Main Purpose of Job:

The HR Manager will assist the HR Coordinator on assessments, HR strategy, coordinate recruitment, develop robust systems, policy and practice on people management in a complex protracted emergency.  The role is expected to work day to day management of the HR function, such as attendance management, leave management, recruitment and selection, employee insurance and payroll. Ensures the effective implementation of HR policies and procedures and will be accountable for ensuring the implementation of HR policy and practice consistent with International Rescue Committee and compliant with local labour regulations. The HR Manager will be required to make decisions independently within the scope of the HR function, influenced by human resources issues, policies, and compliance with local Sudan labour law.

 Duties and responsibilities:

HR Administrative management:

  • Implement Human Resource policies in support of organizational goals and ensure the consistent application and interpretation of existing policies through appropriate consultation, coaching and communication.
  • Ensure that all HR Officer in Khartoum and in the Field have an understanding of Human Resources procedures through coaching and mentoring
  • Supervise the effective attendance of staff in all offices and work closely with line managers to manage attendance.
  • Monitor sickness and absence levels and provide monthly management reports to the Human Resources Coordinator
  • Ensure that all staff follow the proper leave, and absence procedures and that all forms are accounted for in all offices, keeping an oversight of all leave trackers.
  • Ensure that all staff have personal files that are up to dated, contact details etc.
  • Ensure the provision of good quality, appropriate and clearly communicated advice to line managers on all aspects of the HR policies and procedures.


Recruitment and Selection

  • Manage the day to day recruitment and selection function to ensure that adequate staffing is maintained for successful program delivery through effective recruiting process,
  • Work closely with recruiting managers for the right job descriptions, proper authorization and application of recruitment procedures are followed and right timing for recruiting activity.
  • Work closely with the Programme team to ensure the smooth coordination, facilitation and integration  of emergency response staff with that of the normal programme staff


Compensation and Benefits

  • Manage the processing of the payroll, for IRC staff and ensure accuracy of data being submitted
  • Assist with the annual salary review process, as and when required.
  • Manage the information held on the HR database and personnel files to ensure it is updated in a timely and accurate manner and complies with any legal or data protection policies.

Staff wellbeing:

  • Ensure staff are informed and understands all means available within the organization for their wellbeing
  • Coordinate with sector leads to ensure work-life balance is taken into account to reduce work related stress.
  • Coordinate with sector leads and the field director to ensure team building activities are implemented.


Staff HR Administration

  • Review and submit regularly as required renewal and termination of staff contracts.
  • Ensure all recruitment processes documents are in the right file in accordance with IRC policy
  • Ensure hire processes are in compliance with all the formalities and registration required by local law.
  • Manages employee compensation and benefits in accordance with IRC policies/procedures and local labour law.
  • Ensure the proper Tracking and monitoring of timesheets, annual leaves, sick leaves, and absence in respect of the local legislation.
  • Coordinate and facilitate employee exit process and archive all required documents. Ensures that all the exit processes are in compliance with the IRC's policy and local legislation.

Employee Relations

  • Manage employee relations and discipline in accordance with the IRC's policy and local law.
  • Facilitate employee relations resolution based on local laws and IRC standards.
  • Facilitate relationships between labour/social services and IRC staff.


IRC Way Implementation

  • Ensure all IRC Way initiatives and communications in Sudan are provided to staff on a timely manner.
  • Conduct IRC Way orientation for new staff.
  • Lead effectiveness of IRC Way Day activities in coordination with IRC Way Day Ambassadors.


Monitoring and reporting

  • Review and submit monthly staff leave accrual
  • Review and submit the monthly HR reports in the required form and time.


Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to the CD. The reporting of violations is an obligation on the part of all staff members.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

Confidentiality: -

  • Ensuring the non disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

 Minimum Qualification, Skills and Experience Required:


  • Bachelor degree in Human Resource Management, Social Sciences or other related fields
  • Master’s Degree in a relevant field will be an added advantage


  • 4 years of relevant professional experience as Human Resources Manager or 6 years’ experience in similar position.
  • Previous experience working with an international NGO in a cross-cultural setting,
  • Cross-cultural experience, understanding and sensitivity;


  • Good inter-personal and conflict resolution skills, able to work under pressure and manage personal stress
  • Strong organizational and time management skills, team-player but also able to work independently
  • Able to coach and support others
  • Excellent verbal and written communication skills
  • Compassionate, self-motivated, enthusiastic, energetic
  • Computer literate, with high degree of proficiency and productivity;
  • Ability to work comfortably and effectively, either at own initiative or under direction;
  • Fluency in both Arabic and English, written and spoken
  • Ability to work in a team/independently.



Working Environment: 75% travel to field sites
