 Background:

The current political transition in Sudan has evolved after almost three decades of authoritarian rule. Based on the new developments in the country, the Centre for Humanitarian Dialogue (HD) has initiated a project to support the ongoing political transition in Sudan. Under the new project, HD seeks to help in facilitating broad-based analysisamongcritical stakeholders, providing institutional support around political transitions to the civilian government and support political dialogue and mediation.

 

Reporting to the Project Manager in Sudan,the Finance and Administration Associate will support the financial reporting in order to guarantee the strict implementation of the HD accounting framework and assist in enhancing internal controls as per HD’s policies and procedures.



 
 Duties and responsibilities:

Further responsibilities will include:

 

Recording and reporting

  • Ensure payment requests are duly approved
  • Ensure strict respect of deadlines, encoding rules, budget lines;
  • Ensure proper filing and archiving of monthly office report according to HD policies (originals in local office, sorted by month / voucher number, including copies of monthly closing documents);
  • Maintain the fixedassetschedule
  • Support project, donor and statutory audits by responding to audit queries and providing supporting documentation.
  • Ensure full compliance with audit and internal control requirements.

 

Payments and cash

  • Process request for cash payments, cheque and transfer;
  • Ensure adequate follow-up of staff and consultants working advances and reconcile suppliers, consultants and employees accounts on a monthly basis;
  • Process  cash  payments  and  record  expenses  in  the  office  report  as  per HD policies.
  • Ensure timely payment of all relevant taxes according to local legal obligations;
  • Control and process expense claims as per HD travel policy and review the per diems (DSA);
  • Check supporting documents and follow up on signatures;
  • Support the preparation of accrual files as per HD rule and liaise with project and costs centre managers accordingly;
  • Provide ad hoc administrative support to staff, including those overseas.
  • Maintain staff logistics such as hotel booking, flight booking.
  • Maintain Purchase Order records.
  • Support the preparation of project financial reports and forecasts
  • Assist in processing monthly/quarterly accounting close and year-end HD and local office statutory close;
  • Assist in planning and monitoring of cash flow requirements to ensure smooth implementation of programmes
  • Any other task as requested by the Supervisor.

 
 Minimum Qualification, Skills and Experience Required:

The successful candidate should have:

  • Professional course certification ACCA or CPA
  • 2-3 years’ demonstrable relevant workexperience
  • Excellent working proficiency in MS Excel 
  • Experiencewithaccounting audits
  • Knowledge of, and interest in working within the ‘not-for-profit’ sector
  • Prior experience of Microsoft Dynamics NAV is an asset

  • Good communication (written and oral) and interpersonal skills
  • Be a team player while at ease working autonomously and unsupervised
  • Excellent organizational skills and ability to work hands on, and under pressure
