 Background:

The Republic of the Sudan has received a grant funds from the Transition Support Facility "TSF" of the African Development Fund to finance the Capacity Building for Improved Quality of the Education System and Skills Development Project (CBIQESSD). The project is situated in three States: Khartoum, Northern Kordofan and the White Nile. The project effectiveness was June 2015 through Dec 2021.



 
 Duties and responsibilities:

  • Provide operational support which includes, monitoring project activities; tracking targeted beneficiaries; consolidating project qualitative and quantitative data to articulate project impact and process.
  • Provide guidance in the implementation of the project Work Plan including planning and day-to-day operation, technical support to the ministries’ staff, partners, committees, and consultants.
  • Identify the current baselines and propose futuristic timelines for of technical education and vocational training {TVET} and skills leading to creation of productive units at the targeted schools to provide services and commodities to the communities around.
  • Strategically position the CBIQESSD project in the on-going government reforms in education including current government efforts to reform the curriculum of the education system in Sudan. In particular, ensure that the TVET sub-sector is part of the current national curriculum reforms. Relatedly, facilitate and provide support for the new curricula ToTplanning and implementation.
  • Develop a coordination plan for all ministries and institutions involved and linked to the TVET action plan in which the roles and responsibilities of the ministries involved in the implementation are identified with the aim of fostering harmonized delivery;
  • Facilitate partnerships between the Ministry of General Education (MGE), Ministry of Higher Education (MHE) and Ministry of Labor and social development (MoLSD) with the aim of developing the needed strategies, policies and action plans for improving the TVET sub-sector in Sudan including initiating the process of moving from the current qualification system to a competency-based qualification, within the framework of curriculum reforms in Sudan.
  • Ensure the implementation of methods and mechanisms that consider all the cross cutting issues (Gender, sustainability, environmental and health safety and social impact) linked to the implementation and operation of project activities
  • Prepare the Annual Progress Report, as well as regular short quarterly reports on the progress of the project activities.
  • Appraise, asses, review reports, and communication materials produced in the framework of the AFDB project program, especially those addressed to and shared with AFDB, donors, UN agencies, international and national partners.
  • Undertake any operational support, analytical support, partnership support and safeguard support required / or any other relevant professional duties related to project, which are assigned by the PIU coordinator.

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

Education:

  • Advanced Degree (Masters or PhD) in Education, Development Studies, Economics, Social Sciences, Business Administration with 5-10 years’ relevant experience in education & TVET and with an international Organization: UN, WB, AFDB, UNESCO,UNICEF, ILO, NGOs.... etc, availability of appropriate skills among staff, etc.)..

Experience:

  • Demonstrated experience working in regional education projects, private sector, or with bilateral/UN institutions highly desirable. Familiarity with AFDB operations, including preparation and implementation support of projects is very desirable but not essential.
  • The project is seeking to recruit an education consultant to ensure timely and quality delivery of project’s activities, and achievement of project’s outcomes as stated in the log frame.
  • Also, the consultant should support the partner institutions in issues related to planning and implementation of the project’s activities.

Analytical/technical skills/capacity building:

  • A candidate with clear demonstrated knowledge of and experience in addressing education sector issues and proven ability to engage in policy dialogue as well as to find practical solutions is desired. Excellent communication and writing skills as well as training skills.

Knowledge:

  • Good understanding of the key issues, dynamics and evolution of the education sector in Sudan and in sub-Saharan Africa {SSA} countries. Furthermore, expertise in Optimal Resource Utilization, Quality Service Delivery Mechanism, Educational Management preferably in Secondary and Higher Education.

Strong client orientation and excellent interpersonal skills:

  • Proven ability to work effectively and collaboratively with government agencies and within and across sector boundaries; ability to identify problems, provide technical support, build consensus and arrive at solutions; commitment to excellence and teamwork, and to liaise tactfully as a member of a multi-sectoral team.

High levels of energy, initiative, and flexibility

  • in quickly adjusting to changing work program requirements. Ability to juggle numerous competing demands and priorities, respond quickly to country and management requests, and set priorities for self and others.
  • He should focus on higher education training activities plus of technical education and vocational training {TVET} as well.

Language:

  • Excellent oral and written communication skills in Arabic and English are essential.

Reporting:

The Consultant ought to report to Project Coordinator monthly, quarterly and annually.
