The Area  child protection and Safeguarding Program Coordinator She/he will lead and  support the implementation of the child protection response programme in White Nile State and will closely work with the Child Protection sector lead Manager to ensure the overall management and quality assurance of the child protection projects, The Senior CP Coordinator will also work closely with the  project coordinators and partner program managers to ensure that the quality services are provided to children and Youth.

This role will be acting as an ambassador and role model for support Child protection coordinators and partners to   implement of Safeguarding Children and Young People Policy (SCYPP); ensuring the integration of CP in each project activity across the thematic areas; ensuring that Community Based Child Protection and Mechanisms (CBCPM) are functional; and implementing feedback mechanisms to promote sustainability and community participation in the SSR, Sponsorship and host communities.



 
 Duties and responsibilities:

  • The Emergency Response Programs Coordinator to the Program Area Manager with dotted lines to the Emergency Reponses Manager at CO.he will work collaboratively with the respective Program Implementation Managers/Coordinators in each of the project sites.  he supervises a team of 3-4 project coordinators based in White Nile Office.
  • The Emergency Response Programs Coordinator is responsible for all operational aspects of the humanitarian intervention and ensuring the quality and effectiveness of Plan’s emergency response within the White Nile State S/he coordinates and manages the emergency teams across the state and is responsible for the emergency projects/programs designing, overall coordination, implementation and reporting of emergency response and recovery projects in (both financial and programmatic).
  • He/she is also responsible for the timely monitoring and evaluation of the emergency projects. and final reports are timely compiled and shared with CO and PAM for review and then submission to donor;
  • Lead humanitarian and rehabilitation projects in in the state, implementing donor funded projects in Food Security, Livelihoods,  Youth economic Empowerment,  nutrition, Health, CPiE, EiE and WASH sectors, responsible for the successful implementation of projects valued up to 2,500,000 EUR per the project period
  • Maintained constructive working relationship with the representatives of Government officials, INGOs   UN Agencies and Local NGOs that are operational in the White Nile State;
  • Coordinate and support State level assessments, surveys and other studies and lead proposal development to financeemergency projects.          
  • Ensure that Plan’s and the Donor policies and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
  • Provide strategic leadership and guidance to the Project managers/coordinators to ensuring that the global program quality framework and other relevant policies (e.g child protection, security and gender equality policies) are embedded within the PA day to day operations and staffs are competent, committed to move forward with their implementation. 
  • Provide leadership and management support to the Projects staff and ensuring quality implementation of multi - sectoral project.
  • Contribute to strengthening the capacity building of communities, staff and partners on projects management.

 

Accountabilities

  • In association with CO Level Emergency team, ensure emergency assessments are undertaken and implement integrated emergency response, recovery and exit strategies.
  • Coordinate the development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.
  • Assist and advise the PAM and COEmergencyresponse Manager and ERM Lead with securing donor funding for emergency projects.
  • Support project design and proposal preparations for institutional and public funding
  • Maintain ongoing surveillance of the developing humanitarian emergency situation and in consultation with the Program Area Manager, Emergency response Manager  andSectors lead, adjust activities accordingly;
  • Ensure adequate monitoring, reporting and acquittal of emergency response activities in accordance with donor regulations, country and national office requests, international humanitarian accountability frameworks and relevant SPHERE standards.
  • Provide continuous technical and organizational support and capacity building to field teams
  • Make regular visits to emergency response field sites to provide field staff support and address programmatic challenges;
  • Ensure that different sectoral activities (FSL and WASH), Health, Nutrition, CPiE and EiE are implemented in a coordinated and integrated manner;
  • Ensure all project activities are conducted in accordance with the agreed work-plans and proposals
  • Facilitate mainstreaming of Child protection, environment, DRR and gender aspects in all projects initiatives
  • Ensure all team members understand and carry out their duties in accordance with personal work-plans, humanitarian principles, core values, the Code of Conduct and SPHERE.
  • Ensure the National Emergency response Manager and Head of Program is kept informed about assessment progress, emergency response implementation and strategies, project plans, progress reports, and other significant developments;
  • Ensure that human resources implications and needs are fully assessed, identified, described and communicated, in collaboration with the field and Country Office HR Coordinators.
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, colour, sex or creed.
  • Ensure all Emergency team members are fully briefed on all aspects of security, social and cultural norms and local conditions and behaviour.
  • Create the conditions to ensure effective teamwork and morale.
  • Conduct performance appraisals of team members and as required, ensure regular feedback.
  • Monitor ongoing human resources issues and make recommendations and adjustments accordingly.
  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, local government, bilateral and multilateral donors, and other principle stakeholders including the military where present and if necessary.
  • Ensure that logistical resources implications and needs are fully assessed, identified, described and communicated, in collaboration with the PA and Country Office Log department.
  • Identify training needs and work with HR department to develop and implement relevant training plans.
  • Support HR and admin staffs in human resources planning and overall staff management
  • Ensure with CO and OPA Finance teams the establishment and maintenance of Plan International financial management and accounting systems for all assessment and response activities and assets.
  • Ensure effective budget management at field level, including correct coding of expenses and adherence to PIE financial management guidelines and donor requirements.
  • Responsible for monitoring grant budgets with Support Service and Finance team at Program area and CO finance teams, and in compliance with donor regulations.
  • Support  field emergency finance teams in cash forecasts, budget follow-ups and adherence to regulations
  • Ensure that program support functions are established and maintained in accordance with Plan International policies and procedures
  • Ensure with the Logistics and Procurement Officersthe establishment and maintenance a functional procurement and supply chain management system
  • Ensure with the Logistics Officer the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems
  • Ensure emergency response team members are familiar with usage, procedures and relevant communications protocols
  • Ensure all emergency response team personnel understand individual and collective responsibilities for safety and security.
  • Ensure compliance with Plan International Security Guidelines and their effective application in the local context
  • Ensure that the Donor and Government reporting is done and submitted on time in accordance with their reporting template and within their reporting schedule.
  • Any other functions and responsibilities of appropriate nature to project Management assigned by the supervisor

  • Emergency response Manager and Head of Program – High level of communication to support and provide hand holding support to understand the model and to respond to queries

Knowledge and expertise

Essential
