The Area  child protection and Safeguarding Program Coordinator She/he will lead and  support the implementation of the child protection response programme in White Nile State and will closely work with the Child Protection sector lead Manager to ensure the overall management and quality assurance of the child protection projects, The Senior CP Coordinator will also work closely with the  project coordinators and partner program managers to ensure that the quality services are provided to children and Youth.

This role will be acting as an ambassador and role model for support Child protection coordinators and partners to   implement of Safeguarding Children and Young People Policy (SCYPP); ensuring the integration of CP in each project activity across the thematic areas; ensuring that Community Based Child Protection and Mechanisms (CBCPM) are functional; and implementing feedback mechanisms to promote sustainability and community participation in the SSR, Sponsorship and host communities.



 
 Duties and responsibilities:

The Area  Child Protection Coordinator – Child Protection is a key person among the teams, the areas, She/he will be reporting directly to Program Area Manager with dotted line  to the Child Protection Sector Lead Manager, of his/her role is mainly focus on the following dimensions of roles:

  • Work closely with Child protection coordinators, project Managers and support service coordinator to ensuring that Plan International Program Area office and sub offices   of operation are safe place for children and youth, due implementing of Safeguarding Children and Young People Policy (SCYPP) activities and CPP standards.
  • Ensuring the integration of child protection in each project activity from design to implementation, and monitoring that program areas comply with minimum requirements.
  • Support Child Protection projects coordinators to ensuring that Community Based Child Protection and Mechanisms (CBCPM) are functional, through identification of the main gaps, challenges, needs and support required for making them active and responsive to child protection concerns
  • Support Implementation of feedback mechanisms to promote sustainability and community participation in SSR camps and Sponsorship Areas.
  • Responsible of ChildProtection program management in White Nile Program Area.
  • Participate in program and budget monitoring to ensure timely and quality results
  • Responsible for the compilation of timely monthly and quarterly internal reports, donor reports, and SITREP
  • Provide direct technical guidance during the project execution and ensure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.
  • Ensure that Plan’s and the Donor policies and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
  • Provide strategic leadership and guidance to the Project coordinators to ensuring that the global program quality framework and other relevant policies (e.g child protection, security and gender equality policies) are embedded within the PA day to day operations and staffs are competent, committed to move forward with their implementation.

 

Accountabilities

  1. Ensuring that Plan International is a child and youth safeorganization
    • Undertake clear and strong advocacy on the SCYPP at the field office acting as an ambassador and role model for SCYPP implementation at all times benefiting from internal platforms and events such as staff meetings, inductions etc…
    • Provide high quality and accessible advice, support and guidance to PAM and staff ensuring that adequate SCYPP measures are integrated into office operations, processes and programmes as outlined in the 13 CPP implementation standards and other core SCYPP documents. 
    • Collaborate with and provide advice to key teams and/or departments within the offices to ensure that risk identification/assessment and management strategies of all processes, procedures and activities includes assessment of CP risks and appropriate mitigating actions are developed. 
    • Support Child Protection coordinators to deliver mandatory SCYPP briefings, refresher training (each 6 month), inductions and/or workshops to staff, associates, children and communities ensuring all are aware of what the SCYPP means for them where possible.
    • Share the annual CPP implementation standards self-assessment and incident reporting with the Child protection program lead as per agreed timelines.
    • Work closely with Child Protection coordinators to Implement SCYPP action plan shared by the CO and clearly outline gaps in implementation and how these can be addressed.
    • Follow up with Child protection coordinator/officers to submit timely incident reports in their areas on child protection allegations and respond effectively in line with local procedures, and act as field office referral point.
    • Ensure newly recruited staff completed the Plan Academy safeguarding introductory online course based on staff categories and number (staff, interns, partners, associates, or volunteers)
    • Support the development of SCYPP communication materials and disseminated among Plan office, partners, associates and communities.

 

  1. Ensuring integration of CP in each project activity:
    • Support the thematic leaders for designing and gender sensitive concept notes across the project proposal and activities according to Plan’s Gender Transformative Programming and Influencing guidelines.
    • Conduct regular field visits with different project managers to ensure integration of child protection in each project activity
    • monitoring that program areas comply with minimum requirements.
    • Work with M&E for monitoring the child protection projects to ensure implementations comply with minimum requirements.

 

  1. Ensuring that CBCPM are functional;
    • Support the child protection project coordinators on establishment and strengthening CBCPN in SSR and sponsorship communities to according to the guidelines
    • Identify the main gaps, challenges, needs and support required for make CBCPN active and responsive to child protection concerns in the programme area.

 

  1. Implementing feedback mechanisms.
    • Work closely with the project managers/coordinators and Sponsorship officers and make sure that a feedback system is integrated into all implementation stage of project cycle and reinforces Plan accountability and strengthening the quality of its processes.
    • Support project managers/coordinators and Sponsorship officers to Identify appropriate feedback mechanisms through consultation with girls, boys, their families, and implementing partners to identify existing mechanisms and to ensure that they are culturally acceptable and gender sensitive.
    • Ensure staff, partners and community’s awareness of the mechanisms and methods to access it (during distributions, orientations about helpdesks or suggestion boxes, issues to complain about, ways of response, behavioural issues of staff
    • Find ways to acknowledge the complains and addressing the concerns by keeping the complainants informed formally or informally, depending on the gravity of the concern and whether or not it breaches internal policies or existing laws.
    • Receive, record, and consolidate the feedbacks immediately as information/data come in with confidentiality, and categorize them for easier consolidation.
    • Categories reports to help understand the one require more clarification/information, assistance, discontent, staff behaviour, and report of abuse by a non-Plan staff.
    • Share the information gathered with (Program Quality) as consolidated reported on a weekly basis or during any other agreed regularities with line manager.

 

 

 

  1. CP Program management:
  • Ensure the Child Protection project coordinators develop detailed annual work plans for the project and enforce adherence of all to the plan and subsequently approved amendments.
  • Manage the Child protection projects budget, including project procurement management, and ensure avoidance of over/under expenditure; ensure judicious expending of the project funds; and demonstrate value for money in the outcomes and impact of the projects.
  • Manage project risks, funding, and ensure keeping all concerned are accurately and promptly informed about the status of project.
  • Lead the projects team develop their knowledge and skills of appropriate nature to the project; guide and motivate them towards excellence performance all through the project period and ensure continuous appraisal of the performance of each.
  • Manage the partnership agreement(s) with the implementing partner.
  • Ensure that child protection measures are integrated into all processes, practices and activities of the project engages in.
  • Conduct site visits in weekly basis to monitor implementation and submit monthly reports on project progress.
  • Ensure that an effective communication system is developed and maintained to the satisfaction of all clients.
  • Maintain coordination and close relationship with Plan’s relevant departments (program management, Resource Mobilization, Accounts and the relevant function).
  • Provide guidance, leadership, coaching and support for project Staff and assess their performance following performance standards and HR systems.
  • Work with the project coordinators to ensure that the Donor reporting requirements-which are stated in the FAD and SPAD and another project and donor agreements-are met properly and timely.
  • Representing Plan International Sudan -White Nile   Program Area in the Child protection sector meetings andensure government and sector 4Ws reports are submitted on timely.
  • Facilitate and participate effectively in project audits, reviews and evaluation.
  •  Work closely with the project coordinators and ensure that proper documentation of the project’s interventions and activities is maintained as well as Child protection information databased and needs assessment reports in place and well updated.
  • Support proposal development to increase Plan’s portfolio in the sector by submittinggender transformative concept notes and proposals.
  • Timely, accurate and high-quality reports are submitted on time to Child protection Sector lead.
  • Ensure that projects closing process in terms financial audit, final evaluation (internal and external) project completion report (PCR), financial commitment, partner advance well clear before close the project 

 

  1. Monitoring, Evaluation and Reporting
  • Support project coordinators and partners to develop and apply project MER tools that allow (i) proper planning of project activities, milestones and reporting dates and (ii) and tracking of girls and children reached.
  • Ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.
  1. Capacity Building
  • Works with the project coordinators/officers To identify the needs and support development of staff and partners to increase their competence project delivery.

 

 

  1. Other support
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

 

Key relationships:

Internal Communication

  • Programme Area Manager – High level of communication to report, seek approvals, sharing reports and views to strengthen the program areas and to ensure continues support for the program quality and compliance with Plan policies.
  • Programme Quality – High level of communication to get support and provide hand holding support to understand the policy and to respond to queries as well as implementation of feedback mechanisms at the community level.
  • Child Protection Program Lead – Regularcommunication on issues related to implementation of SCYPP to share work progress updates on implementation of agreed actions and standards, sharing reports, and seeking supports
  • Other departmental heads and M&E – Daily communication for better integration gender and child protection into programing and measuring it reflection into activities across all areas of distinctiveness.

 

External Communication

  • Implementing Partners – high level of communication with implementing partners to understand their process and progress on implementation of the SCYPP and provide the required support.

Knowledge and expertise

  • The post holder is expected to have considerable knowledge of the national and international instruments related to the child rights, knowing child protection quality practices, knowing the meaning of safeguarding concepts.
  • Substantial experience of working in Child Protection program in a humanitarian and development context at least 4-6 years
  • Considerable experience in conducting assessment, program evaluation, and researches
  • Demonstrated ability to set up learning and development processes for staff and teams

 

Essential
