 Duty Station: 70% Khartoum and 30 % Field Travel Based in Khartoum with frequent travel to field locations. This is a Non – Relocatable position to be based in Khartoum.

 Background:

Job Purpose:

The Systems Department is committed to implementing and maintaining the highest standards of efficiency and integrity in service delivery to both internal and external stakeholders. The Systems Department facilitates and manages organizations Human Resources, Administration, Logistics and IT functions in line with formulated internal frameworks and being compliant with set donor regulations and guidelines.

The Senior Human Resources Officer will be responsible for effective delivery of effective human resources Management practices, providing support to managers in accordance with Concern Worldwide policiesin Sudan.

The Senior Human Resources Officerwill support the HR & Administration Manager and Area Coordinators to improve the capacity and performance of Human Resources teams in Sudan

 



 
 Duties and responsibilities:

Recruitment

  • Responsible for the implementation of Concern’s recruitment policies and procedures; including the training of hiring managers
  • Develop job advertisements in alignment with Concern’ job grade structure, policies and procedures, and post jobs electronically;
  • Manage Concern Sudan’s recruitment accounts.
  • Assist with shortlisting candidates by screening CVs, conduct telephone screenings as needed, assist with coordinating interview teams, developing tests.
  • Review recruitment documents as they are received and alert the Systems Director to any omissions, errors and / or possible challenges.
  • Ensure documentation for the recruitment file
  • Oversee all background screenings.
  • Draft offer letters and employment contracts.
  • Assist with the new hire orientation process; preparing the new hire schedule and coordinating with relevant staff.
  • Ensure new hires are trained on all Concern’s policies and procedures

 

Compliance and Record Keeping :

  • Responsible for tracking of changes in labour laws and informing HR & Admin Manager and Senior Management
  • Responsible for maintaining accurate and complete personnel and recruitment files; updating checklist and HR Trackers as necessary.
  • Assist with HR data management including; coordinating documentation and filing of updates to emergency contact information, address changes, dependent information, marital status etc.
  • Prepare HR Monthly and Quarterly reports ensuring accuracy of the information provided.
  • Assist with managing timesheets for office, ensuring timely submission, review and tracking of all leave recorded, approval and filing.
  • Maintain confidentiality of employee personal data.
  • Ensure implementation and annual training of all Concern Worldwide’s policies and procedures
  • Coordinating and Implementing any outstanding/arising Human Resources related audit recommendations at Country level in liaison with the Systems Director and/or the HR & Admin Manager.

 

Compensation and Benefits Administration

  • Work with HR& Admin Manager on performance management processes
  • Manage and update employee leave
  • Lead annual insurance renewals

 

Payroll

  • Prepare monthly Payroll ensuring staff changes (new hires, terminations etc.) are accurately reflected on HR Monthly Reports and documentation is complete and filed in the personnel file.
  • Prepare and review the monthly payroll as requested.
  • Prepare and review final pay statements for staff that are terminating.

 

Management Functions

  • Develop and take lead in human resource planning in line with the organizational strategy
  • Work with HR & Admin Manager and Senior Management to develop, refine, monitor and implement human resources policies in line with Sudan’s labour laws
  • Ensure all staff understand applicable HR policies and procedures, and be proactive in providing refresher information and / or in educating staff on the policies.
  • Take lead in learning and development through identification of training needs to ensure staff advance their skills and knowledge relevant to their professions.
  • Provide organizational oversight of staff medical, occupational health safety and security protocols / policies

 

Capacity Building:  

  • Design, plan and implement a capacity building plan for all relevant Concern Sudan staff on key elements of the different components of the Logistics department.
  • Contribute to the daily capacity building and strengthening of decision making capacities of Sudan national staff.

 

Other:

  • Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives. 
  • Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organization.
  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and its associated policies, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
  • Undertake other related duties as may reasonably be assigned by the SystemsDirector.

 

Emergency response:

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Sudan Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization

  • Internal: Program Director, Country Financial Controller ,Area Coordinator(s), Area Manager(s), Field Based HR & Admin Staff.
  • External: Suppliers ( insurance Providers etc.),INGO HR Networking forums, HAC & Labor Office

 


 
 Minimum Qualification, Skills and Experience Required:

Essential

 

  • Advanced University degree required, preferably in Human Resources.
  • Demonstrated experience in Human Resources in Sudan.
  • At least five (5) years of progressive experience with at least three (3) years’ experience with an International NGO in Human Resources.
  • Demonstrated ability to manage multiple staff and coordinate HR & Administration activities
  • Knowledge of Sudan Labor Laws and models of good employment practice.
  • Good understanding of the issues that affect employee relations.
  • Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results;
  • Strong computer skills in basic, office programs.
  • Fluency in English, knowledge of Arabic is an asset.

  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders

Other duties

  • The above duties will be prioritised by the manager in consultation with the post-holder. The post-holder may be asked to re-organise their work to help Concern respond to changes in type or extent of need.
