Human Resources Officer
Alight

Alight came to Sudan in 2004 as one of the first humanitarian responders to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in South Darfur. In 2014, Alight expanded services its reach to include East Darfur. Today, Alight serves displaced populations and host communities in Kassala, Gedaref, West Kordofan, and East and South Darfur states. Alight provides lifesaving humanitarian action, recovery, and development services in these five states, with a country office based in Khartoum.

Field offices in Kassala, Gedaref, Nyala, El Daein,serve as the key state hubs for program delivery. Alight’s staff is more than 99 percent Sudanese, with nearly 800 full-time staff joined by over 400 incentive and community health and protection workers in delivering lifesaving programs and durable solutions in Sudan.

Alight is registered in Sudan and works closely with Federal and State Line Ministries to carry out its humanitarian and development mandates.

 Duties and responsibilities:

HR Compliance, database and payroll 

  • Ensure compliance with ARC Sudan handbooks and guidelines and local labor laws in all procedures and processes.
  • Ensure that staff database is updated on a monthly basis.  Coordinate with the HR in the field to ensure that they submit updated staff database on a bi-weekly basis and every time changes take place.
  • Develop a clear and easy to use contract database for all national staff and seconded staff. 
  • Ensure that staff contact list is updated on a weekly basis.
  • Responsible for preparing payroll for national staff. Ensure that the database provided from the field is correct and the calculation for payroll is correct prior to submission to finance department.
  • Ensure the necessary supporting documentation is submitted to finance prior to submission of payroll.

 

Recruitment

  • Ensure that all recruitments follow ARC SoP on recruitment.
  • Provide support for recruitment of national staff. This includes posting the advertisement, providing long-listing and short-listing of the applicants, coordinate interviews schedule.
  • Maintain quality of the advertisement and ensure standard job description is used for all advertisements posted for ARC – Sudan.
  • Ensure that all the requirements for recruiting a staff, including satisfactory reference check is met prior to the offer being given to the candidate. 
  • Responsible for arranging induction for new national staff.  Coordinate with Managers on the schedule.
  • Be cooperative, flexible and ensure full support is provided to all other HR in area offices in terms of recruitment.

 

Performance Management & Training

  • Provide guidance to staff on Performance Management.
  • Ensure that all staff/managers complete performance objectives and submit performance evaluation on a timely basis.  The objectives and appraisals document should be filed in individual personnel files.
  • Compile training needs and training records for all staff. 
  • Cover HR support in the field as requested by the Senior HRM.

 

Others:

  • Ensure high confidentiality is maintained in the work performed. 
  • Conduct other duties as assigned by Line Manager and Senior Managers.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Minimum Bachelor’s degree in human resource management or relevant fields.
  • Experience as HR Officer in NGO for at least 5 years
  • Strong understanding of national labor laws in Sudan.
  • Experience in doing payroll for national staff.
  • Ability to multi-task, prioritize and meet tight deadlines.
  • Experience working closely with government agencies preferred
  • Ability to work productively and impartially in a multi-cultural environment
  • Willingness and ability to work in insecure environment and adhere to ARC security policies
  • Ability to work independently as well as working in a team.
