 Background:

UNEP Sudan is implementing a second phase of the Wadi El Ku Integrated Catchment Management project in North Darfur with support from the European Union. The purpose of this second project phase is to extend and scale up successful interventions, based on the first phase of the project, with the aim of improving local community livelihoods and stemming the negative cycle of environmental degradation and social tensions in the Wadi El Ku. Phase 2 will expand the geographic coverage of planned interventions both upstream and downstream of the initial project intervention area, and build on and enhance the role of the Catchment Management Forum to assume a more comprehensive watershed management approach.

The overall objective of the second phase of the project is to establish climate resilient livelihoods and reduce natural resource conflicts in North Darfur. The specific objective of the project is to further improve natural resource use and management in Wadi El Ku. Concretely, the project will aim to sustain increases in agricultural yields and related value chain productivity over the long-term while safeguarding ecosystem integrity and improving social cohesion.

To achieve the above outcome, Phase 2 will focus on four key result areas:

Result 1: A participatory, community-based catchment management system is expanded and strengthened in Wadi El Ku

Result 2: Resilient community livelihoods and local natural resource management practices improved

Result 3: Scientific and technical information is expanded and strengthened

Result 4: Awareness and application of IWRM in the rest of Darfur / Sudan increased.     

The project requires a qualified and dedicated Administrative Clerk to support delivery of the project.



 
 Duties and responsibilities:

Ultimate result of services:

The Administrative Clerk will support the WEK-2 project office in El Fasher with day-to-day logistics, administration and financial management tasks. The Administrative Clerk will liaise closely with the Finance and Administrative colleagues in the UNEP Khartoum office with regards creation of fund requests for WEK Phase 2 operations, expenditure reporting, inventory updates and other administrative matters.

Objectives:

Support provided to the WEK-2 project office in El Fasher with day-to-day logistics, administration and financial tasks and regular liaison with the Finance and Administrative colleagues in the UNEP Khartoum office ensured.

 

The deliverables of this consultancy include:

  • Fund requests produced for programme/project activities in the WEK-2 project office;
  • Requisitions drafted for goods and services;
  • Goods procured in a timely fashion for the WEK-2 project office;  
  • An up to date inventory and assets list maintained for the WEK-2 project;
  • An updated vendor/supplier list maintained;
  • A good relationship maintained with vendors/suppliers;
  • Accurate and complete records maintained for all financial and administrative processes;
  • Support provided in drafting Travel Authorizations, permits and payment requests related to official travel within and outside duty station; 
  • Logistics and financial support organized for field teams (e.g. organizing escorts, permits, and DSA for field teams);
  • Accommodation, travel, and DSA’s organized for visitors;
  • Daily updates of staff and visitors sent to WFP El Fasher Radio Room, weekly updates to UNAMID Security Focal Point and weekly records maintained of staff and consultant radio check performance;
  • A good relationship maintained with other UN Agencies (UNDP, WFP and others) and UNAMID on administrative, logistics, communication and security issues.

 

Specific tasks and responsibilities:

Budget and Finance:

  • Prepare fund requests for programme/project activities in the WEK-2 project office;
  • Assist in procurement of goods and services for effective implementation of programme/project activities.

Human Resources:

  • Provide support in briefing new staff and consultants regarding check-in process, administrative procedures, processes and practices, privileges and entitlements under the UN Staff Rules and Regulations; 
  • Send daily update of staff and visitors lists to WFP El Fasher Radio Room, a weekly update of staff and visitors lists to UNAMID Security Focal Point, and maintain a weekly record of radio-check performance of staff and consultants in El Fasher Office.

General Administration:

  • Set up and maintain files/records;
  • Provide general office support services, including drafting of a variety of correspondence and other communications relevant to administrative, financial, personnel matters;
  • Process Travel Authorizations, permits and payment requests related to official travel within and outside duty station; 
  • Ensure the provision of protocol services, through ensuring that visas, bookings, accommodation, and travel comply with UN rules and procedures and with the requirements of national authorities.
  • Assist with the provision of support services to projects in the field in terms of logistics (e.g. organizing escorts and permits) and financial support; 
  • Ensure and follow up with UNEP Khartoum office in relation to shipping and delivery arrangements of goods purchased;
  • Keep WEK-2 project inventory list up to date;
  • Coordinate with Khartoum Office in maintaining records and coding of the office’s assets; 
  • Work with the Finance and Administrative colleagues in Khartoum to set up and maintain both physical and electronic files/records for office assets, personnel and project documents;
  • Assist with office space allocation, management of office lease and contracts/agreements pertaining to projects;
  • Ensure proper and timely maintenance and repair of project vehicles, including procurement of spare parts and fuel;
  • Ensure that vehicle insurance is up to date;
  • Ensure continuous, regular and uninterrupted services like internet, phones, office supplies;
  • Liaison with other UN Agencies (UNDP, WFP and others) and UNAMID on administrative, logistics, communication and security issues;
  • Arrange accommodation and other logistics for visitors;
  • Provide basic HR support to staff and consultants, such as ensuring that ID cards are renewed on time and that all individuals are aware of administrative procedures linked to processing travel and DSA requests;
  • Keep a record of, and develop a good working relationship with, reliable suppliers in El Fasher;
  • Perform other duties as required. 


 

 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Intermediate Diploma in Economics or a related discipline;
  • Experience in the field of finance, budget, accounting and general administration;
  • Knowledge in Excel and web based management systems is desirable; 
  • Basic notion of automated budgeting and accounting systems, and other spreadsheets and word processing applications is desirable; 
  • Knowledge of UN financial and administrative regulations and rules is an asset; 
  • Fluency in spoken and written English and the language of the duty station (Arabic) is required, including written skills.
