 Background:

GOAL has been working in Sudan since 1985, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition,  healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

GOAL has been operational in Kutum since 2004. With the current funding GOAL is implementing directly and through partners health, nutrition, WASH, Women Empowerment, Food Security and Livelihoods program in Kutum and Alwaha localities in North Darfur. GOAL’s health and nutrition program is supporting the SMOH in provision of package of PHC services in 17 health facilities in Kutum and Alwaha localities. The nutrition program component focuses on the management of acute malnutrition through support for out-patient therapeutic program (OTP) sites integrated in the 17 health facilities as well as community-based management of moderate acute malnutrition through the Nutrition Impact and Positive Practice (NIPP) approach.



 
 Duties and responsibilities:

General Description of the Role:

This position will be responsible to oversee the day to day management of humanitarian health and nutrition program implementation at field level covering Kutum and Alwaha localities in North Darfur State, and providing support as requested to activities in other localities. The Assistant Area Health & Nutrition Coordinator (AAHNC) will lead the coordination required at the locality levels and contribute significantly to coordination at the state level (working closely with Area Health & Nutrition Coordinator) for effective designing, implementation and monitoring and evaluation of  primary health care, community health, and nutrition programming. Furthermore the position will work closely with WASH and FSL staff to ensure programmes are well-integrated, and with Technical Coordinators and the ACD-P to develop proposals and donor reports and ensure technical quality and compliant management of the programme.  

Key Duties:

Health and Nutrition Programmes

  • To maintain full responsibility for all aspects of the humanitarian Primary Health Care and Nutrition programmes in Kutum & Al Waha localities, including curative care (EPI, reproductive health, control of communicable disease) community health, and all components of Nutrition.
  • Lead preparation of detailed implementation plan, including activity and procurement planning, for humanitarian health & nutrition programming in Kutum & Al Waha, to ensure complete implementation of grants
  • Working with medical staff, ensure high quality of services in all health & nutrition facilities supported by GOAL through effective monitoring, implementation of capacity building for staff, and health staff oversight
  • In coordination with relevant Technical Coordinators, manage and support GOAL health and nutrition staff based in the relevant localities in the execution of their duties, continuously building capacity and conduct performance appraisals at the appropriate time.
  • Monitor budgets and spending on health & nutrition activities for grants in the relevant localities
  • To ensure that all PHC clinics have a regular supply of all drugs, materials and equipment needed.
  • To ensure the timely collection, presentation, analysis and distribution of all data relating to the health department and submit weekly and monthly narrative reports and monthly HIS data spreadsheets.
  • Contribute to health & nutrition strategy for the relevant localities and North Darfur State
  • In coordination with Partnership Coordinator and relevant technical Coordinators, ensure proper management, monitoring, and support for National NGO partners working in the relevant localities
  • To monitor and evaluate all PHC, CH and nutrition activities with programme managers and adapt interventions as necessary in line with MoH guidelines and other health service providers. 
  • Support MEAL team to track project indicators for health & nutrition
  • To ensure all GOAL and MoH policies and guidelines are adhered to and adapted as necessary.  
  • Support Area Health & Nutrition Coordinator in developing donor reports and proposals in a timely and complete manner
  • Lead/Coordinate periodical Rapid need assessments for program development
  • Maintain strong working relationships with all key stakeholders
  • To keep the Health Coordinator apprised of all health care activities and any difficulties that may arise, including external influences in the operating environment

Coordination

  • To liaise with the relevant Locality Health Departments, State Ministry of Health, UN agencies and other humanitarian actors in the western / northern localities to ensure appropriate provision of service and use of resources and to promote information sharing and cooperation.
  • Coordinate with SMOH, LHD and Health & Nutrition actors at locality and state levels and other localities in doing assessments to ascertain where and when the GOAL supporting a PHC programmes based on priority needs;
  • Actively engage in coordination mechanisms and meetings for the relevant localities and, if required, in Kutum and El Fashir
  • To maintain up-to-date information on all aspects of health and Nutrition in the North Darfur area and pass on newly acquired information/guidelines to respective clinic coordinators and supervisors. 
  • To liaise with the Health, Nutrition, Community Health and WASH and FSL Coordinators in Khartoum with regard to changes and developments to health care provision and nutrition services in North Darfur that may impact on GOAL Sudan health strategy, and vice versa.
  • To ensure that GOAL’s PHC, community health and nutrition activities are well coordinated with other stakeholders in North Darfur.  This will include attending the state level coordination cluster meeting as well as working group meeting;

Team leadership

  • Lead the GOAL health & nutrition team based in Kutum, including line management of nutrition, community health managers as well as key health GOAL and seconded staff
  • Facilitate a positive, encouraging, and hardworking work environment in the relevant offices
  • Supervise seconded staff based in supported health facilities, ensuring they are working according to relevant policies, and working closely with LHD and SMOH to keep all health facilities fully staffed
  • Facilitate an open, effective, and timely flow of information between staff in relevant localities and the Area Management Team in El Fashir, Technical Coordinators based in Khartoum, and SMT

Security

  • Know and apply safety procedures and protocols for ND offices, ensuring staff are aware of and adhere to safety protocols
  • Facilitate security clearance for field trips as required
  • To behave at all times in a manner which positively promotes GOAL and its work

General

  • To support and coordinate with GOAL Khartoum office and relevant local authorities in North Darfur
  • Support SMT and Technical Coordinators in recruitment processes for the Health & Nutrition team for the western localities, as needed, and identifying any staffing gaps in a timely manner
  • To be fully conversant with all relevant GOAL proposals and develop, in conjunction with the ACDP and Program Coordinators, short and long-term plans to ensure that all project activities are implemented in line with the programme proposals.
  • Discuss and agree any changes in programming or project arrangements (including guidelines, protocols, forms and procedures) with the Health Coordinator prior to implementation.
  • To oversee and support in coordination and management of Non-Food Items distribution as per approved plans;
  • Assist the Khartoum team when requested to compile monthly, quarterly and annual data for donor report and final project report for submission.
  • Ensure that any expenditure is within the programme budget and is planned in advance using PMP with the Financial Controller and Program Coordinators.
  • Adhere to all GOAL guidelines (including any medical guidelines and protocols, the field operations manual, security guidelines etc).
  • To assist with the organization and hosting of Donor field visits where relevant to the health programme.
  • To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims.
  • Ensure proper mainstreaming of gender, environment and child protection across GOAL programmes, administration and communities, in coordination with other programme managers.
  • All other duties as instructed by the AC, ACDP or Country Director

 


 
 Minimum Qualification, Skills and Experience Required:

  • Relevant medical qualifications (qualified Medical Doctor) with at least 3 years’ experience in field of public health; Or, a Public Health Specialist with at least 5 years of experience related with PHC services and Nutrition.
  • 3 years practical experience managing health programmes for INGO or equivalent experience for another organization with management and team leadership responsibilities
  • Possess MoH registration
  • Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
  • Good team player, flexible and capable of working with a diverse team.
  • Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
  • Appreciation of and sensitivity to local culture.
  • Excellent written and spoken English and Arabic
  • Good computer skills, including familiarity with Microsoft Word and Excel.
