Background:
UPO is Sudanese national organization that has been established in 2009 and working since 2010. UPO seeks to build peace in Sudan through conflict mitigation and reconciliation, inspiring and furnishing the local communities with sufficient and life changing skills to capacitate and empower their living. We see a more peaceful and socio-economically and politically advanced Sudan.
UPO Darfur program started in 2010 in response to the emergency needs of some 950,000 war- affected communities and host populations in most of the localities in North, South, East and Central Darfur States. In response to the humanitarian needs, The Organization has received more than $US 12.5 million in the last five years and implemented over 120 projects across Darfur region, Gadaref and Khartoum states, UPO's assistance reached more than 950,000 vulnerable war affect persons in over 89 rural communities and IDPs camps in Darfur states and eastern Sudan.
Fundraising
Lead the development of UPO Fundraising Strategy in line with five year
Identify current and potential donors both inside and over the world and this could include
both online and in person meetings.
Establish and maintain good relations with all potential donors and respond to their
requirements in timely manner.
Donor relations: Responsible for establishing partnerships with potential donors in Sudan and
the world , to grow income over the next 5 years which improves the sustainability of the
organization, including proactively securing funds from new income streams.
Fundraising: Responsible for broadening the mix of income streams, develop new streams of
income including major donors and corporates, and new types of funding such as tenders,
service contracts and technical assistance. Work closely with Director and the Program Team
to scope new opportunities to meet funding requirements.
Co-ordinate all fundraising proposals and grant contract processes within UPO: Once
opportunities are identified, this role will coordinate proposal development activities within
UPO, including co-ordination of Programme, M&E and Finance teams to develop high quality
proposals, budgets and log frames, including adherence to UPO's quality assurance processes.
Contract negotiation and start-up processes: Review, negotiate and share donor contracts to
ensure confidence in meeting contractual requirements. Coordinate start-up processes for any
new grant income, to clarify roles and responsibilities and to facilitate successful grant
management.
Maintain clear communication channels with donors and UPO members: Maintain clear
communication channels with UPO Program teams when approaching and developing
relationships with new and existing donors. Including support for donor visits and attending
external meetings/events to promote UPO.
Respond effectively to other fundraising requests: Respond in a timely manner to information
requests from donors or other stakeholders.
Share best practices and donor trends with CP colleagues: Actively contribute to UPO as a
learning organization, particularly through sharing knowledge of new donors, donor policies,
capacity building activities in fundraising and grant management.
Grant and Contract Management
Maintain effective contract and documentation management system and processes: Ensure appropriate donor management systems, records and processes are in place, up-to-date and in compliance with UPO policy and practice. Ensure effective storage and maintenance of donor contracts and other documentation in line with donor, UPO and any local partner audit requirements.
Coordinate internal working groups responsible for donor fund management and maintain all restricted funding records. Convene any necessary working groups to address any risk that could impact effective project delivery according to donor contract and expectations. Ensure clarity on roles and responsibilities in management and monitoring of donor funds.
Monitor and coordinate compliance with donor requirements, including grant reporting: Work collaboratively with UPO's Technical, Finance, M&E and Communication teams and implementing partners to ensure all contractual funding requirements are met and delivered on time (reports, donor visits, evaluations, audits, etc), and utilization of funds does not exceed the budget. Responsible to maintain a clear reporting schedule and coordinate inputs from UPO colleagues that are required to meet donor requirements. Provide quality assurance for all aspects of donor reporting.
Coordinate high quality donor visits: Liaise with Programme staff, Regional Funding Manager, member fundraisers and the donor to ensure high quality visits.
Support risk management: Support CR and SMT by highlighting key risks related to grant- funded projects, such as under/over-spends, delayed delivery of commitments, capacity gaps, and donor relationships. Working with the SMT, this position will ensure that these risks are communicated to the Regional Funding Manager, member fundraising teams and donor in a timely manner.
Support Director of Finance to complete funding forecasts: Accurately identify funding gaps, managing match-funding obligations and tracking expenditure against grant commitments.
Internal planning, budgeting and review processes
Planning: Ensure all existing and potential donor income is accurately incorporated into UPO's internal planning process, and plans are in line with donor requirements and UPO policy and practice. Work with Technical, R&E and Finance colleagues to identify unfunded work plans, and prepare these projects for proactive fundraising efforts.
Review: Work with Programmes, R&E and Finance colleagues to review progress during UPO's internal review processes (e.g. annual and six month report), including variance analysis of grant outputs and expenditure.
Audit: Assist Finance colleagues with any requested grant income information for UPO's annual audit.

A) Education
Required:
BA/BSc (or equivalent) in social sciences, economics, accounting or development related fields.
Desired:
MSc/MA/MBA in social sciences or related development fields
B) Experience
Required:
Significant experience in planning, securing and managing funds from donors such as UN agencies, foundations, private sectors and government and other , corporate donors, trusts, foundations and major donors, within an NGO or international organisation environment.
Experience of developing coherent and successful proposal narratives and log frames, including strong numerical ability to develop and review budgets.
Experience of successfully managing multiple grants, donors and projects involving adherence to strict donor rules and regulation.
Have written a highly qualitative proposals which get funded by the donors
Strong experience in reviewing, monitoring and reporting against donor contracts.
Experience of coordinating and supporting non-fundraising specialists in proposals and grantmanagement.
Is familiar with Sudan and humanitarian context
Desired:
Experience of developing fundraising strategies at a country level.
Experience in developing relationships with governments, corporate and other donors.
Existing network of institutional and or corporate donors within and outside Sudan
C) Technical Skills
Required:
Extensive knowledge of donor-funded contract management rules and regulations, such as, UN agencies , INGOs , government, foundation and charities
Excellent English and Arabic language ability (written, verbal, presentation skills).
Excellent communication, interpersonal and coordination skills.
Excellent computer skills in Microsoft Word, Excel, PowerPoint and an understanding of financial management software such as SUN.
