. Collaborating with BD specialist to ensure responsivenessand compliance of proposals to donor requirements.
  7. As perBD specialist and Head of Programs recommendations, work closely with Project Managers/Senior Project Officers to initiate, review and send for final revisions the project reports.

 

Specific Responsibilities:

  • Be the lead at managing the reporting process in coordination with the programme team in collaboration with the HoP
  • As a front-end activity, gain detailed familiarity with relevant Standard Allocation, Operational Manual and Program Manual documents.
  • Continually review response preparations process and associated materials to ensure maximum responsiveness to stipulated selection criteria throughout the proposal process.
  • Provide business development skill and capacity in opportunity analysis, positioning and capture planning, proposal preparation, proposal review.
  • Support in the development of the technical narratives and executive summaries.
  • Provide active assistance to other team members as they prepare their contributions to the proposals.
  • Support budget development and non-technical proposal writings as part of the proposal teams.
  • Review and edit, along with other team members, all drafts of project documents for content, grammar and punctuation. Provide comments on drafts as per established deadlines.

The consultant could provide critical input to other areas of the CP’s BD pipeline as well as WFP revision process after receiving donors feedback.

 

Scope of Work:

Overall Work Overall Objective:

Support CRS Country Program-CP with report writing, resource mobilization, leading high-quality project design, such that quality proposals are prepared in accordance with agency and donor standards.

 

Specific Objectives: In close collaboration with BD specialist show leadership on frontline report development and revisions and provide support to the above BD opportunities.

 

Location: TDY will take place in Khartoum, Sudan and include field travel as required

Supervision: BD Specialist.

Key Personnel: CP programming staff

Length: 3 months

Payment: $ 2000-3000 per month based on experience.

Position: National (Qualified female candidates are highly encouraged to apply)

  • Proposal / Concept –full proposal submissions.
  • Prepositioning – With guidance from the HOP and the BD specialist support the CP to preposition with the other opportunities and aligning pipeline.
  • Reporting: Submission of donor reports
  • Communications: Creation of relevant communication materials in close collaboration with the BD specialist.

 


 
 Minimum Qualification, Skills and Experience Required:

Required Skills

  • Excellent communication skills: written, spoken and interpersonal.
  • Expertise of writing, editing and packaging donor reports.
  • Expertise of writing proposals for major donors such as: WFP, IHA, OFDA-BHA, former DFID, CHF, BMZ etc.
  • Strong understanding of the donor landscape in Sudan.
  • Experience working with international NGOs
  • Native or bilingual proficiency in English and Arabic 
  • Ability to work with different types of people both individually and as part of team.

 

Preferred Skills

  • Experience in working in Darfur and Red Sea states.
  • Demonstrated success in successful donor proposals.
  • Experience in mainstreaming gender and protection is an asset
  • Knowledge on FSL, WASH, NUTRITION, EDUCATION is an asset
