Project Manager
Alight

Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Duties and responsibilities:

Project Management

  • Providing overall leadership, management and strategic direction for the UNHCR Kassala project;
  • Responsible for ensuring the project achieves agreed outputs, outcomes and targets
  • Oversee the project administration, implementation and financial management to ensure that activities aligns with programmatic approach, budget allocations, ARC’s policies, and UNHCR’s regulations and procedures;
  • Provide direction and guidance to the Kassala project staff on compliance issues, procurement
  • Standards/requirements, and other administrative questions related to the project.
  • Ensure consistency in understanding of the project log frame, monitoring, funding and reporting requirements for the Project.
  • Lead the implementation of the work plans and ensure project responds to changing conditions and operating environments;
  • Work closely with the Health and WASH officers to ensure a comprehensive integrated approach to meet the program objectives
  • Responsible for monthly and quarterly project reporting, including progress on indicators and objectives
  • Represent the Kassala project at conferences, working groups, and meetings and maintain positive relationships with implementing partners, local authorities, and the various office teams;
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance;

 

Financial Management

  • Ensure conformity with agreed project budget
  • Responsible for reviewing monthly management accounts including transactions, providing monthly feedback by the deadline on any corrections, missing transactions and justification for over/under spends and preparing monthly forecasts.
  • Responsible for quarterly analysis of the project budget, target settings and reviewing spends with programme staff, especially on burn rate and variances.
  • Assist in the preparation of the consolidated financial report as per the contractual obligations.
  • When necessary, take the initiative in leading the proposal/budget revision processes with local partners

 

Human Resources

  • Manage project team members and oversee the running of the Kassala Office
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance;

 

Liaison and Coordination

  • Serve as overall communications/liaison with the UNHCR Kassala Field Office, and key stakeholders including government representatives in the project area.
  • Liaise with other NGOs/INGOs, relevant government agencies in Kassla State.
  • Be responsible for the representation of ARC to donors, government, UN agencies and other NGOs in relation to the project within Kassala State

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in a relevant field or advanced degree in Public health, Nutrition, Agriculture, Economics, Business Management, International Development, or other relevant subjects;
  • At least five years’ experience and at least 2 years in similar coordination/programme management position
  • Excellent interpersonal & communication skills
  • Fluency in English and Arabic oral and written is required.
  • Willingness and ability to work in unstable environments and adhere to ARC’s security policies
  • Excellent computer skills
